Does customer service in the Permit Service Center meet customer expectations?  The City Manager reports on progress on our March 25, 2014 audit Constructions Permits - Monitor Performance and Fee Assessments to Ensure Excellent and Equitable Customer Service. Planning implemented 16 of 19 recommendations; software changes are under way to address 3 more.

An underlying theme of our audit findings was that Planning's focus on customer service is to do what it takes to make the customer standing in front of them happy. Planning must address its customer service needs more systematically. That means evaluating program performance to understand the root causes for not meeting established performance goals and for long customer wait times, and ensuring that customers are assessed fees accurately, consistently, and equitably.

Our audits are a catalyst for improving City government; how has the City changed because of our audits? Here's a snapshot of progress made.

 Audits in Progress
  • Code Enforcement Unit
Does the Code Enforcement Unit have the resources and practices needed to enforce City codes? We are assessing staffing levels, case management data systems, policies and procedures.

Why this audit? We identified workload capacity as an immediate threat to the City's operations and strategic planning in our fiscal year 2018 Audit Plan, and plan additional audits to evaluate the City's ability to provide expected and critical services to the Berkeley community.
  • Easy Does It
Is Easy Does It, a nonprofit providing emergency services for disabled Berkeley residents, in compliance with City contract requirements and are they using Measure E and Measure B funds as intended by taxpayers?

Why this audit? We added audits of community agencies to our fiscal year 2017 Audit Plan. Easy Does It was selected because it received one of the largest amounts of City funding for community agencies in fiscal year 2017.

  • City-Issued Credit Card Use
  • Follow Up Audit of Public Works Equipment Replacement Fund
