Welcome to the VBP4P newsletter!
The goal of the VBP4P monthly newsletter is to keep stakeholders up to date about program changes and deadlines. The newsletter has three main content areas:
  • Need to Do, which will alert stakeholders to information and requirements for successful program participation, such as upcoming deadlines.
  • In Other News, which will share other program-related news, such as upcoming webinars or conferences.
  • In the Pipeline, which will provide a longer term view of upcoming key VBP4P program dates.  
All VBP4P newsletters will be archived in the Newsletters section of the IHA website, so you can easily find and share the latest program information.
Need to Do
Review Your Measurement Year (MY) 2016 Total Cost of Care (TCC) Results Now through March 16
IHA is pleased to announce the release of updated MY 2016 TCC results on the VBP4P Reporting Portal for participant review. As a reminder, the release of MY 2016 TCC results for public reporting and awards was delayed due to an issue identified while collecting new, more granular TCC service category data. The VBP4P committees evaluated the issue and recommended a methodological adjustment to address the issue moving forward. Today's release includes the following new results for participant review: 
  • Observed Total Cost of Care Per Member Per Year (TCC_OBS_250K)
  • Risk-Adjusted Total Cost of Care Per Member Per Year (TCC_RISK_ADJ_250K)
  • Geography and Risk-Adjusted Total Cost of Care Per Member Per Year (TCC_GEO_RISK_ADJ_250K)
The updated methodology does not impact PO VBP4P incentive payments, but will allow public reporting of MY 2016 TCC results on the Office of the Patient Advocate's Commercial Medical Group Report Card, as well as identification of MY 2016 Excellence in Healthcare winners, so it is important for participants review these results. Today's release kicks off a three-week review and questions period, and participants are encouraged to review and ask questions about their MY 2016 TCC results from now until Friday, March 16, 2018, at 5 p.m. PDT. IHA staff will host a webinar to review the TCC preliminary results with the updated measure methodology on Tuesday, February 27, 2018.

In Other News
HEDIS 2019 Public Comment is Open through March 13
NCQA invites IHA stakeholders to participate in the HEDIS 2019 public comment period, open through Tuesday, March 13. NCQA's public comment period is an opportunity for health plans, purchasers, consumers, and other stakeholders to weigh in on proposed measure additions and changes. As a reminder, IHA aligns measure specifications with the measure steward whenever possible, so this public comment period is an opportunity to influence future IHA measurement, including:
 
Proposed Changes to Existing HEDIS Measures
  • Controlling High Blood Pressure: NCQA proposes making this measure specification administrative, supporting potential specification alignment for IHA performance measurement programs; incorporating a blood pressure target of 140/90 for all patients in the denominator; and allowing remote monitoring device readings directly transmitted to and interpreted by the provider to satisfy the numerator.
  • All Cause Readmissions: NCQA proposes adding observation stays to the numerator and denominator for this measure and classifying high-frequency utilizers as outliers.
Proposed New HEDIS Measures
  • Risk of Chronic Opioid Use: this proposed new measure assesses the percentage of members 18 years and older who have a new episode of opioid use that lasts for at least 45 days in a 90-day period.
In the Pipeline
TransUnion Accepting Test Quality & e-Measure Data Files March 21 - May 2
TransUnion will begin accepting test files for clinical quality and e-measure data from participants March 21 - May 2, 2018. Test data files support clean final files submitted to TransUnion for use in IHA performance measurement, including VBP4P. Physician organizations and health plans reporting clinical quality and/or e-measure data should review the final data file layouts and be prepared to send test files to TransUnion beginning March 21.
