MUNICIPAL SECURITIES RULEMAKING BOARD
MSRB board meeting to discuss modifications to its rule proposal to require municipal securities dealers to disclose certain mark-ups on retail customer confirmations.  The mark-up disclosure proposal initiative, slated to be completed before FINRA's CEO Richard Ketchum retires this summer, is intended to shed more light on investor transaction costs and dealer compensation. The board is working in collaboration with FINRA to ensure that its standard is consistent with the FINRA standard for broker-dealers selling corporate securities.  The board also plans to discuss 
  • comments received on its proposed regulatory guidance on how municipal securities dealers price bonds and calculate their compensation
  • comments received on its concept release regarding whether its new powers under Dodd Frank enable it to require municipal advisors to make bank loan disclosures. It will also address 
  • possible amendments to MSRB recordkeeping rules, ABLE program interpretations, market transparency updates, and possible uses for its organizational reserves.

CONSUMER FINANCIAL PROTECTION BUREAU
CFPB Director  Richard Cordray will discuss debt collection at a field hearing in Sacramento, California. The  CFPB is developing proposed rules to increase consumer protections in the debt collection market and has said  it's looking at accuracy of information used by debt collectors, how to ensure consumers know their rights, and the communication tactics collectors use.  CFPB hearings are often accompanied by rule-making announcements.
