USAID Acquisition and Assistance Update
Welcome to New Director of M/OAA

Dear Partners, 

I am pleased to share that Roy Plucknett has assumed the responsibilities of the Director of the Management Bureau's Office of Acquisition and Assistance (M/OAA), effective today, February 16, 2016.

As the Director of M/OAA, Roy serves as the Agency's Senior Procurement Executive and Chief Acquisition Officer, leading a team of several hundred acquisition and assistance professionals serving USAID around the world. He is responsible for the management of the Agency's contracts, grants, and cooperative agreements, which totals approximately $16 billion annually.

Many of you may already know Roy as he has been with the Agency since 1993. Most recently, he served as the Deputy Mission Director in Afghanistan (2014-2015) and the Republic of Georgia (2012-2014). He has also served as a Contracting Officer in Washington, DC, Egypt, West Bank and Gaza, and Afghanistan. He is a member of USAID's Senior Foreign Service.

It has been a pleasure to work with all of you and to serve as the Agency's Acting M/OAA Director for the last four months. I appreciate your input and support during this time. I look forward to continuing to work with you as I resume my role as the Deputy Director of Washington Operations.

As a way of introducing Roy to the Partner community, we would like to organize an Ask the Procurement Executive call on Thursday, March 10, 2016 at 8:30am.

Similar to the  Ask the Procurement Executive call we did last August, we would like to ask your associations to send us your members top 3 to 5 questions for Roy. Please send your questions to m.oaa.comms@usaid.gov by no later than COB Tuesday, March 1st. We will also be soliciting questions through our  @USAIDBizOpps twitter handle .
