Municipal Elections FAQ

Running a municipal election October 26? Here are the answers to some frequently asked questions.

How do I order election material and ballots?
Bookmark the  SUMAdvantage Election Material page where you can find order forms for election supplies (ballot boxes, polling booths, and seals) or ballots. We process these orders by advance poll date, so make sure to fill in that line of the form.

What if I don't have an advance poll?
If you are an urban municipality (city, town or village)  you must run an advance poll (as per section 83(6) of The Local Government Elections Act, 2015).  Advance polls can only be held between October 11 and October 23. Note that resort villages and rural municipalities do not need to run advance polls.

Where do I get prescribed forms?
Visit our user-friendly Election Forms Hub to print your own. If your office printer is temperamental, you can order printed forms using the election supplies order form. The forms we provide have been tailored for urban municipalities, so if you are not an urban municipality, get your forms from the Queen's Printer

Can I modify the prescribed forms?
Yes, in fact it is recommended you alter the forms so as not to confuse voters. In general, information that appears in boxes can be crossed out or digitally removed to suit your needs. As discussed in the spring edition of Municipalities Today, a municipality "may edit a form if the edit helps to clarify the form and provides useful information to those using the form while maintaining the intent and substance of the form."

Convention 2017
Last Chance to Nominate 

The deadline to nominate for SUMA's awards is coming up, and we don't want you to miss out on your chance for recognition.
 
Do you have long-serving employees or elected officials in your municipality? They may be eligible for our Meritorious or Honorary Service Awards.
 
Do you have someone in your municipality who has provided outstanding service in municipal government or administration on a local, provincial, and national basis? They may be eligible for the Scoop Lewry Award. Remember that this nomination needs to be approved by resolution by council.
 
All of these prestigious awards will be presented at the President's Banquet at Convention 2017. Nominations are due on October 5, 2016. For more information and the nomination forms, visit the Convention 2017 page on the SUMA website.

Infrastructure Luncheon in Regina

The Canadian Infrastructure Report Card (CIRC) assesses the condition of Canada's municipally-owned infrastructure to help decision-makers identify cracks in this important foundation, and inform solutions to address them. The 2016 edition of CIRC came out in January. If you're in Regina tomorrow, you have an opportunity to learn more about the report findings in person. The  Infrastructure Report Card National Tour stops at  Travelodge Regina, 4177 Albert Street South, from 12:00 - 1:30 p.m., Tuesday, October 4. World Town Planning Day

November 8 is World Town Planning Day, an international celebration of the accomplishments of planners and their contributions to their communities. Mark the day by joining in on a 24-hour online event: The World Town Planning Day Online Conference will engage with planners around the world as they discuss how to improve cities, towns, villages, and the natural environment. If you would like to participate as a presenter, submit your session idea before October 7.

By sharing any court or tribunal decisions with us (regardless of outcome) you can help us spot new legal precedents and keep pace with municipal law trends. Asbestos Abatement

The Occupational Health and Safety Division has developed a reference book which will be of interest to anyone involved in building demolition and renovations. The  Saskatchewan Asbestos Abatement Manual  covers regulatory requirements, best practices for asbestos abatement, basic information on asbestos and asbestos products, health hazards, safe work procedures, inspection criteria, requirements for worker protection and other legislated requirements, and competency profiles for those involved in abatement activities.

Between the 1950s and late 1990s asbestos was regularly used in construction, and can still be found in homes and offices built at that time. Disturbing products containing asbestos are disturbed releases tiny fibres into the air. If they are breathed in, asbestos fibres can become trapped in the lungs and cause serious health problems. Workers and employers must follow the requirements under Saskatchewan's occupational health and safety legislation when working with asbestos. New Communities Added to Main Street Saskatchewan Program

Congratulations to the towns of Nipawin and Watrous, which have now been accepted to the Accredited level and also to t he City of Yorkton and the towns of Wadena and Unity, which have been accepted at the Affiliate level of the Main Street Saskatchewan Program. 

The provincial program aims to revitalize historic commercial downtowns by supporting downtown development, heritage conservation, and economic growth. Communities may enter the program in one of two tiers. 

The competitive Accredited tier requires communities to commit to meeting the highest performance standards in order to receive the full package of program services and benefits. The Affiliate tier is open to those communities who are interested in the Main Street approach but are not ready to commit to all the Accredited standards. This tier receives a reduced level of service. 

In addition to providing training and technical support, Main Street Saskatchewan distributes more than $300,000 per year in matching grant funds to participating communities. Since being introduced in 2011, 21 communities have participated in the Main Street Saskatchewan program.  

Since then, the program has generated 158 new jobs, 56 business openings, $6 million in spending on building rehabilitation and streetscape improvements, $7.6 million in private investment in property acquisitions in Main Street program areas, 330 Main Street events, and more than 41,000 hours of volunteer time contributed to Main Street activities in the Accredited communities. Level Grade Crossing Reminder

The November 27, 2016, deadline is approaching for road authorities to share information with rail carriers as required by the new federal grade crossing regulations. If you have an active CN or CP rail line in your community that intersects with a municipal road, read these instructions and fill out the accompanying form.

Not sure if you have an active CN or CP crossing?  Look up your community on Transport Canada's Grade Crossing Inventory on federal Open Government Portal. The dataset includes the location and road authority responsible for each rail crossing in the country. 

Questions about the form or any issues specific to your municipality can be directed to Transport Canada's Rail Safety Branch via email or toll-free at 1-844-897-RAIL (1-844-897-7245).

Wings of Sask Conference in Saskatoon October 26-27

The Wings of Saskatchewan Conference and Trade Show, jointly hosted by the Saskatchewan Aviation Council and the Saskatchewan Aerial Applicators Association, is being held in Saskatoon, October 26-28 at the Saskatoon Inn.
