Port Authority of New York & New Jersey Approves Major Rehabilitation of Holland Tunnel

The Holland Tunnel will undergo a major rehabilitation and resiliency project to repair and restore critical mechanical, electrical and plumbing systems caused by Superstorm Sandy.  The $364.2 million project will also include installation of protective measures to mitigate future flooding. 2012 Superstorm Sandy filled the tunnel with 30 million gallons of water and caused major latent salt damage to many systems within the facility.   Work is expected to begin in the second quarter of 2019 and will take approximately 5 years to complete.  To read the full article in New Jersey Business.
FMCSA Offers  Additional Transition Guidance
for the April 1st Full Enforcement Date

The U.S. Department of Transportation (DOT) FMCSA announced that roadside compliance, including the ELD rule, has been steadily increasing, reaching a high of 96% according to most recent available data. Beginning April 1st, full enforcement of the ELD rule begins.  Carriers that do not have an ELD when required will be placed out of service.  The driver will remain out-of-service for 10 hours in accordance with the Commercial Vehicle Safety Alliance criteria.  The driver will then be allowed to travel to the next scheduled stop, but should not be dispatched again without an ELD.  If the driver is dispatched again without an ELD, the motor carrier will be subject to further enforcement action.

"We continue to see strong compliance rates across the county that improve weekly," said FMCSA Administrator Ray Martinez.  "We will use the following 90 days to ensure we publish more helpful guidance that all operators will benefit from."  Find more information on ELDs here.
New Jersey Governor Announces $161 Million in Department of Transportation Municipal Aid Grants

Governor Phil Murphy is awarding the New Jersey DOT with the largest amount of Municipal Aid grants in state history, crediting the recent gas tax increase with more than doubling the amount of funds for road and bridge safety improvements.  These grants will allow towns across the state to advance these improvements without relying on local property tax monies.

505 municipalities will be receiving an award.  Each county will be apportioned a share of the total funding based on population and the number of local centerline miles.  The full list of towns and awards can be found here.
