The Catalyst Center created two interactive worksheets for Title V program staff, family leaders, and other stakeholders. These worksheets provide an overview of Title V, and Medicaid and the Children's Health Insurance Program (CHIP). Each worksheet includes resources you can use to find and insert state-specific information to help demonstrate the importance of Title V, Medicaid and CHIP for Children with Special Health Care Needs (CSHCN). The worksheets were created as companion materials to our Public Insurance Programs and Children with Special Health Care Needs: A Tutorial on the Basics of Medicaid and the Children's Health Insurance Program.
AMCHP 2017 Workshop:
Family Partnerships to Address Inequities in Health Insurance Coverage and Access to Care among Children with Special Health Care Needs
This workshop, co-led by the Catalyst Center and
Family Voices of DC, provides an overview of information and data on coverage and financing inequities among CSHCN by race, ethnicity, language, immigration status, and functional difficulties. It also reviews policies, programs and partnerships that address these inequities. This workshop emphasizes partnerships with parents and family leaders who are diverse and representative of the communities they serve.
Breaking the Link Between Special Health Care Needs
and Financial Hardship: 2nd Edition
In the second edition, we revisit the impact that health care financing and coverage gaps have on the lives of real families and highlight innovative policy solutions that can improve the system of care for CYSHCN. We also hosted a corresponding
webinar introducing and providing an overview of the new edition.
In March of 2017, Catalyst Center staff gave an in-person presentation to Congressional staffers on "Pathways to Medicaid Coverage for Children and Youth with Special Health Care Needs." This presentation included an overview of the Catalyst Center, data on publicly funded coverage and financing of care for CYSHCN, the importance of Medicaid coverage for CYSCHN with regard to adequacy, affordability and access to care, pathways to coverage based on 1) income alone, 2) income and health status, 3) severe disability and 4) involvement with the child welfare system (foster care). Finally, a variety of Catalyst Center technical assistance resources on Medicaid and CHIP were highlighted.

Presented by the National Center for Medical Home Implementation, the National Academy for State Health Policy, and the Catalyst Center, this recorded webinar provided strategies and promising practices to enhance collaboration on pediatric medical home initiatives between Title V CYSHCN programs and Medicaid agencies.
A Primer on Value-based Strategies for Improving Financing of Care for Children and Youth with Special Health Care Needs
This primer focuses on opportunities to increase value in spending on health services for CYSHCN through select alternative payment mechanisms and delivery innovations, and potential roles for Title V and family leaders in these efforts.

In July, Catalyst Center Principal Investigator Sally Bachman participated in a nationally broadcast radio discussion of the role Medicaid plays for children with disabilities and their families, and the potential impact of cuts in Medicaid funding. She was joined by Jordan Rau, senior correspondent of Kaiser Health News, and Lanhee Chen, research fellow of the Hoover Institution, on WBUR's On Point program, moderated by Ray Suarez.
The Catalyst Center updated our Information for Families page. This directory, which is organized by state, provides links to a wide range of direct service organizations, and to important information related to Title V Maternal and Child Health programs. In addition to updating the information we added: a section for other MCHB-supported National Centers, more resources to both the English and Spanish language pages, and direct links to state Title V programs. The Information for Families pages are available in English and Spanish.
The most recent Chartbook update has new data for child health services, economic indicators, factors influencing health insurance coverage, Title V program financing and National Performance Measures. The Chartbook redesign features new formatting for an easier reading and navigation experience. Our next Chartbook update, scheduled for early 2018, will include data from the 2016 National Survey of Children's Health (NSCH).
Webinar: The Role of Title V Programs and Value-Based Purchasing for Children and Youth With Special Health Care Needs
In December 2017, the Catalyst Center and the American Academy of Pediatrics (AAP) co-hosted a webinar on state-based innovations that support value-based purchasing (VBP) for CYSHCN. Presentations from the Association of Maternal and Child Health Programs (AMCHP), and the state Title V programs in Oregon and Colorado helped to define the role of Title V programs in relation to value-based purchasing arrangements, discussed specific program examples and shared lessons learned.
