Will the City adopt a long-awaited strategic plan for achieving Zero Waste? Council adopted a Citywide Strategic Plan last week. We recommended a strategic plan to help Public Works manage and obtain funding for the City's ambitious Zero Waste by 2020 goal in our July 1, 2014 audit Underfunded Mandate: Resources, Strategic Plan, and Communication Needed to Continue Progress Toward the Year 2020 Zero Waste Goal. We reported Berkeley's implementation of many programs aimed at achieving zero waste, and stressed the critical need to fund a strategic plan that would include short and long term goals and regular reporting of results.
This is the City Manager's first reportsince we issued our 2014 audit. Staff reports that progress toward implementing our recommendations has been hindered by staff vacancies and competing priorities. Public Works reported that three of fifteen recommendations are implemented, and two partially implemented. Council took action on October 17, 2017 to move forward with the Zero Waste Commission's recommendationto develop an RFP to clarify what the City's Zero Waste goal will be (since it cannot be achieved by 2020) and develop a Zero Waste strategic plan.
