The summer of 2016 is definitely one I'm going to remember and treasure. My kids and I created a lot of memories together both close to home and out of state. The fun started with a fabulous trip to Washington D.C. and a private tour of the White House. We traveled to Morey's Pier and had an amazing adventure in Wildwood. We took various days trips to Seaside and Point Pleasant Beach, and spent many days at Casino Beach Water Park. The industry truly is made up of ONE family and we all, at our core, share similar experiences and stories. There really is no better time than time shared with Family. Each one of you does a fabulous job in your own way, shape, and form to make cherished memories. Regardless of our different ways or the locations in which we operate, the ultimate goal is the same...to create experiences and memories that remain with us throughout our lives.

In September, I traveled to The Golden Ticket Awards. This yearly celebration is always fun and is such a great place to catch up with old friends and colleagues. It's also an opportunity to network, meet new people and make new friends. If you haven't been to this event, you should really try to take time out of your busy schedules and attend. Gary Slade and his staff at Amusement Today do an amazing job of putting this event together.

The 2017 Golden Ticket Awards will be held on September 8th & 9th at Lake Compounce and Quassy Amusement Park. For more info visit: http://goldenticketawards.com/2017-gta/

The NJAA held the Fritz Rolle Legacy Golf Outing in the later part of September, and I'm thrilled to report it was very successful and the weather held out for the event!

Most of us will be heading down to Orlando in a few weeks to see the latest and greatest the industry has to offer. If you have not seen the announcement, IAAPA headquarters will be moving its corporate offices to Orlando in the future.

So here's to seeing everyone in a few shorts weeks! Please attend the NJAA Annual Breakfast meeting on Thursday, November 17th at 8:30am in Room N220EFG. Breakfast is served and the meeting starts 9:00am sharp.

As Mickey would say "See you all real soon..."

Government Affairs Agent For
The New Jersey Amusement Association

Now that summer is over, and as we head toward IAAPA for our annual breakfast on Thursday November 17, 2016, it is time for an update on what has been happening in Trenton. Fortunately 2016 is a year in which there are not any legislative elections in both the Assembly and Senate except for one or two special elections in districts where either the incumbent Assembly member or Senate member left their office for some particular reason. Next year will be an interesting year as all 80 seats in the Assembly and 40 seats in the Senate will be up for the taking. Additionally, the present Governor is precluded from seeking another term in office, so 2017 will see a gubernatorial race also.

The NJAA had a relatively successful year thus far. As many of you are aware the NJAA became part of a coalition of many associations who joined with the New Jersey Business Industry Association to lobby against the legislation which would have increased the minimum wage to $15.00 per hour over a period of four years. The coalition was not successful in convincing either house of the legislature to not pass this bill as both the Senate President and Assembly Speaker were sponsors of the bill in their respective houses. This was a Democratic initiative and since the Assembly is now controlled by the Democrats with a 50-30 majority; the Senate by a 24-16 Democratic majority the coalition knew we would not be able to stop passage. On a side note, the NJAA continually sought amendments to the legislation to exempt seasonal employees, and other associations sought other amendments seeking other exceptions to the law to no avail. There were no " carve outs" for anyone. However, in order to become law, not only must legislation pass both houses but it must also be signed by the Governor.  The coalition and its individual members were successful in having Governor Christie veto the bill. Since an override of any veto must be done by two thirds of both houses and neither the Assembly nor Senate is controlled by the Democrats by two thirds, the veto was not attempted. So going into 2017 there will not be the increased minimum wage. However, members of the coalition do believe the legislature will try again in 2017 for a constitutional amendment increasing the minimum wage in 2018. The NJAA will continue to try for an exemption for seasonal workers as we move forward.

We continue to attend the meetings of the Legalized Games of Chance Commission held monthly in Newark and we have successfully had a new member join the Commission earlier this year. The new Commissioner is David J. Gruesmeyer of Marmora, New Jersey. Dave is a former Captain in the New Jersey State Police who was the Bureau Commander in the Division of Gaming Enforcement. His background and experience have been an asset to not only the Commission but also to the NJAA. Additionally Commissioner Layman ascended Chairmanship and former Chairman Barrett is now the Commission Secretary. Recently a new Executive Director of Legalized Games came on board and we are establishing an excellent working relationship with him.

Your legal counsel Lary Zucker, Executive Director Kim Samarelli and I attend the CARSAB meetings on a quarterly basis, ( Carnival Amusement Ride Safety Advisory Board )

I look forward to seeing everyone in Orlando.

DCA PROPOSES NEW RULES FOR 2017

The New Jersey Amusement Association maintains a good working relationship with the officials  in the DCA using three separate channels;  First, the DCA and members of the NJAA attend regular meetings of the Carnival-Amusement Ride Safety Board (CARSAB) where  industry safety issues are reviewed and where new regulations are discussed, amended and approved.  CARSAB also uses subcommittees to discuss specific issues such as updating ASTM standards.  Also, the NJAA and DCA schedule working group meetings where we can exchange ideas and offer feedback on compliance issues and regulations.  Finally, Ed Kim and I can always call a DCA official to discuss a matter of importance or seek clarification of a rule or a ruling.

When regulations are proposed by the DCA that might impact the way our industry does business, the proposal will be submitted to CARSAB for review and approval. In general, the DCA will not finalize a proposed regulation for publication in the New Jersey Register until the CARSAB Board votes its approval.

During the most recent CARSAB Board Meeting on September 15, 2016, the DCA asked CARSAB to consider two regulatory proposals that could impact our operations for the 2017 season.  First, the DCA wants to modify the procedure for allowing mechanical amusement rides to operate on last year's permits before the annual inspection is completed.  The DCA also proposed changes to the service proven ride approval process by requiring documentation on the "environmental conditions" for which the ride was originally designed.  Both proposals were discussed by CARSAB at the September meeting and tabled for further review in a working group meeting.  This meeting will be attended by the NJAA, DCA, OABA, and any other interested party.  It will be scheduled during the week of October 2017.  Please notify Kim Samarelli if you would like to attend.

Both proposals submitted to CARSAB on September 15 have a history.  The proposal to modify the annual  inspection process was first offered by the DCA at the March 10, 2016 CARSAB meeting. The DCA proposed to eliminate entirely  the rule that would allow mechanical rides to operate on last year's permit before the annual inspection. CARSAB did not approve this proposal in March and the DCA revised it and resubmitted it in September.

Under the new version of the  inspection proposal, the outright ban was eliminated but  the DCA gave itself  discretion, on a ride by ride basis,  to approve operation of a ride  under the previous year's permit. The criteria used by the DCA to issue its "approval" is not described in the new proposal, but the department indicated that they would likely give their approval  to rides that were not exposed to the elements during the off season and rides that were not run in jurisdictions outside of New Jersey during the off season.

We will continue to discuss this proposal with the DCA at the upcoming working group meeting.

The DCA also proposed  to  require additional documentation  for service proven rides for both type certification and individual approval.  In both cases, the DCA would be requiring documentation  about the "environmental conditions"  for which the ride was originally designed.  In other words, they want to know if it was designed as an indoor ride or an outdoor ride when first manufactured, whatever that means.  Members of CARSAB pointed out that "environmental conditions" means many things and this proposal will be discussed at the working group meeting.

The agenda for the working group meeting will also include a discussion about updating the ASTM  amusement ride standards adopted in our regulations. The DCA has signaled that they want  the updated standard in New Jersey to be as close as possible to the  most recent versions of the ASTM standards.

I will report on all of these important issues at the NJAA Breakfast meeting at the IAPPA EXPO. See you in Orlando!

REVENGE OF THE MUMMY™ AT UNIVERSAL STUDIOS ORLANDO WINS GOLDEN TICKET AWARD FOR THE WORLD'S BEST INDOOR ROLLER COASTER

Universal Orlando's Executive Vice President of Resort Operations Richard Costales and Premier Rides' President Jim Seay celebrate the Golden Ticket awarded to Revenge of the Mummy™

Baltimore, MD-Amusement Today has announced the winners of its prestigious Golden Ticket Awards which are presented to the "Best of the Best" in the amusement industry.  The awards were presented at Cedar Point in Sandusky, Ohio during the 19th Annual Golden Ticket Awards Ceremony. In the 2016 Amusement Today international poll, experienced park enthusiasts voted Universal Studios Orlando's Revenge of the Mummy™ as the Best Indoor Roller Coaster in the world.

Richard Costales, Executive Vice President of Resort Operations, Universal Orlando Resort, proudly received the award exclaiming, "Number nine in a row! How does that sound?  This is the perfect storm for our resort. Universal's Mark Woodbury and the creative team pulled together a great concept, a great vendor with Premier Rides-who has actually built three of them for us around the world, a great technical services team that maintains the equipment lead by Dave Winslow and Mark Hammerling, and our great  operators lead by Adam Kingsley and Julie Hecht.

Commenting further on the perfect storm, Costales added, "Who doesn't want a roller coaster that delivers 2,000 people per hour and has tremendous up time? The ride is never down...and to that point, I looked back at the records: we put over 70 million people through the attraction - pretty cool!! And worldwide, with our other two Revenge of the Mummy rides, the number is over 130 million people that the ride has put through worldwide.  Once again, thank you very much!"

The Revenge of the Mummy™ has earned the distinction of "the Best", holding this position for nine consecutive years.

Jim Seay, President of Premier Rides remarked, "We are proud that Premier Rides had the opportunity to be a part of the Universal team that produced the Mummy; we have enjoyed working on this technically complex and sophisticated attraction, continuing to support its impressive reliability and are pleased that it continues to garner global acclaim.  We are honored that Universal continues to keep Premier a part of their formula for success and we are thrilled each time we are selected to deliver award-winning attractions to Universal Resorts located both domestically and around the globe."

The Revenge of the Mummy™ attraction plunges guests into total darkness as they face fireballs, scarab beetles, and an army of warrior mummies on a psychological thrill ride, unlike anything else. This highly-themed attraction uses the latest technologies such as magnetic propulsion systems, high speed track switches and show elements to create the ultimate guest experience. It's no wonder this combination of the thrill of a coaster, the fear of darkness and breath-taking interactive scenes continues to earn the distinction of Best Indoor Coaster. Fans of Revenge of the Mummy™ can also experience The Revenge of the Mummy™, at Universal Studios Singapore.  A variation of this award-winning layout can also be enjoyed at Universal Studios Hollywood.

The ride won a European Star Award in 2014 in the category of Best New Rides, and in 2015 in the category of Best Steel Coasters.

Steve Van den Kerkhof, CEO of Plopsa Group commented, "We are very pleased and honored that Sky Scream at Holiday Park is once again recognized as one of the best roller coasters in Europe. The ride we developed with Premier Rides continues to be very popular with our guests."
