SAMHSA Issues Final Rule Updating Substance Abuse Confidentiality Regulations

The Substance Abuse and Mental Health Services Administration (SAMHSA), part of the U.S. Department of Health and Human Services (HHS), has finalized proposed changes to the Confidentiality of Substance Use Disorder Patient Records regulation, 42 CFR Part 2, aimed at supporting payment and healthcare operations activities while protecting the confidentiality of patients.
The finalized ruleposted to the Federal Register on Tuesday, where it is available for review, builds on changes to 42 CFR Part 2 made last year. In a final rule published last January, SAMHSA updated 42 CFR Part 2 rules by allowing patients to provide a general disclosure for substance abuse information, rather than limiting authorization to a specific provider.

Upcoming CHRC Meetings 

February 2018
The February meeting of the Community Health Resources Commission is scheduled for Thursday, February 8, 2018 at 10:00 am.  This meeting will be conducted via conference call.  The toll-free number is 866.247.6034. The conference code is 4102607046.   This meeting is open to the public.  Participation (ability to ask questions) will be available only to CHRC Commissioners.

March 2018
The March meeting of the Maryland Community Health Resources Commission is scheduled for Tuesday, March 13, 2018 at 1:00 pm. This meeting is open to the public and will be held in the House of Delegates, Room 150, 6 Bladen Street, Annapolis, MD 21401.
The Agenda will include presentations by the selected applicants for the Commission's FY 2018 Call for Proposals.

CHRC participates in second annual legislative forum hosted by Maryland Rural Health Association
 
On January 23, the Maryland Rural Health Association (MRHA) hosted its second annual legislative forum in Annapolis. Invited guests who spoke at the forum included Maryland Health Secretary Bobby Neall, Senator Mac Middleton, Delegate Sally Jameson, and Senator Addie Eckardt, who received the "2018 MRHA Rural Health Legislator of the Year Award" for her leadership in championing rural health priorities. 
 
Dr. Allan Anderson, Chairman, Maryland Community Health Resources Commission, spoke at the forum and described the impact of the CHRC's 99 grants totaling $26.6 million to support programs in Maryland's rural communities.  These grants have collectively served more than 75,000 Marylanders and are highlighted in a  white paper released by MRHA.

CHRC invited to present to the Health and Government Operations Committee
 
On January 24, the CHRC was invited to present on its grants supporting dental programs to the Health and Government Operations Committee in the Maryland House of Delegates (click here for presentation).  The CHRC has awarded 36 grants totaling $7.2 million for programs that have provided dental services to 55,000 Marylanders.  Click here to learn more about CHRC dental programs.

CareWrap reduces avoidable hospital utilization in Maryland's Lower Shore

Lower Shore Clinic (LSC), an integrated primary care and behavioral health provider, received a 15-month grant in 2016 from the CHRC to implement the CareWrap Program that targeted individuals with behavioral health needs who present at the Peninsula Regional Medical Center (PRMC) ED in high volumes. In collaboration with PRMC staff, LSC provided intensive case management and other health services for these individuals in a community setting, post-hospital discharge. The grant ended in June 2017 having served 63 individuals. PRMC has continued to fund the program due to the program's success. Chesapeake Regional Information System for our Patients (CRISP) calculated a 6-month pre vs 6-month post comparison for the patients in the program and concluded that the CareWrap program achieved $923,594 in cost avoidance (the grant from CHRC was for $120,000). This includes the cost of appropriate health care services to help patients' well-being during the 6 months post data.

Anne Arundel County Department of Health implements the Reach-PLUS dental program

The Anne Arundel County Department of Health recently launched the Reach-PLUS Dental Program, which targets individuals who visit hospital emergency departments for dental conditions and links these individuals to dental care in the community.  The program is supported with a two-year grant from the CHRC and involves a collaboration among Anne Arundel Medical Center, University of Maryland Baltimore Washington Medical Center, and community dental providers. The project's goal is to reduce preventable dental-related ED visits in Anne Arundel County.  The launch of the program was recently highlighted in the  Capital Gazette and the Edgewater Patch.
