MED INDUSTRY BULLETIN 16-13 REGARDING FLOWER POTENCY TESTING

Proficiency testing has been established in the category of flower potency for all licensed Retail and Medical Marijuana Testing Facilities that are certified to test in this category. To view which Testing Facilities have been certified in potency testing, please visit this webpage:

Pursuant to 12-43.3-202(2.5)(c) in the Colorado Revised Statutes, testing facility licensees must be set up for proficiency testing in order for mandatory medical marijuana testing to begin. With proficiency testing now established for flower potency, the Marijuana Enforcement Division is implementing mandatory potency testing of Medical Marijuana. 

Beginning Tuesday, November 1, 2016, all Medical Marijuana Optional Premises Cultivations are required to comply with rule M 1503(B).

ENFORCEMENT 
WARNING  FOR  MJ BIZ CONFERENCE IN LAS VEGAS


The upcoming MJ Biz Conference, which is the largest cannabis industry trade show in the U.S. annually and expected draw 6-8k people, will be hosted at The Rio in Las Vegas, a Caesar's property. Based on the memo below, if you are attending this trade show, you need to know: 

  • Caeser's employees have been directed to report observations of consumption and/or possession of marijuana anywhere on the property
  • If the amount of marijuana found to be in your possession is considered to be in excess of "personal one time use," you will be detailed and turned over to Metro Las Vegas Police. 
  • If the amount of marijuana is considered within "personal one time use" you will be issued an immediate, lifetime ban from all Caesar's properties.

The following is a memo circulated to all Caesar employees last week.

All,

I want to stress a mandatory position and observation made by GCB Enforcement Division both personally to Caesars and at the Zone Meeting.

If a Club Venue employee observes an individual (guest or co-worker) with Narcotics, that observation is required to result in the detaining of that individual for either trespass or investigation of illegal controlled substance.  The Club Venue does NOT have the discretion to only trespass an individual when the quantity of narcotics exceeds personal one time use.  That individual is to be detained, evidence properly seized and held in custody and the individual is to be turned over to Metro or GCB for prosecution.  The Club does NOT have the authority or discretion to trespass and walk out a guest who has more narcotics on him than he can use personally one time.

Any such procedures should cease immediately and the guest should be handled as an arrest with immediate referral to law enforcement.

All above described behavior or discretion exercised by a Club Venue Employee is aiding and abetting a felony and the employee in such instances will be held accountable for those actions and reported to the GCB for the violation.

This procedure has no exceptions.  We need to understand this is the intent of the Club Venue Regulations to clean up drugs in the Clubs, not push the problem to the street.

Caesars has a zero tolerance for such employee behavior, the trespasses of a guest, when the guest has more narcotics than personal one-time use in their possession.
