Open meeting (and live webcast) of the Equity Market Structure Advisory Committee
will focus on recommendations related to market quality and customer issues, as well as updates from the subcommittees.
The
Committee is expected to formally recommend limits on stock circuit-breakers and advocate for more diligent tracking of investor confidence.
It is likely to recommend changes to the "limit up limit down" rules designed to halt trading in individual stocks during extreme volatility.
Rather than a complete shutdown, a stock should be allowed to trade within a narrow band and eventually be able to return to its initial level without triggering the halt again, another committee draft said.
