WCA LEGISLATIVE EXCHANGE THIS WEEK IN MADISON 

The Wisconsin Counties Association will hold the 2018 WCA Legislative Exchange February 6-7 at the Madison Concourse Hotel.

County officials will gather to discuss the important issues that are facing counties around the state. This year, the agenda is full of legislative leaders and top government officials discussing relevant issues.  

Highlights of the two-day event include a Legislative Leadership Roundtable on Wednesday, February 7 at 8:35 a.m. featuring Robin Vos, Speaker, Wisconsin State Assembly; Gordon Hintz, Minority Leader, Wisconsin State Assembly; Scott Fitzgerald, Majority Leader, Wisconsin State Senate; Janet Bewley, Assistant Minority Leader, Wisconsin State Senate; Mark D. O'Connell, WCA Executive Director (Moderator)

At 10:30 a.m. on Wednesday, Governor Walker will speak to attendees.

Senate Bill 674 - limited release of mental health information to out-of-home care providers and child welfare agencies. WCA is monitoring this bill.

Senate Bill 445/ Assembly Bill 538 - transfer for emergency detention and warning of dangerousness. WCA is monitoring this bill.

Senate Bill 5/ Assembly Bill 29 - practice requirement for licensure as a clinical social worker. WCA is monitoring this bill.

Senate Bill 6/ Assembly Bill 30 - examinations for certification or licensure by the Marriage and Family Therapy, Professional Counseling, and Social Work Examining Board and requiring the exercise of rule-making authority. WCA is monitoring this bill.

Senate Committee on Labor and Regulatory Reform , 10:00 a.m.
Assembly Bill 384 - the expiration of administrative rules. WCA is monitoring this bill.

Senate Bill 745 - deference by courts to agency interpretations of law, notice and comment requirements for guidance documents issued by agencies, and agency rule-making authority. WCA is monitoring this bill.

Assembly Committee on Environment and Forestry, 10:00 a.m.
Assembly Bill 686 - testing of private wells, compensation for well contamination and abandonment, granting rule-making authority, and making an appropriation. WCA supports this bill.

Senate Committee on Transportation and Veterans Affairs, 9:30 a.m.
Senate Bill 765/ Assembly Bill 716 - municipal welcome signs in the highway right-of-way. WCA is monitoring this bill.

Senate Committee on Education, 9:00 a.m.
Senate Bill 737 - emergency outpatient mental health treatment for minors. WCA supports this bill.

Senate Bill 655 - notice to a school of a permanency review or hearing, notice to a school district of a foster home or group home license or out-of-home care placement, and transfer of pupil records. WCA is monitoring this bill.

Senate Committee on Judiciary and Public Safety, 12:00 p.m.
Assembly Bill 117 - allowing district attorneys, deputy district attorneys, and assistant district attorneys to engage in the private practice of law for certain civil purposes. WCA is monitoring this bill.

Senate Bill 704 - address confidentiality, granting rule-making authority, and providing a criminal penalty. WCA is monitoring this bill.

Senate Bill 549 - dispatcher assisted bystander cardiopulmonary resuscitation and making an appropriation. WCA is monitoring this bill.

Senate Bill 694 - battery of an officer of the court and providing a criminal penalty. WCA is monitoring this bill.

Senate Committee on Revenue, Financial Institutions and Rural Issues, 10:00 a.m.

Senate Bill 507/ Assembly Bill 607 - nonprobate transfers of real estate, the transfer by affidavit procedure for small estates, and the payoff amount in a mortgage payoff statement. WCA supports this bill.

Senate Bill 756 - Telecommuter Forward! community certification and creating a Telecommuter Forward! council. WCA is monitoring this bill.

Senate Committee on Economic Development, Commerce and Local Government, 11:00 a.m.
Senate Bill 712 - the immobilization or removal, impoundment, and disposal of motor vehicles for multiple nonmoving traffic violations. WCA is monitoring this bill.

Senate Bill 627 - qualification of newspapers to receive compensation for publication of legal notice. WCA is monitoring this bill.

Senate Bill 708 - public contracting requirements and donated improvements. WCA supports this bill.

Assembly Committee on Local Government, 1:00 p.m.
Assembly Bill 836 - population standard for populous counties. WCA seeks to amend this bill.

Assembly Bill 713 - conforming a floodplain zoning ordinance to a federal letter of map amendment. WCA seeks to amend the bill.

Assembly Bill 898 - changes to vital records references and procedures. WCA supports this bill.

Assembly Bill 882 - the immobilization or removal, impoundment, and disposal of motor vehicles for multiple nonmoving traffic violations. WCA is monitoring this bill.

Assembly Bill 748 - preventing the state or local governments from requiring any person to accept certain collective bargaining provisions or waive its rights under the National Labor Relations Act or state labor law; prohibiting local regulation of employee hours and overtime, employment benefits, wage claims and collections, an employer's right to solicit salary information of prospective employees, employment discrimination, and professions regulated by the state; and providing a criminal penalty. WCA opposes this bill.

Assembly Committee on Regulatory Licensing Reform, 11:00 a.m.
Assembly Bill 904 - commercial building code administration; county authority regarding certain buildings and safety requirements; carbon monoxide detection in commercial residential buildings; examination requirements for marriage and family therapy, professional counseling, and social work credentials; social worker training certificate term; and granting rule-making authority. WCA is monitoring this bill.

Assembly Bill 905 - various changes to statutes administered by the Department of Safety and Professional Services and attached credentialing boards and requiring the exercise of rule-making authority. WCA is monitoring this bill.
