Dear Members and Colleagues:
This is a good time to remind our members that you will begin receiving dues renewal notices by mail and email. If you joined NCISS after June 2015, your dues are on your anniversary date. If you joined prior to June 2015, your dues are by December 31st. This change is due to the switch to MemberClicks association management software. This switch has many benefits, specific to joining and dues - it provides a secure means to pay online. This message will not be spam or subject to hacking; however, if you are uncertain or have any questions - please contact myself, our Executive Director Carol Ward, or your Regional Director.
NCISS is now on social media - be sure and visit and join the pages, share the news and encourage others. NCISS will also join and follow your pages.

- Regular Member: $175 -- includes the NCISS Legislative Fund and receives all rights and privileges of membership.
- Affiliate Member: $175 -- Investigative & Security employees of government agencies, law firms, insurance firms or related business.
- Associate Member: $75 -- Unlicensed employee of a Regular Member agency.

Drone Rule Released

On June 21, 2016 the Federal Aviation Administration (FAA) released their final rule on the operation of unmanned aerial vehicles (UAV - or "drones"), covering a broad spectrum of commercial uses for drones weighing less than 55 pounds.
Addressed in the rules are:
Drone operators, Waivers, Pilot Certification, UAS Certification, Respecting Privacy, and Other Requirements.

Federal Aviation Administration's (FAA) new small drone rule for non-hobbyists becomes effective 08/29/2016. One very important step users have to take is to obtain your remote pilot certificate. Under the new rule-also known as Part 107-the person actually flying a drone must have a remote pilot certificate with a small UAS rating, or be directly supervised by someone with such a certificate.

August was the quietest month Lobbyit has seen in DC in recent memory. With the departure of both parties or their respective conventions in mid-July, the city practically emptied, guaranteeing shorter commutes, less lines, and dinner reservations on a moment's notice.
Despite this pronounced lull, Lobbyit continued to engage with important offices to press our agenda items and ensure that staff was fully conversant with our issues and positions. In particular, Lobbyit met with House Financial Services Committee staff and House Judiciary to discuss HR 5282, The Comprehensive Consumer Credit Reporting Reform Act of 2016 (Waters, D-CA-43).

While the bill appears to focus primarily on the responsibilities of credit reporting agencies, sharp-eyed NCISS members (big thanks to Ed McClain) identified a number of provisions of significant concern to private investigators (PI) and security services. -- continued at full report.

World Investigators Conference / TALI
Sponsored by PI Magazine (Gold Sponsor) and association member Texas Association of Licensed Investigators, WIC was a great success for attendees with exceptional speakers and vendors. NCISS had over half of the speakers with 23 giving presentations!
The booth was manned by 1st VP Terry Myer and President Dean Beers, and wives Amelia and Karen, and also Secretary Francie Koehler and Regional Director Mark Gillespie chipping in. It was busy and 20 new members were welcomed!

Also from Region 5, NCISS member Rich Robertson was h
onored to be recognized by the Arizona Newspaper Association for the public records battle I and my investigations firm fought for 2 1/2 years with the Pima County Attorney. He won that fight (led by First Amendment attorney Dan Barr), and in the process, created case law in Arizona in support of public access to government records. The newspaper association supports open government, not only for the news media, but for all citizens. This award to someone outside of the news media encourages everyone to join the fight for public records. Congratulations!

"Bill Zalud, Editor Emeritus of Security magazine, passed away Monday, August 8, 2016. The entire SDM and Security magazine family greatly mourns his loss.
Bill served as the Editor of both Security magazine and SDM magazine throughout his tenure, starting in 1987, and he spent more than three decades covering and shaping the security industry.
