DCAMM's E-Bid Room Begins Accepting Bids Online
 
The Massachusetts Division of Capital Asset Management & Maintenance (DCAMM) is pleased to announce further enhancements to its construction contract procurement processes with the addition of online bidding.  DCAMM will begin accepting online bid submissions after July 15, 2016.  Project advertisements and postings will identify those projects for which bid documents are available electronically and on which bids can be submitted through DCAMM's E-Bid Room. DCAMM's E-Bid Room can be accessed through the host vendor, Bid Express.

 Industry Leaders Offer Insight on Workforce Shortage 

Last week the New England Real Estate Journal held the 2016 Construction Summit, Construction Trends of the Future.  The AGC MA was asked to put together a panel on the industry's current workforce shortage.  Assembled to represent a diverse cross section of the market, the panel consisted of industry leaders Joe Albanese of Commodore Builders, Matthew Consigli of Consigli Construction, Chris Floyd of CE Floyd, and Kenney Marshal of JL Marshall & Sons.

 YOU Boston's Summer of Success

More than 60 once troubled teens and young adults attended  YOU Boston's completion ceremony for their summer employment program to celebrate their accomplishments. The summer program requires participants to complete thousands of hours of tasks, including demolition and remodeling work through the BRA, mentoring students in Boston Public Schools and preparing meals for those in need.

| AGC MA Legislative Wrap Up |
 
The 2015-2016 Legislative Session ended on July 31. AGC MA and AGC Lobbyist Patrick Huntington was at the State House the entire weekend monitoring action on all bills that AGC actively supported & opposed. He sent the following report:

"The MA Legislature concluded their formal legislative session last night at midnight. The bills opposed by AGC relative to prohibiting indemnity agreements and imposing vicarious liability to contractors for the wage theft violations of  subcontractors were not advanced.  No further action is expected on those two bills for the remaining 5 months of the informal sessions. However, they will certainly be filed for reconsideration for the 2017 legislative session."

"AGC's legislation relative to MBE/WBE contracting on DCAMM projects, Sub-guard Insurance and Lien Releases/Notice of Contract reform were all reported favorable from the original Committees of jurisdiction, but remained in the House and Senate Ways and Means Committees at the end of the session. We will continue to engage with DCAMM to obtain their support for our first two bills. We were informed that the Senate Ways and Means committee simply needed more time to reach out to all the many other parties with an interest in the administration of the lien law and were unable to do so before the end of the session."

OSHA 10-HOUR Training
The OSHA 10-Hour Training Course is held on 2 consecutive days
September 12 - 7 am - 1:00 pm
September 13 - 7 am - 1:00 pm

The OSHA 10-Hour training course is intended as an orientation to OSHA safety training standards and covers safety and health hazards workers may face on construction work sites. Construction workers working on public construction sites in MA are required to have OSHA 10-Hour Training.  This training places special emphasis on hazard identification, avoidance, control, and prevention. Workers who successfully complete OSHA 10-Hour training will earn their OSHA Education Center 10-Hour Card.

AGC works in conjunction with OTI - a cooperative program of the U.S. Department of Labor, OSHA and Keene State College.

OTI-Excavation, Spoil & Trenching
September 26, 2016 - September 29, 2016
Course Description: This course covers the OSHA Excavation standards and safety and health aspects of excavation and trenching. Course topics include practical soil mechanics and its relationship to the stability of shored and unshored slopes and walls of excavations, introduction of various types of shoring (wood timbers and hydraulic), soil classification, and use of protective systems. Testing methods are demonstrated and students participate in workshops in the use of instruments such as penetrometers, torvane shears, and engineering rods. Upon successful completion of this course, students will have the ability to assess employers' compliance with the OSHA Excavation standard, utilize soil testing methods to classify soil types, protective systems for excavation operations, and training requirements. 2.0 CEUs, TCH; 3.34 CM
