Sununu Presents State of the State

Republican Gov. Chris Sununu delivered an optimistic State of the State address on Thursday, calling on lawmakers to build upon recent progress in education, regulatory reform, the opioid crisis and other areas.
Sununu cited lower taxes, fewer regulations and increased educational opportunities such as full-day kindergarten and a school voucher proposal as highlights of the last year, and said it's no accident that life in New Hampshire has improved since he took office a year ago. The state is becoming a model of civic engagement, community service and economic opportunity because it embraces policies that put people first, he said.
Looking ahead, Sununu said a program he has been talking about for months, Recovery Friendly Workplaces, will formally launch March 1. Read More...

New Technologies and Economic Development: Electronic Vehicles

While much of our legislative work this session is dominated by immediate issues, such as Medicaid Expansion and the opioid crisis, it is important to look to the future to ensure New Hampshire's economy is positioned to take advantage of new technologies. As a member of the Senate Transportation Committee, I am particularly concerned with the effects of the rapid growth in plug-in electric vehicles. This transformative technology, which may lead to all-electric autonomous cars, buses, and trucks within a few years, requires New Hampshire to develop the needed electronic vehicle charging station infrastructure. For this reason, I have introduced Senate Bill 575, an act relative to electric vehicle charging stations, and Senate Bill 517, an act establishing an electric vehicle charging stations infrastructure commission.
Senate Bill 517 provides statutory language needed right now for the charging stations that have been installed and for future growth of the infrastructure. Read More...

The New Hampshire legislature has passed a law that formally allows New Hampshire residents to participate in online fantasy sports contests for money. HB 580-FN-A was signed into law by Governor Sununu on July 18, 2017 and allows New Hampshire residents to participate in online fantasy sports contests. Fantasy sports contests are online games in which participants assemble virtual teams of real players of a professional sport. The participants are awarded points based on the actual performance of their players in those players' professional sports contests.

NH Center for Public Policy to Shut Down

The New Hampshire Center for Public Policy Studies is shutting down after two decades of diving deep into the weeds of public policy debates in the Granite State.
Founded more than 20 years ago, the center has produced detailed research on policy issues like public school funding, the state budget process and the flow of federal funds to the state. The center has issued reports analyzing the state corrections system, school drop-outs, the potential benefits and drawbacks of casino gaming, the health of the state retirement system, Medicaid expansion and the aging of the state's population.
The center was created as an independent, nonprofit organization in 1996 through the efforts of the state Charitable Foundation, Business and Industry Association, Municipal Association, Chubb Life Insurance Company of America and the University of New Hampshire. Read More...

Budget to be Presented March 21st

On Wednesday, March 21, 2018, I will present the proposed fiscal year 2019 budget to the City Council. The adoption of the City of Dover's fiscal year budget is the single-most important policy decision before the City Council, and among the most significant interests before the community.
The presentation follows months of work to prepare a proposed budget, beginning with the Capital Improvements Program (CIP), adopted by the City Council in December. Over a series of meetings and workshops each fall, the CIP helps prioritize all capital spending of $25,000 or more for items with a useful life of three years or longer. Based on City Council financial policy, funding for these items includes bonding, the annual operating budget or other types of financing. Read More...
