Superintendent Update
Looking forward to 2nd Semester

Second semester is underway! The Hallsville School District is incredibly proud of our students and staff in responding to the pandemic and implementing the district's return to school plans, which were crafted to slow and reduce the spread of COVID-19 in an effort to keep everyone healthy and keep our schools open. As a result of these efforts, our schools were not required to close during the fall semester.

Please help us in our ongoing efforts to both reduce the spread of the virus and also keep school in session by ensuring your family is vigilant in observing both CDC guidance and local health orders. These include but are not limited to:

  • Check for symptoms daily and stay home when you are feeling unwell
  • Encourage consistent hygiene practices like handwashing and covering coughs and sneezes
  • Adhere to physical distancing recommendations, especially outside of your household
  • Wear face coverings when six-foot physical distancing cannot be maintained
  • Avoid touching your eyes, nose, and mouth with unwashed hands
  • Limit mass gatherings to twenty or fewer people
  • Follow all isolation and quarantine directives issued by the county health department 
  • Adhere to such guidance and recommendations even when outside of Boone County

With diligence, we will continue to provide in-seat learning opportunities for our students throughout the remaining months of the school year. By working together as a community, we can keep one another healthy and keep our students in school. We appreciate your continuing support and partnership.

Winter Weather
Preparing for the Season

As winter weather is well underway, there are several ways Hallsville notifies the community of weather-related 2-hour delayed starts, cancellations, closings, or early dismissals. Whatever decision is made, it is made based on the best information available and in the best interest and safety of our students and staff. With this in mind, we encourage you to create a plan for your family in the event of a school 2-hour delay, cancellation, or early dismissal.

Hallsville App Notifications: Probably the most convenient way for a parent or community member to receive school cancellation information is by downloading the free Hallsville R-IV app from the Google Play or iTunes store. This way, when the school message is sent out, you don't have to answer a phone call or check a voicemail because the notification pops up right on your phone. Be sure that you set your personal phone notifications to recognize when a message is sent. 


Automated Calling & Email System: We use our School Messenger automated system to make calls and send emails using phone numbers and email addresses in our student information system. If you need to update your information, please contact the building level secretaries. 
 
Social Media: We will post to our Facebook and Instagram as soon as the calling and app notifications have been sent. 
 
Local Media: Look for notifications on local stations: channel 8 KOMU-TV, channel 17 KMIZ-TV, channel 13 KRCGTV, and radio outlets: KFRU AM, KCLR/Y107 FM, KWWR, KRES.

NHS Blood Drive
Wednesday, January 20

HHS National Honor Society is hosting an American Red Cross Blood Drive on Wednesday, January 20 from 2:30 p.m. - 6:30 p.m. at the Hallsville Community Center. You can register by calling 1-800-RED-CROSS or online here.

As we enter the second semester, it is important to remember the COVID-19 Parent Checklist and the COVID-19 Student Checklist shown below. If your student has experienced one of the following symptoms that otherwise can not be explained within the last 14 days, they are recommended to stay home from school. If your student is going to be absent, please make sure to inform their school building!  
Board of Education
December Highlights

Below are highlights of items discussed during the open session of the Wednesday, December 16 Board of Education Meeting. The full agenda with document links is available on the district website or you can read the full highlights here. The next regular session meeting is scheduled for Wednesday, January 20, 2021, in the secondary cafeteria.  

RECOGNITIONS
Lori Lockwood, Betsy O’Day, Shaunna Woods, & Nikki Klasing were recognized for their hard work and dedication during this time. Each teacher is doing an incredible job of teaching online during this time and continuing to provide a quality education to students. 
Nicole Turner, the Primary nurse, was recognized for going above and beyond this year. She has ensured primary families and staff are following proper COVID-19 procedures and has taken the time to answer questions.  
The Special Education team was recognized for their efforts during this school year. IEP plans have all been rewritten to include a Distance Learning Plan and how they would service students in the event of a closure or if a student was in quarantine. Staff have also worked with students who enrolled in virtual learning to continue providing them with services.  

Faculty and administration are committed to providing rigorous, high quality curriculum and instruction that meets the educational needs of all students. With each program evaluation, strengths, concerns, and future recommendations are reviewed.  

County CARES Act Funding
Earlier in 2020, Boone County received over $21 million in CARES Act funding. The County Commission has reviewed and prioritized requests for funds and established allocations to all Boone County school districts in the amount of $100 per pupil. Based on our September count, this results in a total allocation to the Hallsville School District of $139,400. The funds may be claimed for reimbursement of pandemic-related expenditures in seven categories. Expenditures must have been incurred between March 1 and December 30, 2020. The district has identified expenditures within the seven categories to claim reimbursement for the full allocation including all tuition and licensing costs for our fully virtual students (Launch, Mizzou Academy, and Seesaw app), salaries and benefits for two of the teachers for our fully virtual students, the other half of wi-fi project submitted to the state this fall (was 50-50% match grant), and a portion of the cellular hotspots the district secured in the spring. 

School Resource Officer
The district was informed that all School Resource Officers supplied by the Boone County Sheriff’s Department would be reassigned to other duties within the department, effective at the end of last semester. This represents a significant loss to our schools, as Officer Burkholder was integral and invaluable to the operation of our district. We have commenced discussions with the Hallsville Police Department to coordinate with law enforcement as we head into the new year. The City of Hallsville and the Hallsville Police Department submitted a proposal to the district to share the cost of an SRO from the HPD. At this time, no decision has been made regarding the proposal.  

Assessment and Accreditation
The State Board of Education approved moving forward with the administration of state accountability tests (MAP and EOC) during the coming spring semester of 2021 but indicated results should not be used for accountability and accreditation purposes.

Ag Ed Dual Credit
Agriculture Education teacher, Caleb Martin, has been working closely with Missouri State University over the past few months. We are happy to announce that our upper-level Ag Ed students will now be eligible to earn dual college credits in the following courses: Ag Business, Ag Leadership, Animal Science, and Greenhouse Management.

Athletics & Activities
The department is currently streaming events held in the west gym using a programmable camera from HUDL. The video feed can be viewed on the district’s YouTube channel for free. 

Extension of COVID Leave
The federal COVID-19 leave act expired on December 31, 2020. As a result, employees who test positive or who are quarantined after the first of the year will no longer have access to any unused leave benefit provided by the legislation. The Board of Education approved an extension of the current COVID-19 FFCRA leave options through January 31, 2021

In fall 2020, an online survey was made available to residents of the Hallsville R-IV School District via a link sent by the district to parents and posted on the district’s communication platforms. A total of 643 residents responded. An overview of the survey was presented to the board and you can view the full results here. The district will move forward with creating a facilities committee to review and analyze the results for next step planning. 

This was the second reading of policy updates. Policies were approved by the Board and went into effect immediately. 

Capital Expenditures
A number of capital purchases were presented for Board consideration. The expenditures would meet a variety of campus needs: securing the exterior entrance at the northeast corner of the north gym, continued improvements to campus restroom facilities, replacement of two failing floor scrubbers, replacement of two failing mowers, and the purchase of a Gator for the maintenance department. All proposed expenditures were approved by the Board.

Free Meals for Children
Sign Up Today! 

You can still enroll your child in our free lunch and breakfast service! Even if you only need meals for a week or two, have children in your household ages 1-18, you can sign up for free meals! Meal pick-up is 10:00 a.m. to 10:30 a.m. in the front parking lot of Hallsville Intermediate School on Mondays. If school is not in-session on Monday, food pick-up will be on Tuesday. Please sign up by the Friday before so we can be prepared!

Community Events & Resources

Free counseling for Boone County youth and families is available through FACE, the Family Access Center of Excellence of Boone County. FACE will help youth (ages 0-19) and their families connect to services such as mental health, social services, parenting support, and activities for home during these challenging times. All of their services are free. You can click the flyer link above for more information or call 573-771-3223 to connect to FACE directly. 

Check out a list of kid’s events happening at Daniel Boone Regional Library! Programs for January include beginning chess lessons, live concerts, and workshops for parents! 

The Food Bank of Central & Northeast Missouri is providing food at no charge to those in need. The Hallsville Drive-Up Pantry is scheduled on the fourth Tuesday of every month from 3:30 - 5:30 p.m. at Hallsville Baptist Church. Please contact the church at 573-696-3621 the third week of the month to set up an appointment.
