On Monday, June 13th there will be a public hearing on the 2016-2017 proposed budget for the City of San Jose. I encourage you all to come provide your thoughts and be part of the process of putting together this budget. The meeting will start at 7pm at the City Hall Council Chambers. The council will then consider the Mayor's Budget Message the following day. You can read the Mayor's Budget Message here

The same day, I will be holding a press conference to debrief media and the public about my ni ght in a sanctioned encampment in Portland, Oregon.   The trip game me the opportunity to see firsthand the efficiency of a city approved encampment and  explore different  solutions for San Jose's 4,000 homeless people. The debrief will begin at 2pm at the City Hall Wing Room 120.

Also, on Tuesday, June 14th, the Santa Clara County's 2500 Senter Road project appeal will be considered by City Council  and will be heard in the  evening session after 7pm. 

Finally, last Saturday, I hosted a community meeting on  the proposed new linear plaza along Midfield Avenue. Dozens of residents attended this meeting to share their design ideas on what they want to see in their community. I want to thank Park staff for putting together great interactive activities. A special thanks to all of you that attended. Please stay tune for information on the follow up meeting.

DISTRICT 7 HIGHLIGHTS

5TH CANDLELIGHT VIGIL AT CITY HALL
  
  

Over the weekend, the fifth candlelight vigil was held at City Hall to support fellow Vietnamese off sea protesting the toxic dumping of Farmosa Factory in Vietnam that has caused a  mass of fish killed.  Please continue to be with us for the sixth candlelight vigil this month on  Saturday, June 11th, at City Hall from 7pm to 9pm.  Together we are bringing awareness to the the  environmental issue. 
LINEAR PLAZA ON MIDFIELD AVENUE COMMUNITY DESIGN WORKSHOP MEETING

  

On Saturday morning, I held a community meeting on the proposed linear plaza on Midfield Avenue and Havana Drive. Dozens of residents attended the meeting to share their ideas and participate in the interactive activities. A special thanks to PRNS for putting together a great interactive activity to ensure everyone had a chance to share their design ideas. Unfortunately, we had trouble getting inside the school but that did not stop us from having our meeting. We continued the program outdoors. I want to thank all the folks for attending this important meeting and for being open in having this meeting outdoors. We will have a follow up meeting the end of summer or beginning of fall. Please stay tune for information.

Councilmember Tam Nguyen will debrief city leaders and community stakeholders regarding his visit to Right 2 Dream Too, homeless camp in Portland, Oregon on Monday, June 13, 2016 at 2:00pm at Committee Room 120, City Hall, 200 East Santa Clara Street, San Jose, CA 95113.  Right 2 Dream Too is a nonprofit organization that provides refuge and a safe space to rest or sleep undisturbed for the homeless community in the City of Portland, Oregon.  Councilmember Nguyen spent the night at the camp on Friday, May 27, 2016. He will discuss the operations as well as issues and challenges of the camp.
 
The City Council has directed staff to consider similar programs in the City of San Jose. This visit was an opportunity to see firsthand the efficiency of a city approved encampment to combat homelessness in our community.  San Jose has a large homeless population, including 2,800 unsheltered on any given night.  Councilmember Nguyen believes the efforts of Right 2 Dream Too could be replicated in the City of San Jose with some modifications. A city approved encampment could help alleviate the homeless population. 

MAYOR SAM LICCARDO THANKS VOTERS FOR APPROVING SALES TAX INCREASE AND PLEDGES TO FOCUS REVENUES ON PUBLIC SAFETY AND ROADS

Following the overwhelming approval of Measure B, a ¼ cent sales tax increase, Mayor Liccardo expressed his thanks to San Jose voters and called for the additional revenues generated to focus on improving public safety and roads.

"I thank the voters of San Jose for investing in the future of our city," said Mayor Liccardo. "After years of belt-tightening through fiscal reforms and other cost-cutting measures, the voters agreed that additional revenues are needed to continue restoring essential city services. As we move towards adopting a final budget for the upcoming fiscal year, it's critical that we focus these additional dollars on our residents' top priorities: enhancing public safety and repairing our deteriorating roads."

The Santa Clara County Registrar of Voters reported that, as of 9:00 a.m. on Wednesday, June 8, Measure B was approved with approximately 62% of the vote. The ¼ cent sales tax increase will take effect in October, generating approximately $30 million in revenue during the remainder of FY 2016-17. Starting in FY 2017-18, it is expected to raise approximately $40 million annually.

With the voters' approval of Measure B, Liccardo reiterated the recommendation in his June Budget Message to adopt the provisional sales tax spending plan originally recommended by the City Manager last month. This plan would allocate the overwhelming majority of the new revenue to public safety, and road maintenance and repair during FY 2016-17. This includes specific provisions that would:

  • Dedicate enough funds ($17.7 million) that will, for the first time in a decade, meet the annual funding needs for basic repair and replacing of all of our major roads.
  • Allocate funding to expand police officer recruitment efforts, and set aside the funds needed to increase sworn office staffing by 41 positions in future years.
  • End the periodic "brown-out" of fire companies, restore two "squad car" units and fund traffic signal pre-emption technology to help improve emergency fire and medical response.
  • Add an additional 19 Community Service Officers to respond to burglaries and other low-priority calls, freeing up sworn officers to handle more serious crimes.

"This spending plan represents an important step in restoring the services that our residents depend upon most," continued Mayor Liccardo. "However, given the uncertainty in future years, we must remain disciplined and prudent in all of our spending decisions."
 
The sales tax spending proposal will be considered by the City Council alongside the rest of the Mayor's June Budget Message on Tuesday, June 14. The City Council will also hold a public hearing on the evening of Monday, June 13.

DOWNTOWN SAN JOSE INTERACTIVE MAP GUIDES VISITORS AND COPA AMERICA AND SJ SHARKS FANS 

         
  

To help sports fans and visitors, the City of San José has developed an interactive, mobile-friendly Downtown San Jose map that provides information on the COPA Fan HQ, Downtown attractions and transit options for those attending matches at Levi's Stadium. The map, part of the City's downtown wayfinding initiative, is available at: www.sanjoseca.gov/downtownmap.

Information about San José sports-related events including the Stanley Cup Final is available at www.sanjoseca.gov/sports.

Kickoff for the first COPA América match, between USA and Columbia, is 6:30 pm, Friday, June 3, at Levi's Stadium. The full schedule and background on the tournament can be found at the COPA América website: http://www.ca2016.com/matches.

In San José, a special COPA Fan HQ with viewing opportunities and fun for all is set up at San Pedro Market on West St. John Street between Almaden Avenue and Terraine Street. 

The rest of the matches being played at Levi's Stadium are June 6, Argentina vs. Chile; June 13, Jamaica vs. Uruguay; and June 18, Quarter Final teams to be determined. Kickoff for these games is 7:00 p.m.

OZOMATLI RETURNS TO MUSIC IN THE PARK PRESENTED BY METRO
         
  

San Jose favorite Ozomatli returns to Music in the Park presented by Metro for an encore performance this Aug. 4.
 
Ozomatli is touring with its eighth album since the band burst on to the scene with its multi-genre sound.  There's also been multiple Grammys along the way for this Latin, hip-hop, rock, salsa, jazz, funk, reggae band.  Last time Ozo, as fans call them, came to Music in the Park, the park was full ... and rocking.
 
The show begins at 5:30 p.m. with Sonido Clash, a San Jose collective exploring traditional, modern and emerging sounds of the Latino diaspora. 
 
All Music in the Park shows are at Plaza de Cesar Chavez, located in downtown San Jose along Market Street and surrounded by the Fairmont San Jose, Tech Museum of Innovation, San Jose Museum of Art and other downtown landmarks.
 
Tickets are now available at www.musicintheparksj.com.
 
Advanced tickets are $10 per adult and free for 12-under when accompanied by an adult.  At the door, admission will cost $15 per adult.
 
Music in the Park is presented by Metro Newspapers and produced by the San Jose Downtown Association.  The events are supported by a grant from the City of San Jose Office of Cultural Affairs.
 
The 2016 Music in the Park series opens June 24 with Los Lobos.  AC/DShe, The Killer Queens and The Drought promise an evening of strong women-led rock on July 14.
 
Save the date!  One more Music in the Park concert is scheduled for Aug. 25 at Plaza de Cesar Chavez will be announced in June.

DIGITAL ARTS CAMP 2016-SEVEN TREES AND ROOSEVELT COMMUNITY CENTERS

     
Are your children looking for something fun and creative to do this summer?  If so, the SJ Digital Arts Program is offering some great camps this summer!

SJ Digital Arts provides hands on-opportunities for youth ages 13-24, to learn and explore their creativity. Youth engage in activities such as songwriting, beat production, music recording and editing, audio engineering, design, photography, film production and more. The program has a variety of partnerships to help enhance students' learning, including a partnership with a professional recording studio, Suspect Studios in San Jose.  

Currently, SJ Digital Arts has 2 program sites at Seven Trees and Roosevelt Community Centers.  During the summer the program offers Digital Arts Camps at both sites in the areas of Music, Film, Photography, Beat making, Dj-ing and Art.  You can view the SJ Digital Arts website at www.sjdigitalarts.org

Do you believe that every child deserves access to high quality after-school and weekend music education and to be part of a learning community that sets the bar high, regardless of ability to pay? If the answer is YES, you may apply to join the San Jose Jazz Progressions team for the 2016-17 academic year. We are a committed group of musicians, educators and social activists with a steadfast commitment to Progressions, an after-school and weekend youth development program that uses music to connect with low-income, at-risk kids in East San Jose. Our mission? To keep participants in school, out of gangs, and on the road to becoming positive contributing members of our community.

We seek an after-school coordinator for the 2016-17 school year. This person should be comfortable working with diverse young children, be well organized and have an ability to effectively manage groups.

  • Demonstrated ability to work effectively with diverse student populations

  • Strong commitment to social justice

CITY FOREST- RECRUITING NOW FOR SUMMER AND FALL START POSITIONS 

     
Our City Forest (OCF) Service team members are sponsored in part by the National Service organization, AmeriCorps. OCF Service Team Members will be part of one of the following teams: Community Planting, Nursery or Lawn Busters. All members will: 
  • be trained on best practices of maintaining a green and healthy urban forest in the Silicon Valley, 
  • strive to maximize volunteer participation in their individual programs, acting as trainers, coaches, & coordinators
  • conduct outreach efforts to residents and businesses to garner investment and stewardship pertaining to our mission,
  • provide friendly, professional customer service,
  • actively seek opportunities for greening projects,
  • organize and implement projects,
  • Serve the Silicon Valley for 2 or 3 months this summer
  • Full-time commitment: 40 hours per week (Tues. - Sat., shifts may vary)
REQUIRED QUALIFICATIONS
  • U.S. Citizen or legal resident, with a high school diploma or equivalent, minimum age: 18
  • Interest in affecting change through community organizing
  • Ability to work well with diverse groups of people
  • Must be available to work full time, 8:30am - 5pm, Tuesday - Saturday (shifts may start earlier, depending on team's needs)
  • Must be able to commit through end of service term
DESIRED QUALIFICATIONS

  • College degree is highly desirable
  • Local, South Bay Residents are preferred due to short term (Note: we do not provide housing)
  • Valid CA driver's license. Proficient in driving manual transmission and towing small trailers

  • Familiar with ornamental and native tree species ID
