Staten Island PPS Executive Director Awarded the 
Dr. Richard M. Silberstein Award

The annual Dr. Richard M. Silberstein Memorial Lecture and Award was established in 1988 as a tribute to the Staten Island Mental Health Society (SIMHS) founding director, who served in that capacity for 21 years. During Dr. Silberstein's more than two decades of leadership, he dedicated himself to building a network of diverse mental health services for children in our borough, building bridges of help and hope to this vulnerable population.

The Silberstein Award is presented to a person or group to acknowledge their extraordinary service to Staten Island children, especially children with special needs. This year's award was presented to Staten Island PPS Executive Director, Dr. Joseph Conte.

"Joe's vision is to transform the delivery of health care on Staten Island, to make it more accessible, more affordable and more dependable," noted SIMHS President and Chief Executive Officer Fern A. Zagor.  "His vision and his achievements touch every child and family in a positive way, helping them to envision a healthier future that raises the quality of their lives. He is a man of creative innovation and he encourages creativity in everyone he works with."

At the ceremony, a lecture dealing with issues of concern to children, delivered by a distinguished individual in the health or mental health field, preceded the presentation of the award. The keynote speaker this year was Dr. Peter D'Amico, Director of Child and Adolescent Psychology at Northwell Health, LIJ Medical Center. The focus of his presentation was on trauma informed treatment for children and their families.

In previous years, City Council Member Steve Matteo received the award. Other recipients of the Richard M. Silberstein Award include: Borough President Jimmy Oddo, Betsy Dubovsky (2013), Councilwoman Debi Rose (2010), Senator John J. Marchi (2002), City Councilman Jerome X. O'Donovan (2000), Rev. William E. Merryman (1999), the Honorable Judge Holt Meyer (1996), the Reverend Monsignor John T. Servodidio (1995), and Assemblywoman Elizabeth A. Connelly (1989).

The Staten Island Mental Health Society has only one mission: to improve the quality of life for Staten Island children. Their 300 professional and support staff bring the latest evidence-based diagnostic and therapeutic services to Staten Island. SIMHS is a private, not-for-profit agency that has been serving Staten Island children and their families since 1895. They provide assistance to more than 5,000 individuals each year (over one-in-ten Staten Island families) in 20 programs at 21 locations throughout the borough. In addition, they have more than 500 volunteers who contribute 50,000 hours of service.
The First Women's-Only 
Residential Addiction Treatment Facility Coming to Staten Island

Lt. Gov. Kathy Hochul paid a visit to Camelot on the grounds of Seaview Hospital on January 24th to announce the state's plan to develop a 25-bed residential treatment facility on the property exclusively for women suffering from substance use disorders.
 
"What about the women? What about the fact that we lost 27 women this year on Staten Island," Hochul said.  "It is astounding to know that on Staten Island there is no residential facility for women to go to."

Camelot operates several drug treatment facilities around the Island. The future women's facility will be housed on the Seaview Hospital grounds in a separate building near the 45-bed intensive men's residential facility.

"It was inconceivable that at a time when Staten Islanders are overdosing at least once, if not twice a day, that we do not have a women's residential facility here in our borough," District Attorney Michael E. McMahon said. "... But that's the past and the future begins today as we go forward to have this facility."

Staten Island Bupe Detailing Contributes to Increase in Patients Filling Buprenorphine Prescriptions

"The rate of Staten Island residents who filled buprenorphine prescriptions (5.3 per 1,000 residents) was three to five times higher than residents of all other boroughs in 2016" details Epi Data Brief, No. 96. 

The Buprenorphine Detailing Campaign, which has positively contributed to the rise in prescribers and prescriptions filled was created through DSRIP Project 4aiii and carried out by the Staten Island Partnership for Community  Wellness. The detailing campaign was created to help expand the use of medication assisted treatment (MAT) on Staten Island. 

"Buprenorphine has been approved for treatment of opioid use disorders since 2002, and is now available by prescription from physicians, nurse practitioners, and physician assistants trained and approved to prescribe it." The Bupe Detailing Campaign realized early on that  providers who held waivers to prescribe weren't using their waiver, mainly due to stigma around opioid misuse. A toolkit was created with various types of support such as the mentorship program through NYC DOHMH which connects Bupe "champions" with another provider new to prescribing. Many Staten Island providers are now  treating patients with substance use disorders already on their panel; incorporating buprenorphine along with other treatments for chronic illness like diabetes, high blood pressures, etc.

Nutrition Health Literacy Workshops at 
Carmel Richmond and Anderson Neighborhood Center

Bianca, a registered dietitian for Staten Island PPS and  City Harvest , went out to Anderson Neighborhood Center and Carmel Richmond PACE program to teach participants about the  MyPlate  program. Approximately 70 people were in attendance and learned how to make healthy dishes while using some unfamiliar ingredients. Included in the workshop was information about finding affordable, healthy options in their local grocery stores. Everyone had a great time learning and even enjoyed delicious, healthy food!

2018 DSRIP Annual Learning Symposium

The annual statewide Learning Symposium convenes the Performing Provider Systems (PPS) for a multi-day engagement to challenge existing norms, share and learn new practices, and accelerate system-wide transformation. The state anticipates over 600 affiliated program personnel attending in addition to executive leadership of NYS Medicaid and the Medicaid Redesign Team and national experts in health care and system transformation. This year's symposium  will be held on Staten Island at the Hilton Garden Inn from February 6th-8th.

Value Based Payment Corner

VBP Resource Center Launch
 
SI PPS is excited to announce the launch of its Value Based Payment Resource Center. These resources will be hosted on the SI PPS website and support our overall initiative to educate and prepare our Partner Network for the transition from "fee-for-service" to "value based payments," including the SI PPS VBP Education Program.  In most cases, siloed providers in New York are paid through payment models known as "fee-for-service." This means that providers working independently are paid based on volume instead of quality. By 2020 a transition from fee-for-service to value based payments (VBP) will occur as mandated by the New York State Department of Health. The transition to VBP will reform today's payment models to improve patient outcomes and lower overall cost.
 
Our VBP Resource Center will:
  • aggregate material presented and distributed through our education sessions
  • include additional information deemed particularly useful
  • serve as a simple one-stop shop for our partners to build a foundational and common understanding of VBP
  • prepare organizations for VBP accordingly
Our DSRIP programs are aimed at improving health outcomes and patient experience. The transition from the current fee-for-service model to value based payments will be the next step that sustains DSRIP initiatives.
