There did not seem to be a good way to make this announcement during the COVID efforts and all the communication. I will continue to support communication as she takes over responsibilities. With all the uncertainty and challenging information we receive daily, please forward any content you feel appropriate that may bring connection and a smile to your Advanced Practice colleagues.

Please Welcome Ivette Becerra-Ortiz the new Associate Chief of Advanced Practice at UCSF Health beginning May 18th, 2020
Ivette joins us from Stanford Children’s Health where she worked as the Director of Care Management (8 years), International Medicine (2 years), and an Implementation Scientist (2 year).  She oversaw care providers managing patient progression throughout the continuum of car from inpatient and outpatient, with an emphasis on healthcare utilization management and coordination of care.  She also directed medical referrals, ongoing care, and stewardship of international clientele, and promoted the integration of research findings and evidence into health care policy and practice. Ivette worked as a Pediatric Nurse Practitioner (10 years), Director of Operations (5 years), and Director of Nursing (2 years) at Fair Haven Community Health in New Haven Connecticut (a federally-qualified health center). She has taught graduate level courses at the Yale School of Nursing and undergraduate nursing classes at California State University, San Jose. Ivette received her Doctorate of Nursing Practice from California State University, her Master of Science in Nursing and a Master’s in Public Health and Epidemiology from Yale University. Ivette will report to Sheila Antrum until the chief nursing executive is hired.

Messages from Governor Newsom regarding the CA Health Corps and Executive Order N-39-20 issued April 14, 2020 affecting NP and PA and CNM practice.
Under California law, physicians can supervise a maximum of four nurse practitioners or a combination of PAs and CNMs and NPs, up to 4 who have prescribing authority. In the waiver issued today, that ratio has been eliminated for the next 60 days. This action expands nurse practitioners’ and other providers's the ability to provide care in areas with fewer physicians and allows for greater flexibility depending on practice and care setting.

Important Message from HR you may have missed
Changes Coming When AYSO Freezes on April 24 – As part of UCSF’s transition to UCPath, At Your Service Online (AYSO) will become read-only starting April 24. As a result, several actions that employees could previously take in AYSO will be unavailable, including:
 
  • Updates to employee information, including personal information, tax withholding, and direct deposit.
  • Initial enrollment in benefits for new employees with period of initial eligibility (PIE) between April 24 and May 31.
  • Employees will still be able to view and print historical information contained in AYSO such as pay statements and tax documents for periods prior to UCPath implementation. Links to external sites such as Wageworks, UCRAYS, and other benefits providers will continue to be available.
Employees should make changes to their Information before April 23. All employees are encouraged to verify and update their personal information in AYSO by April 23, before data conversion to UCPath. Employees who receive paper paychecks should confirm that their home address is current, as this will be the mailing destination for paychecks. After April 23, employees must wait until June 1 to make changes to their information, when they will use the self-service features available in UCPath online.

Old Dot Phrase is now a SMART BLOCK ACROSS AMBULATORY AND INPATIENT SETTINGS: .APPNOTE
I have provided the TIPSHEETs which are essentially the same workflow as previously existed but looks a little different. If your service does not auto-populate the dot phrase, simply manually type it in as you have been doing. It does not work in non-billable documentation such as telephone encounters at this time. We hope we have an APEX fix and have this automatically embedded in all note types but currently only practices that adopt the standard new patient and follow up patient templates will have this feature. Currently this workflow will not work for other encounter types such as telephone encounters or other non-billable activities. We need to wait until the Instance Merge has passed the 30 day mark. I appreciate your flexibility as we improve and ease this documentation workflow that recognizes your contributions to patient care.

Medicare is Expanding Telehealth Services During Coronavirus Pandemic
As part of its response to the coronavirus pandemic, the federal government is broadly expanding coverage of Medicare telehealth services to beneficiaries and relaxing HIPAA enforcement. This will give doctors the ability to provide more services to patients remotely. 
Medicare covers telehealth services that include office visits, psychotherapy, and consultations provided by an eligible provider who isn't at your location using an interactive two-way telecommunications system (like real-time audio and video). Normally, these services are available only in rural areas, under certain conditions, and only if you’re located at one of these places:
  • A medical office
  • A hospital
  • A critical access hospital (CAH)
  • A rural health clinic 
  • A federally qualified health center
  • A hospital-based dialysis facility
  • A skilled nursing facility
  • A community mental health center
Under the new expansion , Medicare will now pay for office, hospital, and other visits provided via telehealth in the patient’s home. physicians, nurse practitioners, clinical psychologists, and licensed clinical social workers will all be able to offer a variety of telehealth services to their patients, including evaluation and management visits, mental health counseling, and preventive health screenings. In addition, relaxed HIPAA enforcement (the law governing patient privacy) means providers may use technologies like Skype and Facetime to talk to patients as well as using the phone.

Dr. Jay J. Beebe has been appointed by the California Board of Registered Nursing as an Expert Practice Consultant in the specialty of Nurse Anesthesia. 
The Board of Registered Nursing is an administrative agency within the Department of Consumer Affairs. The mission of the Board is to protect consumers through proper licensing of registered nurses (RN) and vigorous, objective enforcement of the Nursing Practice Act (NPA). The Board’s Enforcement Program investigates and disciplines California RN licensees who violate the NPA. The primary purpose of the program is to protect the public from incompetent, negligent, unsafe (e.g., dangerous behavior), dishonest, or impaired RNs. The role of an expert witness is extremely important. The expert witness not only identifies whether an RN has deviated from the standards of nursing practice or is responsible for unprofessional conduct, but also testifies at any hearing that may result from their expert assessment.
THE UCSF HEALTH PICU TEAM SUPPORTS COLLEAGUES IN NYC
In less than 24h, the UCSF PICU TEAM raised over $1200! What an amazing and generous group effort. They successfully sent pizza to the Montefiore PICU and arranged lunch for New York Presbyterian Columbia PICU as well as NYP Cornell PICU next week. They are waiting to hear back from New York University and Memorial Sloan Kettering! They continue to take donations as they reach out to more PICUs in the NYC area. What we are doing makes a difference! Mount Sinai has received so much from people like us that they're doing their own fundraising and sending pizza to neighboring hospitals in NJ!

Emotions and Lightening the Load
There are many emotions that have come with this pandemic, uncertainty, anxiety, foreboding, fear, guilt, anger, grief, gratitude, courage, relief.... If you too are feeling them, sometimes all in the same day, you are completely normal.
When our colleagues create a video like this from the Respiratory Screening Center at Parnassus, it brings sheer joy that cuts through the rest for a moment, a very welcome feeling.
For that, thanks to Paul Nadler, Tanya Roman and their awesome team for this One Good Thing. Above all, thanks for their and everyone's service to our patients during this time.

Schwartz Rounds offer healthcare providers a regularly scheduled time during their fast-paced work lives to openly and honestly discuss the social and emotional issues they face in caring for patients and families. The focus is on the human dimension of patient care. Clinicians and staff have an opportunity to share their experiences, thoughts and feelings on thought-provoking topics drawn from actual patient cases. The premise is that health care providers are better able to make personal connections with patients and colleagues when they have greater insight into their own responses and feelings

UCSF has many parts of the organization involved in this process. Their school needs an affiliation agreement with UCSF, they need health screening to be completed, they require online training for Health and Safety and APEX, and sign a HIPPA form.

IMPORTANT - RELATED TO YOUR DEA LICENSE
If your DEA license was issued in another state, you need to go online to the DOJ website and change the location to California. Your DEA needs to be in the state where you practice as all state laws are different.  YOU DO NOT HAVE TO PAY FOR DEA LICENSE OR RENEWAL AS YOU WORK FOR A PUBLIC INSTITUTION.

Very IMPORTANT message from BRN: They will no longer alert you via mail regarding license expiration. They will only contact you via email. It is your regulatory responsibility to ensure your contact information is accurate and up to date and you can be fined. As of Jan 1st, 2016 if you were licensed in California prior to March 1st, 2009 you are required to resubmit fingerprints via the new Live Scan Service. If your renewal seems to be in limbo for unclear reasons, this may be why. After Jan 2018, you will no longer receive a card license. Verification if online only.

Renewal Applications Online to the DEA
REVISED ANNOUNCEMENT REGARDING RENEWAL APPLICATIONS
Starting January 2017, DEA will no longer send its second renewal notification by mail. Instead, an electronic reminder to renew will be sent to the email address associated with the DEA registration. At this time, DEA will otherwise retain its current policy and procedures with respect to renewal and reinstatement of registration. This policy is as follows: If a renewal application is submitted in a timely manner prior to expiration, the registrant may continue operations, authorized by the registration, beyond the expiration date until final action is taken on the application.
DEA allows the reinstatement of an expired registration for one calendar month after the expiration date. If the registration is not renewed within that calendar month, an application for a new DEA registration will be required. Regardless of whether a registration is reinstated within the calendar month after expiration, federal law prohibits the handling of controlled substances or List 1 chemicals for any period of time under an expired registration.
