The Heart of Scarborough
WinterFest 2018 is This Weekend!

Bundle up and join us for some good old-fashioned winter fun at the 29th Annual Scarborough WinterFest event!
 
When:   Friday, February 2, 3:30 pm to 8:30 pm
               Saturday, February 3, 10:00 am to 3:00 pm
Where: Outdoor Municipal Ice Rink (20 Municipal Drive, Scarborough)
 
Friday evening will feature a Middle School pond hockey tournament, followed by a competitive Town of Scarborough employee broomball tournament. Free skate will be open to the public during the entire event with a bonfire and hot cocoa and s'mores provided by Saco & Biddeford Savings Institution. The evening will be capped off with a fireworks show at approx. 8:15 pm provided by Atlas Fireworks.
 
On Saturday we will be running many of our traditional WinterFest events, along with a few new additions. Activities include skating competitions (speed, backwards, and slalom skating), Score-O, cardboard sled races, a wood carving demonstration, human foosball, human dog sled races, disc golf, and a kids' carnival corner. We will also have free hot cocoa and s'mores on Saturday provided by cPort Credit Union. As always, the ice will be open to free skate during the entire event and Frosty will be stopping by for a visit. Scarborough Rotary will also be providing concessions on both event dates.

What We Learned from Listening

The four Listen to Learn sessions hosted by Town Manager Tom Hall and Superintendent of Schools Julie Kukenberger have wrapped up for this year. Seventy residents, not including Town and School elected officials, came out to share their thoughts and ask questions. Each session unfolded organically with resident questions and comments setting the agenda and guiding the discussion.
  
Starting this month in the newsletter and on the Town's Facebook page we will take up a topic we heard in these sessions. I thought we would start with economic development. We heard questions from different people at each session surrounding economic development; how does the Town attract new development, what is the cost of new development, what are the Town's plans for development in the future. In the February 15 edition of this newsletter we will feature the Scarborough Economic Development Corporation, SEDCO. For this edition I will share some data and talk about why economic development matters to the tax rate and to the feel of our community.
 
Warming Homes and Hearts
Join us at the 6th Annual Project G.R.A.C.E. Keep Your Neighbors Warm Fuel Rally on Saturday, February 10, 2018 from 10:00 am to Noon at the Oak Hill Fire Station. This year's goal is to raise $15,000 to assist neighbors in need of fuel assistance.
Donations will be accepted onsite during the rally as well as online anytime at the Project G.R.A.C.E. Fuel Rally website.

Spreading the Sand, Salt...and Love

When we are in the heart of a winter storm, whether big or small, it may be easy to overlook the hard work and dedication of the Public Works Department. Our Operations crew is out there from the time they are dispatched to plow/clear/treat the roads, until whenever the storm and subsequent cleanup is completed. This may be a few hours - this may be a few days.
 
And they do not stop until it's done.
 
It can be easy to get frustrated, in the midst of dealing with your own storm issues, when one of the town plows obstructs your driveway, nicks (or yes, even hits) your mailbox, etc. However, please remember, these folks are clearing and treating 175 miles of Scarborough roads in less than optimal conditions. When you take into consideration that both lanes of every road need to be cleared, that's 350 miles of road. And when you take into further consideration that at least two passes are generally made on every road (in each direction - the number of additional passes is dependent on the severity and type of storm), we are now up to a minimum of 700 miles of road to plow & treat. It is not unusual for a single plow truck to drive 250 - 350 miles in one storm; the equivalent distance of a "jaunt" to Fort Kent. One route plows past 435 mailboxes in one pass! Furthermore, a fully loaded truck will haul four to eight tons of sand/salt, 100 gallons of magnesium chloride, and can weigh upwards of 65,000 lbs.

Scarborough Public Safety Building Update

It's been almost three months since Scarborough voters approved the funding for the new public safety building and behind the scenes there's been a lot planning activity to bring the project to fruition. Shortly after the November 7, 2017 vote the Town Council extended the charge of the Ad-hoc Scarborough Public Safety Complex building committee. I am pleased to report that all eight committee members chose to continue serving through the project's completion. The committee includes Judy Roy, Greg Hanscom, David Libby, Bruce Bell, Roger Chabot, Rick Meinking, Roccy Risbara and Kevin Freeman as well as Fire Chief Mike Thurlow and Police Chief Robbie Moulton.
 
There have been a number of initiatives that were launched in early December. First and foremost, the Town of Scarborough retained Context Architecture to move forward with design of the project. In turn, Context Architecture's design consultants began the design process. Context's team which includes Sebago Technics of South Portland, S.W. Cole Engineering of Gray, Becker Structural Engineering of Portland and Garcia Galuska Desousa Engineering of Dartmouth Massachusetts have been meeting with public safety staff and town staff over the last month bringing more detail to the project with each passing day.

Chamber of Commerce Membership Meeting 
Join the Scarborough Community Chamber of Commerce at Piper Shores for a fun and informative Membership Meeting! Tom Hall, Scarborough Town Manager, will deliver his annual review of the "State of the Town" and expectations going into 2018. Questions and answers will follow and coffee and light breakfast items will be served.

Meet Your New Town Employees
Heidi McNinch, Human Resources Coordinator
If you come to Town Hall often, Emily Behn may already be familiar to you as she has been working as a part time Finance Clerk in the Excise Department since September 2017. In her role with the Excise Department, Emily has been providing residents and visitors excellent customer service while processing vehicle registrations and payments of property taxes.
 
In her new role as the Administrative Secretary to the Assessing Department, Emily will put those same customer service skills to use while assisting residents and officials with information regarding real estate property records as well as deeds and other legal documents.
 
Emily holds a Bachelors Degree of Business Administration in Management, with additional majors in Economics and Political Science, as well as a Masters Degree in Public Policy from the University of Massachusetts Amherst .
 
While getting her degrees, Emily gained professional experience doing internships with private, governmental and non-profit agencies such as the Massachusetts Department of Transportation, the W.E.B Dubois Library at UMass Amherst and Habitat for Humanity.
