We know that the New Year is still several months away but we wanted to make you aware of some changes and clarifications regarding New Hampshire Housing's annual Low Income Housing Tax Credit reporting requirements that will be effective in 2017.  
 
  • The OWNER'S CERTIFICATE OF CONTINUING PROGRAM COMPLIANCE, MANAGEMENT AGENT CERTIFICATION OF ANNUAL LIHTC TRAINING, CERTIFICATE OF COMPLIANCE WITH SPECIAL CONDITIONS, and ANNUAL CERTIFICATION OF SERVICE COORDINATION must be submitted to the following email address: AssetManagement@nhhfa.org.  
  • Beginning with properties allocated tax credits under the 2016 Qualified Allocation Plan (QAP) and continuing with subsequent years, the ANNUAL CERTIFICATION OF SERVICE COORDINATION will be required to be submitted by March 1st of each year.  
  • The MANAGEMENT AGENT CERTIFICATION OF ANNUAL TRAINING will now be required per management company and not per property.  The updated version of the form can be found on our website.  Please be sure to use the new form in 2017.
  • At a recent national conference IRS staff clarified that the OWNER'S CERTIFICATE OF CONTINUING PROGRAM COMPLIANCE must be completed per project and must be signed by the owner (not the management agent).  As a reminder, a project is defined by the owner as designated on Line 8b of IRS Form 8609.  Please be sure that certifications submitted in 2017 are completed per project and signed by the owner.
  • In order to protect the personally identifiable information of the households we serve, we will be making inactive all Web Compliance user logins at the end of this year (2016).  This will help ensure that only those with a need to access the information will be allowed to do so.  After January 1, 2017 please contact Laurel Treamer (by phone at (603) 310-9293 or email at ltreamer@nhhfa.org) to have your account re-activated.  We ask that you do not contact Laurel prior to this date unless it is to report an account that should be placed in "Inactive" status prior to the end of the year (i.e. a staff member that is no longer employed by the management company).
 
As a reminder, submission of tenant data to the Web Compliance system is required to be completed no later than February 1st of each year and all annual certifications are required to be submitted no later than March 1st of each year.  Please visit our website  for the most current versions of all of our forms.
