Gun owners in New Orleans will have to report if their firearm is lost or stolen, and those without concealed-carry permits will be barred from bringing weapons to public recreational facilities under an ordinance signed Monday by Mayor Mitch Landrieu.
The ordinance received unanimous approval from the City Council last week, with one member absent.
"We recognize that gun ownership is a right, but (with) every right in the Constitution comes a corresponding responsibility to handle that right in a safe way, especially as it comes to guns," Landrieu said. 
"When criminals are intent on doing harm and gun owners act irresponsibly, unfortunately innocent people get caught in the crossfire."
Under the ordinance, gun owners would be required to report a lost or stolen firearm to the police within 48 hours. Failure to do so would carry a penalty of $250 for a first offense and $500 for subsequent offenses.
The ordinance also declares properties operated by the New Orleans Recreation Development Commission to be firearm-free zones, a designation that already applies to schools and school buses. Carrying a gun at those locations, which include parks, playgrounds and recreation centers, could yield a fine of $500 and up to six months in jail.
The ordinance includes exemptions for law enforcement personnel and for people with concealed-carry permits; those exemptions were included to bring the ordinance in line with state laws governing firearm-free zones.
Finally, the ordinance bans the negligent carrying of a concealed firearm, defined as wielding a gun in a way that presents a danger that it might be used or that leads to a perception that it is about to be used in a crime. That's an expansion of state law, which includes similar prohibitions only for handguns.
Under the city law, negligent carrying of a concealed firearm could bring a fine of up to $500 and up to six months in jail and could lead to the revocation of the suspect's concealed-carry permit and forfeiture of the handgun.

Bark park a go
The New Orleans Recreation Development Commission (NORDC) voted 7-3 last week to approve an off-leash dog area in Cabrini Park, capping several years of discussion on the topic. The French Quarter green space had been used as a de facto dog park until 2014, when the park was closed and reopened as a playground (including a security guard to enforce leash laws for several weeks). NORDC's new plan splits the green space between a fenced area for dogs and their owners and a playground and field for children and families.

City of New Orleans to Hold Abandoned Vehicle Auction
 
NEW ORLEANS - On Tuesday, September 13, 2016, the City of New Orleans Department of Public Works will hold its fourth abandoned vehicle auction of 2016. The auction will take place at Almonaster Auto Pound, 10200 Almonaster Avenue and begin at 9:00 a.m. 

As in prior auctions, the buyer will pay a $50 administrative fee which gets the buyer a notarized title at time of payment. This feature has been extremely well received by the public as the buyers no longer have to take all of the documentation to the Louisiana Office of Motor Vehicles to apply for a new title. This process has proven that it saves the citizens time and streamlines their purchase.

The current auction will have 93 vehicles for sale, all of which have been discarded on neighborhood streets or left unclaimed by residents with excessive parking fines and fees.

Abandoned vehicles take up parking spaces needed for traffic circulation, contribute to a sense of neglect in neighborhoods, and can become junked harborages for rats and mosquitoes. To combat this quality of life nuisance, the City of New Orleans Department of Public Works has towed 10,035 vehicles so far in 2016.

Online Bidding: Introduced in March 2009, the City will continue use of its online bidding feature. Residents interested in online bidding need to register with Proxibid prior to the auction start time by visiting www.brownsauction.com. The online bidding feature allows residents to preview and pre-bid on any vehicle prior to the live auction, get vehicle information online by entering the vehicle information number (VIN), and bid on vehicles from anywhere in the world as the auction proceeds live from the Almonaster Auto Pound.

All prospective buyers must register before viewing. A refundable $50 fee is required to view and/or bid on any vehicle during the auction. The fee will be applied to any purchase made or refunded if no purchase is made.

Brown's Auction Company from Lafayette, LA, is the State of Louisiana's licensed, authorized dealer and conducts auctions on all City of New Orleans equipment.

Individuals interested in purchasing a car are encouraged to pre-register and to arrive early on auction day as many cars sell within the first few minutes of the auction.

Quick Facts
  • All vehicle information is currently on Brown's Auction Web site, www.brownsauction.com. Per the terms of the contract, the available vehicle list includes the VIN, make, model, and lien holder information. Any auction-related questions should be directed to Brown's Auction Company at (337) 457-4919.
  • The current auction will be advertised on Monday, September 12, 2016.
  • Prior to the auction, attempts are made to contact the vehicle's owner or lien holder before the vehicles are added to the auction list. Vehicle owners or lien holders that pay all fines and fees are able to retrieve their vehicles prior to the auction.

  • Cash or cashier's check required
  • Payment must be received on the day of the auction. If payment is not received, the purchased vehicle will be placed on the list for the next scheduled auction, the buyer's $50 deposit is forfeited and the bidder is barred from participation in future auctions.
  • A $50 administrative fee will be added for each purchased vehicle which gives the buyer a notarized title to that vehicle
  • City employees and relatives of City employees are forbidden from purchasing any vehicles at the auction.

Watermelon Mimosa
Cool down with a refreshing cocktail made from fruit sold at the Crescent City Farmers Market. Combine fresh watermelon with your favorite champagne or sparkling wine, and voila!
Ingredients
  • 1 quarter of a large watermelon, peeled and cut into small pieces, about 5 cups of fruit Juice from 6 large oranges, about 2 cups juice
  • 1 bottle of chilled champagne, cava, prosecco or other sparkling wine
  • Optional: Sugar or honey to taste, based on sweetness of the fruit
  • Fresh mint leaves to garnish
Directions
Blend the watermelon chunks with the orange juice until you have a smooth mix. Taste and add sugar/honey if needed. Strain the watermelon orange mix (not required, but recommended). Chill the watermelon orange mix in the refrigerator until ready to prepare the drinks. Pour the watermelon orange mix into champagne flutes, about half full. Add the champagne or other sparkling wine, pouring it gently to avoid from making a bubbly mess. Stir gently and garnish with a fresh sprig of mint.
 
 



After spending more than two decades on the corner of Magazine and Girod streets, the downtown Crescent City Farmers Market is moving to a new home in Downtown NOLA. Starting Oct. 1, the Saturday morning market will be at the parking lot outside the May Gallery, at 750 Carondelet St., organizers announced Aug. 27.
 
Real Estate developer The Domain Companies, which is a partner in the lot and adjacent buildings, has donated space to both the gallery and the market.

Diverse job opportunities for a range of skill sets in 
New Orleans' largest industry 
Councilmember Nadine Ramsey and the New Orleans Convention and Visitors Bureau will host a hospitality and tourism career fair featuring various jobs openings within the industry. This is the industry's eighth career fair this year in a series aimed at connecting employers with job-seekers in convenient, relaxed locations, eliminating the pressure of large-scale career fairs.
The Hospitality and Tourism Job Fair is designed to connect job seekers with industry employers in a comfortable and approachable environment, facilitate networking and provide assistance in the hiring process. It is recommended that job seekers bring an updated resume, but is not required.
The Job Fair will include opportunities to meet with a variety of hotel, restaurant and tourism employers one-on-one and learn more about the hiring process. The event is open to everyone. This is the first hospitality and tourism career fair hosted in the Tremé, and is part of a citywide hospitality and tourism job fair series.

The Friends of the Slidell Library, celebrating its 40th year, will once again sponsor a fall concert series at four St. Tammany Parish Library branches on the east side of the parish.
The series will kick off with a traditional jazz performance by Linnzi Zaorski at 6 p.m. on Sept. 14 at the Slidell Library, 555 Robert Blvd.
Tuba Skinny will also perform jazz tunes at 6 p.m. on Sept. 28 at the Pearl River Library, 64580 La. 41. This concert will be outdoors, so take your chairs or blankets.
Classical duo Uptown Strings will perform at 6 p.m. on Oct. 5 at the South Slidell Library, 3901 Pontchartrain Drive.
Kelcy Mae will end the series with a country performance at 6 p.m. Oct. 19 at the Lacombe Library, 28027 U.S. 190. The performance is outdoors, as well, so remember the blankets or chairs.

Ogden After Hours - The Trad Stars present: The Music of Jelly Roll Morton

The Trad Stars was formed by John Zarsky and Jason Danti in February 2014 after discovering how the bass clarinet and trumpet created a unique "trad" sound. The focus of the band is to explore the interplay between trumpet, bass, clarinet, acoustic guitar, and drums within the traditional jazz idiom. The Trad Stars play a variety of styles that draw from various jazz greats, but will focus their set on the ragtime and early jazz music of New Orleans born pianist, composer, and bandleader Jelly Roll Morton.

Lecture Series The Italian Contribution to New Orleans Cemeteries

Join us for a lecture on the Italian community's impact on the cemetery landscapes of New Orleans. Historian and preservationist Emily Ford will describe the legacy of Italian artisans, Italian burial places and society tombs.

This lecture will examine the impact of New Orleans' Italian community on the city's cemetery landscapes. While the great avenue of Italian society tombs in Metairie Cemetery is a powerful visual reminder of New Orleans' Italian heritage, many other historic cemeteries have stories to tell.From the influence of 1850s Italian sculptor Americo Marozzi on Bywater cemeteries like St. Vincent de Paul and St. Roch, to hidden Florentine masterpieces in Cypress Grove, Italian artisans have subtly made their mark upon the development of our iconic cemeteries. This lecture will also present lesser-known Italian burial places and society tombs, including those in Odd Fellows Rest and Valence Street Cemeteries. Focusing primarily on the contributions of Italian artisans, the lives of some Italian cemetery "residents" will be highlighted as well.
The lecture is free for AICC Members and students with a valid university or high school ID. For non-members, the suggested donation is $10.

NEW ORLEANS - Just outside of the French Quarter lies the famous Louis Armstrong Park, the perfect place to go if you want to dance to live music and bring in the cool fall weather.
 
Starting on September 8, the park will host its annual live concert series every Thursday from 4-8 p.m. There will be local bands, live painting and art displays, food vendors, and even a DJ to host weekly events! Southern Food & Beverage Museum Founder and President, Liz Williams, is a New Orleans native with Sicilian roots. As a young girl, Liz learned not only the Sicilian culinary traditions, but the Creole twist on Sicilian food, now known as Creole Italian.
Join Liz and SoFAB's Director of Culinary Programming, Jyl Benson, every Thursday from 11 AM to 1 PM in the state-of-the-art Rouses Culinary Innovation Center by Jenn-Air for their new Creole Italian lunch demonstration and cooking class. The demonstration class offers an in-depth look into how to create delicious Creole Italian dishes that can be found nowhere else in the world, along with their cultural and historical traditions.
We provide the authentic recipes for you to take home, but in class we'll show you how to "cheat' and make them a little easier. Not only will you enjoy the lunch cooked right in front of you, but you'll also learn the fascinating history of the Sicilian people in New Orleans. Fun fact: At one time there were more Sicilians in New Orleans than in any other place (other than Palermo)!

THE 8th ANNUAL NEW ORLEANS BURLESQUE FESTIVAL

From September 15 - 18, the most glamorous and eye-popping burlesque dancers from around the globe come together to perform over four nights in sultry New Orleans, to shimmy, shake, bump and grind.

The New Orleans Burlesque Festival has established itself as one of the top burlesque festivals in the world. An estimated 2500 people are in attendance over the weekend. Besides performers from across the USA, this year's fest will feature dancers from New Zealand, Australia, London, Tokyo, and Canada.

A highlight of the festival is the Queen of Burlesque competition in which eight of the top classic striptease dancers compete for the title, accompanied entirely by a live jazz band. Sold-out every year, the competition is moving to bigger venue this year, The Civic. The annual Bad Girls of Burlesque, which is now a monthly show at House of Blues, is a highly anticipated showcase featuring an array of kick-ass women from all over the world.

Besides showcases, the festival includes an opening and closing party. Celebrated guests of the festival include Rita Alexander the Champagne Girl and Leslie Zemeckis. Rita Alexander was a headline attraction on Bourbon Street in the 1960s. Leslie Zemeckis authored the book, Behind the BurlyQ and Goddess of Love Incarnate: The Life of Stripteuse Lili St. Cyr.

NORDC to Kick Off Movies in the Park 2016 Fall Season 
This season, each film screening will have an alternate location in case of inclement weather
 
NEW ORLEANS, LA 
 
The Movies in the Park series features free, family-friendly outdoor movie screenings at NORDC playgrounds for residents across the City. NORDC partners with playground booster clubs and community organizations to promote the events. This season, each film screening will have an alternate location in case of inclement weather. Friday's screening will be held at Joe W. Brown Rec Center in case of inclement weather.
 
The movies will begin at sunset, between 6:15 p.m. and 6:45 p.m., weather permitting. Moviegoers are encouraged to arrive early for fun fitness activities with instructors from Fit NOLA at NORDC. The screenings are free and open to the public. Moviegoers are welcome to bring lawn chairs, blankets and picnics. Participants under the age of 16 must be accompanied by an adult. No pets, alcoholic beverages, illegal drugs, firearms, weapons, smoking, or cooking will be allowed during the event.
 
CEO of Southern Theatres and New Orleans Recreation Development Foundation Board Member George Solomon made a significant contribution to the Movies in the Park program, which will be used to support the Movies in the Park program.

NEW ORLEANS - Once again this year The Historic Carver Theatre
will play host the GOSPELFEST: Mercy is Our Mission, the local Gospel
Music Festival. The 2016 GOSPELFEST will be on Saturday, September 17
beginning at 6pm. In this Extraordinary Jubilee of Mercy
"Choosing a theme for this year is part of celebrating the
Extraordinary Jubilee of Mercy," said Dr. Ansel Augustine, Director of
the archdiocesan Office of Black Catholic Ministries. "We are
encouraging all the choirs to sing songs according to our theme, Mercy
is Our Mission."

Several choirs from across the area will come together for an evening
of praise and worship through music. The annual event brings together
the choirs including the Archdiocesan Mass Gospel Choir, Voices of
Peter Claver, St. Joseph the Worker, the ARC Singers, Our Lady Star of
the Sea, St. Raymond/St. Leo the Great and many more for this
spirit-filled celebration of the rich tradition of Gospel Music in New
Orleans.

Admission is free, but all are invited to bring nonperishable food
items to benefit Second Harvest Food Bank or make a donation at the
door. This organization has mobilized quickly to aid victims of the
Louisiana Flood in addition to their ongoing work to feed and aid
those in our own community. All are encouraged to put the Corporal
Works of Mercy into action as the NOLACatholic community celebrates
our rich culture and diversity with GOSPELFEST.
The event is coordinated by the Office of Black Catholic Ministries of
the Archdiocese of New Orleans and sponsored by The Historic Carver
Theatre, The New Orleans Jazz and Heritage Festival Foundation, and
Second Harvest Food.

Every Monday from 11 AM to 1 PM, the Southern Food & Beverage Museum offers a weekly lunch demonstration in the state-of-the-art Rouses Culinary Innovation Center by Jenn-Air. Presented by Liz Williams, SoFAB Founder and President, and Jyl Benson, SoFAB's Director of Culinary Programming, the demonstration class offers an in-depth look into how to create delicious, traditional dishes that can be found nowhere else in the world, while discussing their cultural and historical origins. 
We provide the traditional recipes for you to take home--but in class we show you how to "cheat" and make them easy to make too! The atmosphere is relaxed, fun, and friendly and guests are encouraged to seek advice on cooking, dining, and local interests from Liz and Jyl.

 As quiet as it is kept, the West Bank has its own piece of paradise--  a multi-purposed nature lover's dream nestled on the edge of Algiers and Belle Chasse called the Woodlands Trail. On Saturday, Sept. 24, from 10 a.m. to 2 p.m. the trail will be showcased at Forest Fest, a benefit to "Save Our Sponge" which will provide food, music, art and activities for the family. 
What is the connection between nature trails and sponges? 
That is where the multi-purposed function of the trail comes in. Not only does the Woodlands Trail serve as a recreational park packed with hundreds of species of migratory birds, but is also a natural sponge and wind barrier during storms, thus making it a critical part of the local landscape. 
"As we've seen with the recent floods across Louisiana, it's important to have natural woodlands and wetlands to absorb rain and storm impact," said Katie Brasted, Executive Director of Woodlands Conservancy, the nonprofit that manages the trail.
Woodlands Conservancy manages over 800 acres of bottomland hardwood forest: 631 acres in Plaquemines Parish and 190 acres in Orleans Parish. Experts report that with the continuing loss of our wetlands in combination with relative sea level rise, the Woodlands Conservancy lands will be one of the largest forested landmasses between open water and the city of New Orleans within the next 35-50 years. 
But that's not all the trail offers.
Visitors to the conservatory will find birds chirping and flapping in the air, the sound of leaves and creepy creatures rustling on the ground, and the damp smell of woodsy grassland and trees. Occasionally a cool breeze rustles through the canopy of lush green trees, providing hikers protection from the sun.
Visitors will see plenty of deer and alligators along the way. The trail is minutes away from Algiers and Belle Chasse and about 15 minutes from the city's Central Business District. The trail, which is free and open seven days a week from dusk until dawn, is located just past Belle Chasse Primary School at 449 F. Edward Hebert Blvd. in Belle Chasse.
Woodlands Conservancy will be celebrating 15 years with Forest Fest, and it is a great way to be introduced to the Woodlands Trail. The event will feature bird banding demonstrations, guided hikes, nature art activities, saplings for sale, music with Rockamo and the NOCCA Jazz Ensemble, food for purchase, and much more.  Forest Fest is free for children 12 and under and adults may attend for a suggested $5 donation.
"We want people to come for the celebration activities, but most of all, we want them to learn the many roles the forest plays, not only as providing habitat for wildlife and migratory birds and an ecotourism destination, but as a natural sponge and wind barrier that serves as a critical line of defense during storms," Brasted said.

Nellie Murray, a celebrated 19th century New Orleans chef and caterer, will be remembered at the 'Nellie Murray Feast,' on Oct. 8. The five-course fundraising dinner supports the completion of Bess Carrick's documentary, 'Leah Chase: The Queen of Creole Cuisine,' slated to air in on WLAE-TV in early 2017.   • The first ever Beignet Fest will be held Oct. 8 in Lafayette Square.

Just when you thought the city couldn't possibly dedicate a festival to yet another indigenous food item, a local nonprofit has announced the lineup for the first-everBeignet Fest this fall. 

The festival - which aims to raise funds for children with autism - takes place October 8 at Lafayette Square and will feature both sweet and savory versions of the iconic fried dough confection from local restaurants.

Local couple Amy and Sherwood Collins hatched the idea for the festival to donate proceeds to the Tres Doux Foundation, which they founded to help raise awareness and funds for autism programs in New Orleans.

"Through our journey with our son, Liam, who is on the autism spectrum, we found out there's a gap in accessible programming for kids on the spectrum, and we wanted to change that,"Amy Collins said in a prepared statement. "So, we are doing what we do best - creating and managing a festival with amazing food and music!"

The list for food vendors so far includes - of course - Café Du Monde, Ye Olde College Inn, The Ruby Slipper, Café Beignet, New Orleans Coffee & Beignet and Bread & Circus, of Lafayette. Curiously. Morning Call doesn't appear to have joined the lineup just yet. 

While the festival is free and open to the public, apportion of the proceeds from food and beverage sales will go toward the foundation. Guests will be able to cast their vote for a favorite in several categories including best sweet, savory, most original and all around crowd favorite. 

The musical lineup includes Big Sam's Funky Nation, John "Papa" Gros Band, Los Po-Boy-Citos, The Confetti Park Players Children's Chorus and
Alexandra Scott.

NBA All-Star oncourt festivities tip off Friday, Feb. 17, with the BBVA Compass Rising Stars Challenge, where the league's top rookies and second-year players will compete in a U.S. versus World game format for the third consecutive year. On Saturday, Feb. 18, State Farm All-Star Saturday Night will feature current NBA players showcasing their unique abilities in exciting basketball competitions, including the Taco Bell Skills Challenge, where participants compete head-to-head in a series of passing, shooting and agility drills; the Foot Locker Three-Point Contest; and Verizon Slam Dunk. The weekend concludes on Sunday, Feb. 19, with the NBA All-Star Game.
