  LEGISLATIVE ACTION UPDATE
Emergency Legislation Filed to Delay Implementation of Paid Sick Leave Act

Although Governor Hogan's veto of the Maryland Healthy Working Families Act, also know as the Paid Sick Leave Act, was overridden during the first week of this legislative session, an emergency bill has now been filed that would delay the implementation of the bill until 60 days after February 11, 2018.

Adequate Public Facilities Ordinance Work Session

Just a week after Chamber President McClarty and nearly a dozen Chamber Board Members testified at a public hearing held by the Howard County Council to  discuss CB 1 and CB 2 , legislation regarding the Adequare Public Facilities Ordinance (APFO), a work session was held for further discussion. The session began with Howard County Economic Development Authority's President, Larry Twele, introducing Richard Clinch and Ed Steere, who presented a report produced by HCEDA on APFO and amendments to CB 1 and CB 2. The report's conclusion was that if passed as written with current amendments, the legislation would have an enormous negative impact on development within the county. Although there was debate over the report from several County Council members, further objections to the legislation were also voiced from affordable housing advocates. Unfortunately, no significant progress was made towards a change to the current legislation.

As Chamber President McClarty testified, the Chamber strongly believes that CB 1 and CB 2 need to be amended to ensure development and redevelopment in the county is not prevented unnecessarily, and that business owners are able to employ people who will actually be able to live in Howard County.

We are asking you, our Chamber members, to continue contacting the County Council at  [email protected], and let them know that you oppose CB 1 and CB 2 as written because there needs to be a more balanced approach to addressing future development in our county without stifling economic prosperity.
