  LEGISLATIVE ACTION UPDATE
Howard County Chamber Advocating for Delayed Implementation of HB 1

As we mentioned in last week's edition of In The Loop, Senate Finance Chair Mac Middleton introduced legislation last week which would delay the implementation of HB 1.

As the Senate Finance Committee members deliberate on Wednesday's hastily scheduled hearing to delay HB 1 enforcement, we want you to know that the Howard County Chamber and many other business groups are lobbying House members to support a July 1, 2018 effective date. A Baltimore Sun article today featured a quote from Howard County Chamber lobbyist Chris Costello, who told lawmakers the challenge for employers won't be offering leave, but doing it in a way that they are confident is legal. Costello says "It's a complex way of providing leave. Even the best employer with the best intentions I don't think is going to be in compliance with this law."

At the present time, two distinct efforts are underway. The emergency bill heard last Wednesday would delay enforcement, but there is another effort also underway aimed at delaying the entire bill's effective date.  If neither effort passes, HB 1 will require full compliance and provide for immediate investigation and penalty on February 11, 2018.

County Releases Comprehensive Assessment of Land Development Regulations

Earlier this week, County Executive Allan Kittleman announced the release of a comprehensive evaluation of the County's development regulations. The Development Regulations Assessment and Annotated Outline is now available for review on the Department of Planning and Zoning's project website  here .

There are also two public meetings planned where the results will be presented.
