We are pleased to announce that USAID is currently piloting an end-to-end paperless Acquisition and Assistance (A&A) process via
FedConnect, a Government Acquisitions and Grant Portal.
The Agency's goal for this pilot is to automate the A&A process as much as possible to help streamline the Procurement Action Lead Time (PALT) and make it easier for our partner community to submit proposals and applications. Assuming the pilot deployments are successful, it is our plan to deploy FedConnect throughout all of the USAID by the end of 2016. Currently, the pilot organizations will include opportunities from DCHA/DRG, USAID/Dominican Republic and USAID/Southern Africa, and we anticipate the first opportunity to be posted to FedConnect by mid-August 2016.
Utilizing the FedConnect portal will prompt a business process change to how USAID will advertise and receive proposals and will require vendor registration. The solicitation will be advertised on FedBizOpps and posted on the FedConnect web site -
www.fedconnect.net
. Offerors must submit their proposals electronically via the FedConnect portal and web site - no longer through FedBizOpps. Proposals submitted electronically on FedConnect will be automatically downloaded into USAID's Global Acquisition & Assistance System (GLAAS) where they will be accessed by the Contracting Officer and the A&A Specialist.
Vendors and Grant Applicants will need to register with FedConnect to receive and submit proposals. In order to register on FedConnect, you will need a DUNS Number and a System for Award Management (SAM) Marketing Partner ID (MPIN). FedConnect registration is an easy and speedy process, and FedConnect registration does not expire or require annual updating.
