The NFF proudly announced the 156 semifinalists for the 2016 William V. Campbell Trophy, presented by Fidelity Investments® and prominently displayed inside its official home at the New York Athletic Club. The award recognizes an individual as the absolute best football scholar-athlete in the nation.

The NFF will announce 12-14 finalists on Nov. 1, and each of them will receive an $18,000 postgraduate scholarship as a member of the NFF National Scholar-Athlete Class, presented by Fidelity Investments. The finalists will travel to New York City for the 59th NFF Annual Awards Dinner on Dec. 6, where their accomplishments will be highlighted in front of one of the most powerful audiences in all of sports. At the event, one member of the class will be declared in dramatic fashion the winner of the 27th William V. Campbell Trophy and have his postgraduate scholarship increased to $25,000.

Nominated by their schools, which are limited to one nominee each, candidates for the awards must be a senior or graduate student in their final year of eligibility, have a GPA of at least 3.2 on a 4.0 scale, have outstanding football ability as a first team player or significant contributor and have demonstrated strong leadership and citizenship. Randy Duncan, a 1997 College Football Hall of Fame Inductee from Iowa and All-America quarterback, passed away Sept. 27, following a lengthy battle with cancer. Born March 15, 1937, he was 79.

Duncan took over the Hawkeyes' starting quarterback position in 1957 and 1958, earning First Team All-Big Ten honors both years. The team had a record of 15-2-2 and in 1958, they won the Big Ten championship and beat California 38-12 in the Rose Bowl.

Duncan piled up the honors in 1958, including the Walter Camp Foundation Player of the Year, and he was first in the nation in passing yards en route to earning unanimous All-America honors. He was also the runner-up in the Heisman Trophy voting.
2016 College Football Hall of Fame electee Scott Woerner (Georgia) was honored Oct. 1 with an NFF Hall of Fame On-Campus Salute, presented by Fidelity Investments, during the Bulldogs' game against TennesseeA First Team All-American as a senior, Woerner led Georgia to the 1980 national championship and currently ranks fourth all-time in program history with 13 career interceptions. Click here to read more about Woerner. Alabama remains No. 1 in the Week 5 FWAA-NFF Super 16 Poll. Ohio State, Clemson, Michigan and Houston round out the top five in the poll, in which voters rank the top 16 FBS teams.

The results of the poll will be released every Sunday of the 2016 season and the individual votes of all members will also be made public. The final poll will be released Dec. 4. The pollsters consist of FWAA writers and College Football Hall of Famers.
Extending the Period: Here's Why

Rogers Redding, the national coordinator of College Football Officiating, provides insights about rules changes and the mindset of college football referees. The CFO is the national professional organization for all football officials who work games at the collegiate level. 

Recently the extension of a period has been a topic of discussion across the football landscape. In this column we look at the philosophy and purpose of the rule. 

The circumstances where the period is extended all have this in common: in every case the down just played is repeated. Offsetting fouls, accepted penalties (not including loss of down) and inadvertent whistle -- all of these have the down repeated.

When the down is going to be repeated, that really means that it has not yet been resolved. Put another way, there is some unfinished business to take care of before the period is over. And the "do-over" of that last play is what is required to wrap up that period, to bring it to a close. So, we extend the period---and we do that to take care of that unfinished business: the down that needs to be repeated.

Given that philosophy, it should be easy to see why the period is not extended when there is an offensive foul whose penalty calls for loss of down. Remember that "loss of down" is shorthand for "loss of the right to repeat the down." So with regard to extending the period, since there will be no repeat of the down, then the business of the period has been taken care of; hence there is no reason to extend the period--it is truly over, there is no unfinished business, and we move on to the next period. Of course, if this takes place in the second or fourth period, the half is over.

Here is the situation that has generated so much discussion: the clock runs out during a fourth-down play in which the offense commits a foul whose penalty includes loss of down. The ball goes over on downs. If this happens in either the second or fourth period, the half or the game is over. 

Many people push back against not extending the second or fourth period in this case, claiming that it "deprives the other team the right to run a play." But you can see that no such right exists, given the spirit and intent of the rule for extending. That is, extending the period is not about running another play; instead, it is about finishing up the business of the period by extending it so that the previous down can be repeated, and hence resolved.

2016 College Football Hall of Fame electee Randall Cunningham (UNLV) and 2001 NFF National Scholar-Athlete Vernon Fox (Fresno State) were both featured in an article by USA Today High School Sports for their current roles as high school football coaches in Las Vegas.

College Football Hall of Famer and 2005 NFF Distinguished American Alan Page (Notre Dame) has been selected as the eleventh Heisman Humanitarian Award Winner.

College Football Hall of Famer Ricky Hunley (Arizona) will deliver the  keynote  speech at the NOVA Home Loans Arizona Bowl Kickoff Luncheon Oct. 14  in Tucson, Ariz.

The U.S. Coast Guard Academy (Conn.) will dedicate its Athletics Hall of Excellence in College Football Hall of Famer Otto Graham (Northwestern)'s name. Graham coached the Coast Guard football team from 1959-65.

College Football Hall of Fame coach Earle Bruce dotted the "i" during the performance of "Script Ohio" before Ohio State's game against Rutgers on Saturday.

Minding Your Mind and the Andrew Kukes Foundation for Social Anxiety have joined forces to host College Football Hall of Famer Ricky Williams (Texas) during an event Oct. 19 at Georgia State University

College Football Hall of Famer Bill Glass was  named  to Baylor's Wall of Honor and will participate in on-campus enshrinement activities during the Oct. 14-15 weekend.

2006 Campbell Trophy winner Brian Leonard   will be inducted into the Rutgers Athletics Hall of Fame on Oct. 14.

The Big Ten Conference honored the memory of 2014 NFF National Scholar-Athlete Mike Sadler (Michigan State) and Nebraska punter Sam Foltz with a special commemorative coin that was used during all seven Big Ten Conference games over the weekend. 

2011 NFF Outstanding Contribution to Amateur Football Award recipient and ESPN broadcaster Brent Musburger will be inducted into the Las Vegas Bowl Hall of Fame on Dec. 16. Also in this year's class are former California running back Marshawn Lynch and Las Vegas Bowl committee president Rob Dondero.
