NASCA's Spring Conference provides a venue to share state best practices and build relationships to help state chief administrators in their work to transform state government.
Sessions will focus on
process improvement and
evidence/fact-based organization through interactive presentations from the State of Illinois and the State of Nebraska. Attendees will also learn about
data analytics using private sector examples and case studies that can be transferred to the public sector.

Get to know Bob Blair, the longest-serving state chief administrator in the country
NASCA congratulates Bob Blair, director of the Ohio Department of Administrative Services, as the current longest-serving state chief administrator in the country. We talked with Director Blair about how he got his start working in government, his opinion of NASCA, advice he has for future chief administrators and got some insights on his golf game.
Q: Tell me how you first got involved in your public service with state government?
A: In 1972, I was teaching a high school class, "Problems in Democracy," and we were studying the state legislature and advocacy. A state senator noticed my interest and engagement and suggested that I become a legislative intern. In 1975, my fellow legislative intern was now-Governor John Kasich.

States In the News: California Office Buildings Go Solar in 2018
The California Department of General Services (DGS) and SMUD recently announced an agreement for DGS to receive over 50 percent of its electricity needs in SMUD's service territory via a 20-year Large Commercial SolarShare® agreement. The SolarShares program is a community solar project-a series of solar generating facilities shared by multiple community members, allowing the customer to avoid developing and maintaining its own onsite solar facilities. This agreement is the largest community solar project of its kind in the nation-creating enough energy to power about 8,200 homes per year (about 74 gigawatt hours).
The electricity from this agreement will be used to power a variety of DGS properties in Sacramento County and will help bring many facilities to zero net energy (ZNE) once they meet energy efficiency targets. Specific buildings included in this agreement include those that house the California Energy Commission, Employment Development Department, California State Personnel Board and many more.
"This partnership is an important next step in achieving Governor Brown's ambitious climate change goals," said DGS Director Daniel C. Kim. "The SolarShares agreement allows California to demonstrate its leadership in greening state operations, which reduces utility costs and helps ensure a brighter future for all."
