Get to Know the Keystone STARS

Parents want quality care and early learning programs, but aren't always sure what they should look for,
or
how to measure the quality of a program. Keystone STARS can help!
PA's Keystone STARS (standards, training/professional development, assistance, resources) supports all early care and education programs to improve program quality and designates 1 to 4 stars for participating programs. When an eligible program applies to participate in Keystone STARS, they are welcomed with a STAR 1 designation. As programs progress to higher levels, they meet certain research-based quality standards that measure four areas:
- staff education
- learning environment
- leadership management
- family and community partnerships
