According to CBPP's examination of SHEEO and Grapevine data, Michigan remains 20.9% below 2008 in state spending per student, ranking in the middle of the states. An increase of 2.2% per student from FY15 to FY16 ranks as one of the smallest increases nationally, with most states outpacing Michigan. However, an increase of 23.4% in tuition from 2008 to 2016 ranks in the lower third of states.

Within this report that focuses on community colleges, Figure 1 on page 6 shows that Michigan ranks 4 th highest in the nation for local funding as a percentage of all public funding for public higher education. In Michigan, that is all property tax revenue going exclusively to community colleges.
