ANTI-GROWTH INITIATIVES ON THE WAY?
Its time for our industry to keep a close eye on such efforts

At a time when the greater Sacramento region is experiencing its most fruitful and sustained period of economic growth in several years, it is no surprise that rumors of looming anti-growth initiatives are beginning to swirl. Although our industry is no stranger to these thoroughly unproductive and shortsighted efforts, we simply cannot be complacent about them.

The so-decreed "year of housing" has yet to lead to any meaningful housing policy reform and, i n fact, we have had to fight against even more disruptive legislative proposals at the state level and just as many fee increases at the local level.  Furthermore, we are only building about half of the estimated 12,000 units needed annually to maintain housing affordability in the region, so any  talk of anti-growth initiatives is doubly frustrating. On the bright side,  with a couple more years of solid growth that 12,000-unit threshold will be within our reach. However, as is usually the case with housing in our state, it is a matter of one step forward, two steps back.
 
Now while nothing concrete has emerged relative to anti-growth measures regionally, the purpose of this message is to encourage all BIA members to keep their eyes and ears open about such campaigns. We all need to be on guard, because as we have learned in the past backers of these measures are typically well-organized and possess a strong grassroots game. In the meantime, let's keep moving forward. Our industry is on track for yet another solid year and I am confident that together we will overcome any obstacles that come our way.

CBIA CEO DAVE COGDILL PASSES AWAY
Dave was one of the most respected voices in Sacramento and a passionate advocate for California's homebuilding industry
For members who may not have heard, CBIA's CEO, Dave Cogdill, passed away yesterday at the age of 66. Dave was among the most well-regarded leaders in Sacramento and a tireless advocate for the homebuilding industry. His insight and leadership will truly be missed. The entire North State BIA family would like to express its condolences to Dave's family and our partners at CBIA.  The Sacramento Bee wrote about his passing here.

Fish and Wildlife Official to Discuss Streambed Jurisdiction
The BIA will be hosting an important industry discussion with the California Department of Fish & Wildlife on Wednesday, August 2 at 8:30 a.m. Joining us to discuss streambed alterations and other jurisdictional matters will be Deputy Director Kevin Hunting. Sacramento County to Consider Entering SCIP
The Sacramento County Board of Supervisors will consider entering the SCIP bond financing program at their meeting tomorrow. The BIA has long advocated entrance into this program to provide builders with another source of low-cost financing. The BIA has worked with the county for the last year on this issue. Placer County Affordable Housing Update
BIA staff met again last week with Placer County staff to discuss our concerns with their proposed new affordable housing fee. County staff will seek direction from the Board of Supervisors on August 8  and are expected to return to the Board this fall with a plan for adoption. BIA staff will continue to stay engaged with county policymakers throughout this process.
 
El Dorado Hills CSD Latest
BIA staff continues to work against a large park fee increase in El Dorado Hills. BIA members have funded an analysis rebutting the El Dorado Hills CSD study and we are setting up a follow up meeting before the CSD Board for consideration, currently scheduled for August 10 .

Leadership Rancho Cordova
The Rancho Cordova Chamber of Commerce is accepting applications through July 31 for its Leadership Rancho Cordova class. The course will explore topics such as local government, volunteerism, art, culture, economic development, education and land use. For more information, follow this link.
 
Placer County Broadens Efforts Against Homelessness
The Placer County Board of Supervisors approved agreements with two non-profit organizations, Advocates for Mentally III Housing Inc. and Volunteers of America Northern California and Northern Nevada Inc., to provide housing coordination services to county residents who may be at risk of becoming homeless or to those who may have already become homeless. The housing coordinators will work with the county's homeless outreach teams as well. 
 
Vacancies on Roseville City Commissions
The City of Roseville is now accepting applications for the Public Utilities Commission and the Transportation Commission. The deadline for applications is Friday, July 28, 2017 at 5:00 p.m. Applications can be found here.

NORTH STATE BUILDING INDUSTRY ASSOCIATION TEAMING WITH LENNAR TO GIVE STUDENTS A PATH
Summer internship program helping today's students become tomorrow's skilled trade workers
Last summer, the Foundation partnered with Lennar Homes to help create the builder's first summer internship program. These  internships are a great opportunity for students to get to know the homebuilding industry and understand the benefits of the many career paths available.
 
Since the inception of this program, industry internships have seen significant growth.  Last year trade contractors hosted internships for 16 students from the Elk Grove Unified School District at one of Lennar's homebuilding sites. This year not only has the number of internships doubled at Lennar's sites and expanded to include the Sacramento City Unified School District, but an additional 45 recent high school graduates entered into summer internships with 14 trade contractors at other locations. In addition, the Foundation partnered with the Placer County Office of Education and three companies to host another seven high school juniors from Placer County schools.
 
As part of their internships, students are paid to learn about a variety of construction disciplines, including foundation laying, framing, plumbing, tiling, electrical work, shop apprenticeship, stair rail installation, and more. 
 
In an effort to make these internships available to more students next year, the Foundation has established the Skilled Trade Internship Scholarship Fund, which helps to cover the cost of hosting a student for the summer.  The Foundation is happy to be able to facilitate these internships and we look forward to making these opportunities available to even more students next year.

The California Commission on Disability Access (CCDA) is seeking to fill one of its  general business representative slots. The primary goals of CCDA are to try and reduce drive-by litigation against businesses and to improve statewide knowledge of state access regulations.
