SecurityFence Security Fence
Crews are focusing on parking lot construction while the final layout of the fence is determined. The lot pictured above is next to the City-owned t-hangars. A second parking lot is being installed near the CAF. Both will be available to the public.

The 4' high fence will serve to protect against incursions from visitors who do not require ramp access. A total of five (5) electric gates will allow tenants to access their aircraft. Pedestrians will be able to access the ramp via openings at various points in the fence.

We anticipate the project to be complete within three to four months.

waterlineWater Line Upgrades
The City of San Marcos will be upgrading the Airport's water line from 8" to 12" to better accommodate the needs of existing and future tenants. Sections of the 8" wastewater line that are beyond repair will be replaced at this time.

The project will include the realignment of the drive to the Air Traffic Control Tower to aid in drainage and to repair failing pavement.

The anticipated start is end of April with the project wrapping up in Fall 2016.

RunwayRunway 13/31 Project
As long as temperatures cooperate, we anticipate a coal tar seal to be applied in the next two weeks. Following the 30 day cure time, final striping will occur and the runway will be permanently opened.

We're still in the queue for an FAA flight check on the PAPIs.

In the meantime, Runway 13/31 is open with the temporary striping. Permanent hold short lines on Taxiway Juliet have been installed.

PCLPilot Controlled Lighting
In conjunction with the Runway 13/31 project, a full replacement of the broken PCL system began today. Crews anticipate the system to be in working order by the end of this week.

For the rest of the week, runway lights will be set to medium intensity and PCL will be out-of-service until the repairs are complete, at which time the NOTAM will be removed.

CAPTexas Wing Flight Competition Exceeds Expectations
On Saturday, February 26, fifteen Civil Air Patrol officers took to the skies over the hill country for a chance to win the first annual Texas Wing Flight Competition. The three person aircrew from Texas Group 5 (San Antonio region), who held home field advantage, ended up with the trophy after a rigorous day of flying, inspections and tests.

"Excellent flight planning, quickly accomplished in this high tempo and realistic environment, was key to our success," said Lieutenant Colonel Roger Corbin, the Mission Pilot of the winning team. Lt. Col. Mike Duc served as the Mission Observer and Major Jan Wagner rounded out the crew as the Mission Scanner. "Crisp inflight crew coordination won the day," added Corbin.

Texas Wing Group 3 (Dallas region) came in second place for the competition, and Group 4 (Houston region) finished in a very close third.

The big winner of the day, however, was the Civil Air Patrol as a whole.

Since Russell Stallings' untimely passing last September, JD and Laura Casteel are hard at work to continue the Southwest Texas Aviation legacy.

Since January, the hangar located at 1813 Airport Drive has been open and active as the pair settles into life at KHYI.

(We have received many inquiries into Mr. Stallings' second hangar located at 1815 Airport Drive. Effective March 3, the hangar's ownership has reverted to the City and has been cleared of all contents. We will begin accepting rental bids in short order. A notice will be sent via this newsletter when that process is underway.)

Fact: TAP has not recommended to Council, nor has Council recommended to TAP, that ramp fees be imposed on based or transient aircraft. Additionally, no landing fees have been proposed.
