Dear Valued Community Members and Partners:

On April 19, 2016, the City Council considered changes to the City's Apartment Rent Ordinance (ARO) and directed staff to return with amendments making several permanent modifications to the ARO. The City Council also directed staff to develop and bring back an Anti-Retaliation & Protection Ordinance for approval in fall 2016. On May 10, 2016, the City Council adopted the Interim Apartment Rent Ordinance to transition to the new ARO provisions and to reduce uncertainty for both tenants and landlords.

At the direction of the City Council, staff is now focusing on the changes to the Apartment Rent Ordinance as well as the creation of an Ellis Act and Anti-Retaliation & Protection Ordinance. A timeline has been created to help illustrate the ARO process since April 2016. You can download the timeline shown below on the Housing Department's website.

Keep Your 2014 Documents

It is especially important that owners/managers of rent-stabilize apartments keep your 2014 base year financial documents so that the base year net operating income can be determined as part of the Fair Return Petition Process. These documents include records of bills, payments made, payments received, tax documentation, and any other financial documents related to the operation of your business in 2014.
