LEGISLATIVE UPDATE - Your Chamber Working for Your Business

While many of you have been off on summer vacations, the Chamber has been busy working on a number of issues on your behalf.

Minimum Wage Increase Legislation Throughout the summer, a strong contingent of Chamber leaders met with individual members of the County Council to talk about the impact of a $15 an hour minimum wage. Our group has urged Councilmembers to slow down and make sure that they have all the facts on potential unintended consequences of raising the minimum wage too high, too fast. Specifically, we have urged them to take a close look at the impact that the most recent increase (to $10.50 an hour in July) has had on small businesses and take a serious look at how efforts to raise the wage has impacted jobs and the economy of other jurisdictions. It's worth noting that current law mandates yet another legislated increase (to $11.50 per hour) in 2017. We have raised concerns that the combination of yet another increase, coupled with the new sick leave requirements, changes in Federal overtime regulations, and increasing health insurance costs will be too much for employers to bear. In addition, we have asked that they look at the real impact of future wage increases on the County's own personnel costs. This is especially important in light of this years substantial property tax increase to cover County budget shortfalls.

Privatization of the Department of Liquor Control - GSSCC and our fellow Chamber colleagues have been engaged with the County Executive's Task Force to evaluate alternatives to a County controlled sale and distribution of alcohol. At the behest of many of our members, we have advocated for full privatization of the Department of Liquor Control (DLC) in which the County retains responsibility for the licensure, regulations and education aspects of liquor control in the County. We feel that the wholesale and distribution operations currently run by DLC should be moved to the private sector.  The DLC may opt to maintain retail stores but will be required to compete full and open with other private operations within the County. The Task Force will complete its work this fall and the County Executive will determine whether any changes are warranted.
