CWA HELPS FUND EFFORT TO DEFEAT FLAWED GUN & AMMO CONTROL INITIATIVE
California Waterfowl recently made a contribution to the Coalition for Civil Liberties - No on 63 campaign http://stoptheammograb.com/ .  The effort, which is spearheaded by the California Rifle and Pistol Association and supported by a number of gun rights advocates, aims to defeat the gun and ammunition control initiative (Proposition 63) sponsored by Lieutenant Governor Gavin Newsom that will appear before the voters on the November 2016 ballot. 
 
Proposition 63 contains many of the same gun control provisions that were signed into law in early July, but is arguably worse in certain respects.  In particular, Proposition 63 contains higher fees and a requirement that ammunition purchasers secure an ammunition permit from the State every two years.  Additionally, it requires gun owners to report lost or stolen firearms, including those that they "should have known" were lost or stolen, under penalty of the law.  A similar bill (SB 894) was vetoed by Governor Jerry Brown. 
 
It should also be noted that there is currently an effort to put a referendum before the voters on the 2018 ballot to nullify the gun control bills that were signed by Brown, including SB 1235 (De Leon), which requires ammunition registration and effectively bans the Internet and mail order sale of ammunition, and SB 880 (Hall)/AB 1135 (Levine) , which effectively bans certain semiautomatic rifles that have the "bullet button" capability. 
 
If the referendum effort gathers enough signatures to qualify, the implementation of those bills would be suspended until the 2018 vote.  If you would like to sign a petition in support of this effort, please go to:  https://www.vetogunmageddon.org/petition-locator/

THE FALL ISSUE OF THE CWA MAG IS ALMOST HERE
The Fall issue of California Waterfowl Magazine is hitting the mail this week. This issue features both a handy pocket guide and a pull-out poster outlining shoot times, season dates and bag limits. There are also stories on banded birds, the local mallard population, what's going on with pheasants in California, as well as a riveting story about a life-changing hunt. Look for it in your mailbox!
TULARE BASIN WETLANDS ARE OFF THE REGULATORY HOOK
The Central Valley Regional Water Quality Control Board adopted a resolution that exempts the Tulare Lake Basin managed wetlands from having to participate in the Irrigated Lands Regulatory Program (ILRP). The ILRP was designed to replace the ag waiver water quality monitoring program, but managed wetlands statewide were swept in. California Waterfowl had a role in getting the exemption for the Tulare Lake Basin. We have participated for the past three years in a task force to reduce the regulatory burden on managed wetlands, which do not use the same practices as commercial agriculture and do not have similar impacts on water quality.  The resolution only affects managed wetlands that do not discharge to surface water.  The Regional Board also adopted a resolution that it will adopt more appropriate regulations for managed wetlands in the future.  The revised regulations should be published by October-December 2016.
HELP CWA CROWDFUND THE EVERY KID IN A PARK CAMPAIGN
You have an opportunity to help get 4th graders learning and exploring outside!  California Waterfowl provides Marsh Madness field trips to upper elementary and middle school groups. This is a 4-hour field program focused on basic wetland ecology--water, wildlife, soils and how humans interact with wetlands. As part of the Every Kid in a Park Campaign, we want to get more 4th graders out to our programs and to our public land sites where we lead these programs: Stone Lakes Wildlife Refuge, Sacramento Wildlife Refuge, Gray Lodge Wildlife Area, Suisun Marsh and East Bay Regional Parks.  We hope to add 100 4th graders to our outdoor experience.  Help them get their bus to get there and participate in this program!

CWA COMMENTS ON KLAMATH CONSERVATION PLAN; WATER BOARD WETLAND POLICY
The Lower Klamath National Wildlife Refuge has suffered greatly during the past four years from lack of water supply. California Waterfowl has been working with refuge staff and federal officials to secure a reliable water supply for the refuge. California Waterfowl supported the Klamath Basin Restoration Agreement, which would have provided a firm supply of water for the refuge. Unfortunately, for political reasons the KBRA was not completed.

Earlier this month, California Waterfowl submitted comments to the U.S. Fish and Wildlife Service on the draft Klamath National Wildlife Refuges Comprehensive Conservation Plan (CCP). The comments emphasize the importance of achieving a reliable water supply similar to what would have been provided by the KBRA. The comments also call for flooding up the Lower Klamath NWR in time to provide hunters with the maximum opportunity to take advantage of the pre-season youth hunts and the season opener.

California Waterfowl also submitted comments on the State Water Resources Control Board's draft Wetland Policy. The comments ask that the State Board not place further regulatory requirements on projects to restore and enhance wetlands for waterfowl habitat. In particular, the monitoring and reporting requirements included in funding agreements with other agencies be considered sufficient for the purposes of State Board permits. The policy of the State of California is "no net loss" of wetlands, but placing onerous regulatory requirements on wetlands restoration may result in the loss of wetlands.
