Baker, a first-term Republican, wanted to give cities and towns authority to set their own quotas for permits allowing drinking at bars and restaurants.
But legislative leaders dropped the measure from a wide-ranging bill aimed at eliminating obsolete laws that constrain local governments and streamlining state oversight. Baker signed the bill on Tuesday.

Boston Beer Co.'s Angry Orchard cider brand has released Easy Apple, billed as a sessionable and less sweet hard cider that's also lower in calories. Made with a blend of culinary and bittersweet apple varieties, the 4.2%-abv offering is rolling out in six-packs ($9-$10 each) across select markets, including Washington, Oregon, Idaho, Montana, Arkansas and Rhode Island, this month.
