EHR INCENTIVE PROGRAM UPDATES
New! Psychiatric Clinical Nurse Specialists (PCNS) Are Now Eligible for the Medicaid EHR Incentive Program

The  Massachusetts Medicaid EHR Incentive Program recently received approval from The Centers for Medicare and Medicaid Services (CMS) that  Psychiatric Clinical Nurse Specialists (PCNS) will now be eligible to participate in the incentive program as  Eligible Professionals (EPs). The inclusion of PCNS makes the EHR incentives more widely available to the Behavioral Health sector.

The Medicaid EHR Incentive Program provides financial incentives to Adopt, Implement, or Upgrade (AIU) and demonstrate  Meaningful Use (MU) of Certified Electronic Health Record Technology ( CEHRT).

Alert Program Year 2016 is the last year EPs, including PCNS, can initiate program participation. Therefore, in order to receive any incentives, PCNS must start participating in 2016. PCNS who join this program year can earn incentives for up to 6 years.

To participate, interested PCNS will need to register and then attest to either AIU or Meaningful Use in Program Year 2016:
  • PCNS can start Program Year 2016 attestation on August 15, 2016. The deadline to complete the attestation is March 31, 2017.
MeHI is pleased to announce a webinar series designed to assist PCNS and their organizations in understanding the incentive program requirements. The following topics will be discussed in detail: 
  • Registration & Special Enrollment for PCNS
  • Patient Volume Threshold (PVT) Requirements
  • Adopt, Implement & Upgrade (AIU) to Certified EHR Technology (CEHRT)
Organizations that already participate in the program only need to get acquainted with the registration and Special Enrollment for PCNS, and are advised to attend at least the first webinar.

Organizations new to the program need to become acquainted with the AIU, MU and PVT requirements, registration, Special Enrollment, and attestation. They are advised to attend all webinars.

Program Year 2016 is the Final Opportunity to Initiate Participation in the Medicaid EHR Incentive Program

Don't miss out on incentives! Program Year 2016 is the final year that an organization can initiate participation in the Medicaid EHR Incentive Program. Once a provider or organization has made the initial step, they can earn incentives for up to 6 years.

The deadline to initiate participation for Program Year 2016 is March 31st, 2017. 

MeHI has tools and resources available to help you in the process:

Start collecting data now in order to attest by March 2017.

CMS Proposed Rule on 90-Day EHR Reporting Period in 2016

CMS is proposing a 90-Day EHR reporting period in 2016 for all Eligible Professionals, Eligible Hospitals, and Critical Access Hospitals. The agency has stated that the change would further assist healthcare providers by increasing flexibility in the program. The EHR reporting period would be any continuous 90-day period between January 1, 2016 and December 31, 2016. 

Keep in mind this is a proposal. We recommend that you still prepare for a 365-day reporting period until the proposed rule becomes final.

ONC Posts New Resources to Promote and Support Emergency Medical Services Usage of Health Information Exchange
Health Information Exchange and other Health IT tools can significantly improve the pace and efficiency of EMS providers relaying vital patient data to hospitals and emergency care departments. This patient data can prove advantageous when shared prior to a patient's arrival, provide decision-making support during evaluation and treatment and contribute to care coordination as the patient transitions to the next care setting.

These two ONC documents are intended to bring an awareness and understanding to the importance of health information exchange between providers, specifically between Emergency Medical Services and Hospital Emergency Departments:
In Massachusetts, two use cases funded through MeHI's  HIway Implementation Grant program highlight the benefits of HIE. EasCare Ambulance Service LLC worked with Boston Healthcare for the Homeless to use HIE to make smoother transitions and a group of Merrimack Valley providers collaborated on a Health IT project to improve patient care coordination after emergency room visits .

MeHI has developed Use Case Toolkits to help providers develop HIE projects like these.
