City celebrates best gardens
 
The City of St. Catharines recognized four outstanding properties with real curb appeal with 2016 Trillium Awards.

Mayor Walter Sendzik and councilors congratulated four recipients who truly put the garden in Garden City when they visited the winning gardens to personally thank the gardeners and property owners for their hard work and present their Trillium Awards.

Stories from the Front

Stories from the Front Remembrance Week performances
 
Tickets are on sale now for a special public performance of Stories from the Front on Remembrance Day at the St. Catharines Museum and Welland Canals Centre.
 
Actors will bring the St. Catharines experience during the First World War to life with powerful stories, music and imagery drawn from the museum's Doing our Bit: WWI From St. Catharines to the Western Front exhibition and collection. The performance begins at 2 p.m. Tickets are $5 per person.

Remembrance Day Ceremonies
 
The City of St. Catharines remembers ...
 
Every year on Nov. 11 Canadians come together for Remembrance Day to reflect and acknowledge the men and women who served or continue to serve their country during times of war, conflict and peace.
 
During a moment of silence at 11 a.m. Canadians remember and honour the courage and sacrifice of those who fought for our country.
 
Everyone is invited to City Hall and the Cenotaph at Memorial Park for Remembrance Day ceremonies on Nov. 11. Veterans will lay wreaths at the Honour Rolls and Watson Memorial on the lawn at City Hall. The Royal Canadian Legion Branch 24 will hold a Remembrance Day service at the Cenotaph in Memorial Park.

Street sweepers will be out soon

The City will soon be out cleaning leaves and grit from City streets.
 
Leaves on roads can cause slippery conditions for pedestrians and motorists, and increase the risk for flooding by clogging drains. To prevent this, City crews will clean leaves, dust and other debris from the streets over the next couple of months.
 
You can help the City by not parking on the road between 7 a.m. and 5 p.m. when street cleaners are in your neighbourhood. Don't rake yard waste or other garbage onto roads: It could cause drainage issues and other hazards to pedestrians and motorists.

Youth leisure swims on sale

This Halloween, give your young ghouls and goblins a splashing good time: leisure swim passes for the St. Catharines Kiwanis Aquatics Centre.
 
Youth leisure swims are on sale when you buy a promotion pack for $17.50. That's 10 youth leisure swims for the price of seven. Regular admission standards apply.
 
Promotion Packs will be available at the aquatics centre until Monday, Oct. 31.

The St. Catharines Kiwanis Aquatics Centre is open with leisure swims during the next PA Day Friday, Nov. 18.

Bill Burgoyne Arena temporarily closed
 
Bill Burgoyne Arena is temporarily closed for emergency repairs to its brine distribution system.
 
Repairs are required to fix a leaking pipe that burst. The system uses a salt water mixture to cool the ice pad and remove heat from the pad. There are no health risks but the arena will be closed until the system is fixed.
 
The City has made alternate arrangements with affected user groups. Contact your league convenors for details. All public skating at Bill Burgoyne Arena has been cancelled until the arena reopens.

Lace 'em up and hit the ice for public skating
 
Weekend public skating takes place Saturdays from 7 p.m. to 9 p.m. and Sundays from 1 p.m. to 3 p.m. at the Seymour-Hannah Sports and Entertainment Centre and on Saturdays at the Garden City Arena Complex from 1:15 p.m. to 3:15 p.m.
 
Admission for youth ages 17 and under and older adults 65 and older is $2.50. Adults skate for $3.50. Children under 12 must be supervised by an adult.
 
Free public skate at Meridian Centre
Enjoy free public skating at the Meridian Centre Sunday, Nov. 20 from 1 p.m. to 3 p.m.

It was a busy night at City Council on Monday, with many important issues on the agenda. We were proud to receive a flag from the Haudenasaunee nation to fly in Council Chambers. This is a great step forward in continuing to build our relationship with local First Nations. Niá wen and Miigwech - Thank you for this gift.
 
Council unanimously supported a resolution against animal abuse, calling on the College of Veterinarians of Ontario to review their penalties and investigations processes and to fully cooperate with the on-going local investigation. The community has clearly demonstrated that there is no tolerance for animal abuse and I'm pleased that Council affirmed this same position.
  
We received an update on the work to date on inter-municipal transit and options for integrated transit services that will be considered early in the new year. The consultant's presentation is available online. Stay tuned for upcoming public consultation meetings to share your feedback.
 
Finally, last Thursday, about 30 people came out to a town hall meeting to discuss the proposal to change the way St. Catharines elects regional councilors to a double-duty or dual-direct role. The change is being considered for the 2018 municipal election. Thanks to those who came out and shared their views. I look forward to more discussion as we move forward over the coming months.

User fees set
for 2017

Admission fees for public skating and leisure swims will be going up a bit in 2017.
 
Starting Jan. 1 children will be charged $2.75 for public skating or swimming, 25 cents more than in 2016. Admission fees for adults, older adults and family passes  are also going up slightly to $4.25, $3.25 and $11.25 respectively.
 
City Council bumped up admission fees to offset rising operating costs as part of the City's 2017 schedule for rates and fees. The City charges user fees for some of its programs and services, including swimming lessons, arena and field rentals, and building and demolition permits.
 
Among other new fees to be introduce in 2017 are: $169.60 to rent a chandlier at the FirstOntario Performing Arts Centre, $100 to livestream a civil marriage ceremony from City Hall and $20 for a season pass for the Lakeside Park Carousel.
Housing across from GM on Glendale?
 
A major residential development could be in the future for land on Glendale Avenue across from General Motors.
 
City Council is recommending the province consider re-designating property at 590 Glendale Ave. from escarpment protection area to urban area, during a comprehenzsive review of the Niagara Region's Official Plan.
 
The St. Lawrence Seaway owns the land, but the 16.7 hectare property is in the process of being declared surplus, which would make it available for sale to developers.
 
Council forwarded its recommendations, as part of the City's comments on the province's draft updates for its land use plans.

Vet penalties
City Council called on the College of Veterinarians to impose tougher penalties on vets caught abusing animals in their care.
 
Support for green energy
City Council will formally offer support to applicants to the province's Feed-in Tariff 5.0 (FIT) Program to build and operate of renewable fuel generation projects here in St. Catharines. Projects formally supported by municipalities receive priority points from the province for its FIT program.

Water/wastewater funding
City Council will apply for more than $3.7 million in federal and provincial funding to help the City speed up upgrades to its water/wastewater systems.
 
The City has six projects replacing old iron watermains, installing new storm sewers and enhancing exsisting sewers that are eligible for the Clean Water and Wastewater Fund, a program offering grants for up to 75 per cent of the costs.
 
Fourth Ave. apartments
City council approved a developer's plan to use the top three floors for apartments of a proposed five-storey building for 300 Fourth Ave.
