Winfield and Downers Grove are Winners at DMMC Municipal Innovation Celebration
 
Congratulations to the Village of Winfield for winning "Best Innovation" at DMMC's 3rd Annual Municipal Innovation Celebration! President Spande and Manager Barrett presented the story of their efforts to secure financial contributions from the regional hospital that covers much of Winfield Town Center. With the non-profit Central DuPage Hospital being a major consumer of municipal services but largely exempt from property tax, the Village negotiated a 5-year economic development grant agreement with the hospital. This will bring in a total of $4.5 million over the length of the agreement and will provide a large boost to the Village's budget and ability to pay for continued services to the Hospital and for the Village in general.

We also applaud the Village of Downers Grove, winners of "Best Presentation." Mayor Tully demonstrated the Village's Short-Form Video Production program, an innovative approach to engaging and communicating with residents. This winning presentation included a Short-Form Video depicting how the Village has produced dozens of videos, from 30 seconds to 3 minutes long and containing succinct messages, captivating imagery and humor to hold the attention of residents watching on computer or mobile devices. This program takes advantage of our cultural shift toward catchy, visual communication and the public's expectation of short, appealing messages.

We thank both of our winners for sharing their innovations with all our DMMC members! We also greatly appreciate the additional municipalities which participated and presented their valuable and insightful innovations at this annual event, which educates and benefits municipalities throughout DuPage: Elmhurst, Glen Ellyn, Hanover Park, Naperville, Schaumburg, and Wood Dale.

2016 DMMC Golf Outing








Mother Nature smiled on the DMMC Golf Outing held on July 20 at the Village Links of Glen Ellyn.   Almost 140 guests attended the outing, including mayors, managers, trustees, Corporate Partners and business partners. Despite predictions of storms, the rain held off and partially cloudy skies provided enough cover to grant some relief from the summer heat as golfers took on the top-rated, 7,200 yard championship 18-hole course and enjoyed IPA samples from the Rock Bottom Brewery in Warrenville. Robinson Engineering, Ltd. provided participants with golf balls mitigating any losses on the course. Call One kicked off the outing with a putting contest; the winners Joanne Kalchbrenner, Owen Stamm, and Cristina White selected by raffle. Kathleen Belden of BMO Harris Bank and John Richards of HBK Engineering, LLC were recognized for their outstanding drives on the longest drive contests sponsored by Morris Engineering, Inc. and The Horton Group. Mike Subers of the Village of Itasca impressed all with his masterful use of a plastic kids' golf club and won the "Just for Fun" longest drive contest sponsored by SERVPRO of Wheaton/Glen Ellyn/Lisle.
 
In late afternoon, Village Manager Mark Franz formally welcomed attendees to the Village of Glen Ellyn. The highlight of the event was the raffling off of 25 magnificent, mayor-donated baskets. Winning tickets for the baskets and other prizes donated by Call One, Inc., Serafin & Associates, and Village Links of Glen Ellyn were drawn and announced by DMMC President and Mayor of Warrenville David Brummel. The event was capped off with a silent, though thrilling, auction for a basket donated by Mayor Morley and the City of Elmhurst featuring a signed Jonathan Toews jersey and four Blackhawks tickets and won by Noreen Ligino-Kubinski of HBK Engineering.

The Conference hosted a Coffee Break with Legislators on September 16. Several legislators attended the event, including Senator Tom Cullerton and Representatives Patti Bellock, David Olsen, and Christine Winger. DMMC Hires New Lobbying Firm

The Conference is excited to announce that it has hired a new lobbying firm. Six firms were interviewed by a team of DMMC mayors. Following short presentations by the final two candidates, the Board of Directors approved Matthew O'Shea Consulting, Inc., as the Conference's new lobbying firm. The firm specializes in legislative advocacy and strategic consulting at the local, county, state, and federal levels. The Conference welcomes Matthew O'Shea and Sarah Kuhn, President and Vice President of Matthew O'Shea Consulting Inc. and looks forward to advancing members' legislative priorities together.

Illinois Municipal League (IML) Elects Vice Presidents
 
On September 24, 2016, the IML membership elected 36 Vice Presidents to serve a one-year term on the statewide organization's board of directors. Those elected include Mayors Joe Broda, Lisle, Roger Claar, Bolingbrook, Rod Craig, Hanover Park, Al Larson, Schaumburg, and Thomas Weisner, Aurora.
The election was determined by IML membership during the 103 rd Annual Conference, held at the Chicago Hilton.
 
Founded in 1913, the IML is a not-for-profit, non-political association of 1,297 Illinois municipalities whose mission is to articulate, defend, maintain and promote the interests and concerns of Illinois communities.

DuPage Convention and Visitors Bureau Annual Meeting Luncheon

Survey Request - DuPage Convention and Visitors Bureau Tourism Roadmap Project 
 
The DuPage Convention and Visitors Bureau (DCVB) markets the entire geographic area as a premier destination for both business and leisure travels. The organization has played a critical role in building the industry and the $2.4 billion that visitors spend in the County annually.
 
Throughout 2016, the DCVB will be directing a Tourism Roadmap project and have retained a set of skilled professionals to assist in this process. The team, Nichols Tourism Group, along with their alliance partner, The National Laboratory of Tourism and eCommerece, brings more than 20 years of experience in assisting states, counties and cities in exactly this type of strategic planning process.

Over the next five to six months, the DCVB and its consultants will gather industry input, test ideas and ultimately craft this Tourism Roadmap. We hope you join us in development of the Roadmap and look forward to gaining insights from the many industry professionals that are the lifeblood of this important DuPage industry.

TRANSPORTATION NEWS
Road Salt Level of Service Workshop

Is your municipality using more road salt and ice removal material than it needs to? What are the impacts on your municipality's budget and local watershed pollution levels? On September 26, DMMC hosted a workshop on road salt level of service with the purpose of answering these questions. Attendees were treated to presentations from experts in the field and heard a local success story from the Village of Carol Stream. Presenters included Dr. Wilfrid Nixon, Vice President of Science and the Environment at the Salt Institute; Phil Modaff, Public Works Director at the Village of Carol Stream; and Stephen McCracken, Program Manager at the DuPage River Salt Creek Workgroup. Materials from the workshop are available on the DMMC website.
FY 17-22 STP Program
 
Applications for the FY 17-22 STP program were due on August 5. We received 61 applications, including 46 highway projects and 15 TCM projects. The applications amount to a requested total of $48.3 million STP funds. The STP Methodologies Task Force will meet on October 17 to discuss the details of the program and provide a recommendation for approval by the Transportation Technical Committee in October, and Board of Directors and full Conference in November.
Winfield and DuPage County Forest Preserve District Break Ground on West Branch DuPage River Trail
 
The Daily Herald and DuPage Policy Journal reported that on September 13, the Village of Winfield and its Riverwalk Committee joined the DuPage County Forest Preserve District to break ground on the West Branch DuPage River Trail, which will connect multiple areas including the Winfield Mounds and West DuPage Woods forest preserves, Wynwood Park, Lions Park, and Oakwood Park through downtown Winfield.  The trail was partially funded by CMAP's Congestion Mitigation and Air Quality Improvement Program.

Surplus Vehicles & Equipment Auction Program

T he NWMC has joined forces with other regional Councils of Governments (COGs) and the Surplus Vehicle and Equipment Auction is now bigger and better than ever. We are pleased to report that agreements have been executed with the South Suburban Mayors and Managers Association, Metro West Council of Government and DuPage Mayors and Managers Conference. We are confident that this will create additional excitement for the program, resulting in higher sales for participating governments.
 
In addition to the Tuesday, October 25 auction, auctions will now be held on a quarterly basis with the following dates set for 2017:

Lunch & Learn - Vendor Managed Inventory (VMI)

T he NWMC Public Works Directors Committee will hold a lunch and learn session about Vendor Managed Inventory (VMI) on Thursday, October 27, at the NAPA Distribution Center 700 Enterprise Court, Naperville. The presentation will begin at 11:00 a.m. in the conference room, with lunch and a walkthrough of the NAPA Distribution Center. Attendees will then visit the Village of Downers Grove fleet facility (700 Curtiss Street) where the NAPA VMI program has been in place since November 1, 2015.

SPC Fuel Contract with Minority Vendor Gas Depot Now in Effect
 
As a reminder, the new Suburban Purchasing Cooperative (SPC) contract for Gasoline, Diesel Fuel, Ethanol and Bio Diesel Fuel (Contract #159) with Gas Depot Oil Company of Morton Grove took effect on July 6. In addition to being the lowest responsive, responsible bidder, Gas Depot meets the requirements for certification as a bona fide Minority Business Enterprise (MBE) as defined by the National Minority Supplier Development Council, Inc. and as adopted by the Chicago Minority Supplier Development Council (Certificate Number CH2656). The SPC supports supplier diversity and encourages all members to utilize this contract to enhance community values, increase MBE spending and meet compliance requirements.
