As part of our ongoing efforts to combat CAGE Compromisers, we are instituting a cap on the amount of quotes that vendors can submit on DIBBS in a 24 hour timeframe unless they are added to a Trusted Supplier Table. 
 
We've been experiencing extreme volume of bogus quotes from suspect actors recently and this enhancement will help us handle this tactic. 
 
We've prepopulated the Trusted Supplier Table with known legitimate entities that produce a high volume of daily quotes.  In the event we've missed a legitimate firm, there is a notice provided as to how they can contact us to evaluate their ability to submit a high volume of quotes.  We're confident that almost all legitimate high volume quoters have been identified so think any impact to legitimate firms will be minimal.

Office of Federal Contract Compliance Programs
A Directive (DIR) is intended to provide guidance to OFCCP staff or federal contractors on enforcement and compliance policy or procedures. A DIR does not change the laws and regulations governing OFCCP's programs and does not establish any legally enforceable rights or obligations.

Effective Date: February 27, 2018

SUBJECT: Use of Predetermination Notices (PDN)

  1. PURPOSE: To establish the consistent use of PDNs for discrimination cases, both individual and systemic.
  2. REFERENCE: Federal Contract Compliance Manual (FCCM) (October 2014).
  3. AFFECTED POLICY: FCCM, ยง 8E, Predetermination Notice (October 2014).
BACKGROUND: A PDN is a letter that OFCCP uses to inform federal contractors and subcontractors ("contractors") of the agency's preliminary findings of employment discrimination. In recent years, OFCCP has typically reserved use of the PDN for systemic discrimination cases and permitted regional and district offices discretion in whether to issue the PDN prior to issuing a Notice of Violation (NOV).

As part of OFCCP's ongoing efforts to achieve consistency across regional and district offices, increase transparency about preliminary findings with contractors, and encourage communication throughout the compliance evaluation process, OFCCP is instituting a uniform approach to the use of PDNs in compliance evaluations where the agency believes discrimination findings may exist.

This directive is intended as interim guidance until OFCCP revises the FCCM to reflect this change.

Memorandum from the Office of Under Security of Defense 
 
Subject: Update to Contract Payment Instructions

On December 1, 2017, the Department's Procedures, Guidance and Information (PGI) Section 204.7108 was changed to update the way payment instructions are carried in contracts. Prior to this change, contracting officers were required to provide specific payment instructions to determine how costs will be allocated for multi-funded contracts, cost contracts, and contracts with progress payments. This approach resulted in incorrect payment instructions often being entered on the contract award, negatively impacting payment processing. Payment instruction errors were the third most common cause of contract deficiency reports, even though payment instructions are required on only about 10% of awards.

GSA hopes to have major policy update to schedules ready for 4th quarter buying spree

When the General Services Administration finalized a major policy change to the multiple award schedules program in January, industry and agency customers alike were excited.

Little did they know, actually adding order level materials or other direct costs to the IT schedule or professional services schedule was still months away.

This is because officials from the Federal Acquisition Service say each of the schedules have to update their own policies and procedures to include OLMs and ODCs.
