 FAA ADS-B Rebate Program Goes Live September 19
The Federal Aviation Administration announced Tuesday afternoon that its ADS-B rebate website will go live on Monday, Sept. 19, which will allow many general aviation aircraft owners the opportunity to apply for a $500 rebate to help offset an owner's cost to equip U.S.-registered, fixed-wing, single-engine piston aircraft with avionics that comply with FAA technical standard orders and meet the rule requirements.
 The Aircraft Electronics Association will assist the FAA in the program's administrative process by issuing the $500 rebates to qualifying aircraft owners.
Beginning this month, the FAA will issue 20,000 rebates on a first-come, first-served basis for one year or until all 20,000 rebates are claimed -- whichever comes first. The rebate is available only to owners of U.S.-registered, fixed-wing, single-engine piston aircraft that were first registered before Jan. 1, 2016. The FAA will not provide rebates for software upgrades on already equipped aircraft, or for aircraft for which the FAA has paid or committed to upgrade. The FAA estimates that 160,000 aircraft need to be equipped by the deadline.

Industry Welcomes FAA Response to Call for Alternate Means of Rotorcraft Compliance
The Aircraft Electronics Association (AEA), American Helicopter Society International (AHS), General Aviation Manufacturers Association (GAMA), and Helicopter Association International (HAI) recently welcomed the FAA's acceptance of industry recommendations to propose an alternative acceptable means of compliance for single-engine helicopters to meet Instrument Flight Rules (IFR) certification requirements for Part 27 rotorcraft.

 Atlas Aircraft Center Maintains World's Largest Civilian PC-12 Fleet
Some 21 years ago, fractional aircraft ownership was still a fairly new concept. George Antoniadis, founder of PlaneSense in Portsmouth, New Hampshire, knew its popularity would continue to grow among business executives who needed flexible, dependable access to aircraft without the hassle and cost of full ownership. An
toniadis was so confident about the burgeoning trend, he told the Boston Business Journal that he would "likely double his fleet of six Pilatus PC-12s and his company's estimated $5 million revenue in one year." By that time, Antoniadis also had realized he needed a way to manage his growing fleet's maintenance and avionics needs.
In 1998, Antoniadis started Atlas Aircraft Center as a dedicated maintenance provider for the PlaneSense fleet. Today, the fleet, which has grown substantially throughout the years, includes
35
Pilatus PC-12 aircraft and three Nextant 400XTi jets with two more being added in 2017. PlaneSense has placed an agreement order for six new Pilatus PC-24 jets with deliveries beginning next year.

Safety Management System Coordinator Training:
Oct. 4
More and more customers and international authorities are asking for safety management systems from Aircraft Electronics Association members. To satisfy their needs, the AEA has developed a proprietary SMS program designed for maintenance organizations, sized for small businesses and leveraged by the 900-strong repair station membership. This program has been coordinated with the Federal Aviation Administration and Transport Canada Civil Aviation, as well as discussions with the Australian government's Civil Aviation Safety Authority and the European Aviation Safety Agency for future acceptance.
Presented by Ric Peri, AEA vice president of government and industry affairs, the
training will provide a solid overview of modern safety principles, the International Civil Aviation Organization guidance on SMS implementation and the use and operation of the proprietary AEA SMS program.
This training program is mandatory for a repair station's accountable manager or SMS coordinator (if designated) in order to enroll a repair station in the AEA SMS program

International Rotorcraft Safety Conference:
Oct. 25-27
The FAA Rotorcraft Directorate will host its second International Rotorcraft Safety Conference, Oct. 25-27, with the goal to reduce the national helicopter accident rate. FAA Administrator Michael Huerta is expected to attend the first day of the conference. The free event will take place at the Hurst Conference Center near Ft. Worth, Texas. The target audience is rotorcraft pilots, mechanics, small-company owners, students, industry executives, operators, and government regulators from the U.S. and abroad. The conference will feature presentations from major industry and FAA leaders. Topics include improving decisions, creating a culture of safety, performing autorotations, choosing the best protection equipment, basic helicopter safety and maintenance, how flight training schools promote safety, and a presentation by a pilot who safely landed his helicopter after the engine failed. The FAA Civil Aerospace Medical Institute will bring its Helicopter Spatial Disorientation Demonstration exhibit that allows participants to experience various flight scenarios. Conference attendees will receive Inspection Authorization credits and WINGS pilot proficiency program credits.

GARMIN plans to break ground
on a $200 million facility expansion at its Olathe, Kansas, campus. In addition, Garmin announced that the FAA granted supplemental type certification for the G5000 avionics suite in the Beechjet 400A/Hawker 400XP aircraft.
AVIONICA announced a partnership with GigSky. The agreement enables Avionica to offer GigSky mobile data services directly to flight departments for their connected aircraft at an affordable cost.
GULFSTREAM AEROSPACE CORP. appointed JEANNINE HAAS to the newly created role of chief marketing officer. The company also earned approval from the FAA to upgrade Gulfstream GIV and GV aircraft with FANS over Iridium using the TrueNorth Simphonē FANS 1/A+ Data Link Unit. In addition, the company has developed the first phase of an intuitive mobile application to help Gulfstream operators streamline flight operations.
KANSAS STATE UNIVERSITY's POLYTECHNIC CAMPUS is collaborating with PrecisionHawk, a drone data and safety company headquartered in Raleigh, North Carolina, to determine the risk assessment of extended visual line of sight operations of small unmanned aircraft systems.
AVMAX acquired two CRJs, one CRJ-100LR msn 7388 purchased from Bombardier Inc., Canada, and one CRJ-200LR msn 7644 purchased from Werklund Ventures Ltd., Canada. In addition, Avmax purchased its first wide-bodied aircraft, an A340-312 msn 374 reg M-VVIP from European Aviation Ltd., United Kingdom.
DAC INTERNATIONAL, a subsidiary of Aero Precision Holdings LP, received Mexican DGAC approval for the Part 25 AML for the Esterline CMA-6800 Display. The AML includes the Hawker 800/800xp/1000, Bombardier's Challenger 601-3A/3R, Dash 8-100/200/300 and its 415 Superscooper, Cessna Citation 650, Dassault Falcon 900, Fokker 50 and the Gulfstream III.
METRO AVIATION said that the Administración Nacional de Aviación Civil Argentina has certified three simulators at the Helicopter Flight Training Center in Shreveport, Louisiana. Two inspectors recently spent time at the HFTC and certified the EC135 Level D full motion simulator, AS350 Level 7 flight training device and BH407 Level 7 flight training device for Argentinian pilots.
DUNCAN AVIATION will play host to a free NextGen seminar on Thursday, Sept. 22, in Chantilly, Virginia. The seminar will help educate business aircraft operators about the NextGen mandates and existing solutions. In addition, Duncan Aviation has developed a TDR-94 / TDR-94D Quick Turn Team to provide operators with TDR-94/TDR-94D transponder service that includes same-day evaluation and three-day turntimes, with AOG options available when needed.
FLIGHTSAFETY INTERNATIONAL named TED BOWLDS chief information officer and JOE WARAKOMSKI deputy CIO. In addition, BRYAN KING was promoted to manager of the HondaJet Learning Center in Greensboro, North Carolina.
ROCKWELL COLLINS received authorization to provide satellite connectivity services in Brazil. In addition, Rockwell Collins' Pro Line Fusion avionics upgrade solution for King Air 350 turboprops equipped with Pro Line II received STC validation from Brazil's National Civil Aviation Agency. Rockwell Collins' FANS 1/A solution for Dassault Falcon 2000 and Falcon 2000EX aircraft that have been upgraded with Pro Line 21 avionics is now certified under an STC held by Dassault Falcon Jet.
CONSTANT AVIATION received EASA approval for the Phenom 300 Wi-Fi STC install on European-registered aircraft. The company also added PAUL BOUCHER as the Cessna fleet sales manager. Constant was recognized by ERC as one of 99 best places to work in Northeast Ohio for the fourth time in five years.
ELLIOTT AVIATION started its second retrofit of a Garmin G5000 in a Beechjet 400A. Elliott was the first dealer to retrofit a Garmin G5000, prior to STC approval, in October 2015, in a Hawker 400XP. In addition, Elliott Aviation announced its STC certification on a Garmin ADS-B Out and In solution for the Beechcraft Premier I and IA airframes.
BANYAN AIR SERVICE plays host to its second 2020 NextGen Mandates Seminar on Tuesday, Sept. 20, in Fort Lauderdale, Florida.
KUBICK AVIATION completed a successful avionics upgrade on a Cessna 441 -- making this installation only the third in the nation to receive the certification.
L-3 COMMUNICATIONS appointed retired U.S. Air Force Lt. Gen. CHARLES R. DAVIS senior vice president of strategy at the company's Aerospace Systems business segment. In addition, L-3 Aviation Products and ATP Flight School announced that L-3's Lynx NGT-9000 was selected as the ADS-B solution for 100 of the school's 250-plus training aircraft, with the option for additional units as the fleet expands.
UNIVERSAL AVIONICS SYSTEMS CORP. said that the
Turkish Aerospace Industries Hürkus tandem two-seat trainer has completed all flight testing and obtained type certificate from the Turkish Directorate General of Civil Aviation with its validation certificate from the European Aviation Safety Agency. Each flight deck includes two Universal Avionics Radio Control Units and two EFI-890R Advanced Flight Displays to be used as primary flight displays.
APG AVIONICS installed CONTROP Precision Technologies Ltd.'s SITE-20 on the Charlotte County Sheriff's Office Aviation Unit's Bell OH58 helicopter.
AAL USA, located in Huntsville, Alabama, received the community's highest honor for area businesses serving in the technology sector -- the Huntsville Small Business Award.
