Governor Signs Bills of Interest to CASA |
In the past couple of weeks the governor has signed several bills of interest to CASA. Among those are
SB 32
and
AB 197, which
extend the state's climate change policies and call for further reducing greenhouse gas emissions to 40% below 1990 levels by 2030. Read more...

U.S. Senate Passes Water Resources Development Act Legislation |
On September 15, the United States Senate voted to pass the Water Resources Development Act (WRDA) of 2016 (S. 2848) on a strong bipartisan 95-3 vote. The Senate WRDA bill contains provisions addressing CASA's needs associated with integrated plans and the use of compliance schedules, as well as a number of clean water state revolving fund and Water Infrastructure Finance and Innovation Act provisions that would enhance funding assistance for wastewater agencies. President Appoints CASA Committee Leaders
|
CASA's committees and workgroups perform an important function in establishing the association's positions on important policy issues, and assist in our efforts to inform and educate members on a range of environmental, governance, financing, communication and technology issues.
CASA President Jeff Moorhouse has appointed the committee chairs and vice chairs for the coming year. In addition, the workgroups under the umbrella of the Utility Leadership Committee have selected their chairs.

Water Board Releases Draft Report to Legislature on Direct Potable Reuse
|
The State Water Board released its draft report to the Legislature on the feasibility of developing uniform water recycling criteria for direct potable reuse.
The feasibility report was required by legislation supported by CASA several years ago; SB 918 (Pavley). The Water Board convened two independent groups - an expert panel of scientists and engineers and an advisory group of stakeholders - to provide advice on issues related to developing regulatory criteria for DPR. CASA had two representatives on the stakeholder advisory committee; Traci Minamide of the City of Los Angeles and Ray Tremblay of the Los Angeles County Sanitation Districts.
CASA will be developing comments on the draft in coordination with WateReuse California. The 45 day public comment period ends October 25.
The Water Board staff will hold two public workshops to present an overview of the draft report and accept public comments, on October 4 in Los Angeles October 6 in Sacramento.
In addition, WateReuse is hosting a
series of briefings
later this month on the feasibility report and the outlook for developing regulations for direct potable reuse.

The Clean Water State Revolving Fund (CWSRF) program is a federal-state partnership that provides communities a permanent, independent source of low-cost financing for a wide range of water quality infrastructure projects.

NACWA has signed on to an international water industry position statement on non-flushable and "flushable" labeled products, which addresses wipes and other personal hygiene products. NACWA has been focused on the wipes issue for several years as part of its
Toilets Are Not Trashcans
