Time To Act: Help Stop the Elimination of Federal Funding for Afterschool
President Trump's proposed budget eliminates funding for the 21st Century Community Learning Centers Program, the only dedicated federal funding for afterschool, before school, and summer learning. It's now up to Congress to counter the cut-or eliminate 21st CCLC thereby getting rid of programs relied on by families across the nation to keep kids safe and engaged.
If enacted, nearly two million children - and 20,000 in Indiana - would lose access to the high quality afterschool, before school, and summer learning programs they need. Last year, your outreach helped persuade Congress to protect afterschool, but we need your help again to let Congress know that these programs are vital to our state. The State of Indiana has been presented an incredible opportunity to enhance the success of our students through greater exposure and learning in the STEM (science, technology, engineering, and math) disciplines. These disciplines are the building blocks of our current and future economy. In a tremendous sign of unity for our Hoosiers, STEM has been identified as a priority by Governor Eric Holcomb, Superintendent of Public Instruction Dr. Jennifer McCormick, and the Indiana State Legislature. To this end, our state legislature approved STEM Alignment Funds for the Indiana Department of Education in the 2017-2018 state budget; the first such funding in Indiana, designed to foster the development of a statewide strategy to provide consistent and equitable access to daily science, technology and engineering education in grades K-12.
The STEM Council will meet at regular intervals over the next year to devise and approve a strategy, implementation plan and develop policy and funding recommendations in time for the 2019 budget session. Taskforces will be established and meet as needed to conduct state and national STEM research as well as identify STEM resources and programs throughout the state in alignment with House Enrollment Act 1001. These groups will utilize the information and research to provide recommendations to the STEM Council on the multi-faceted challenge of further integrating STEM into the daily curriculum of all of our students.

College Goal Sunday
Financial aid professionals will be volunteering at 40 sites across Indiana at 2 p.m. Sunday, Feb. 25, to help college-bound students and their families file the Free Application for Federal Student Aid (FAFSA).
The program, College Goal Sunday, has helped more than 93,000 Indiana students and families complete the FAFSA accurately and on time. Students should attend the event with their parent or guardian. For more information on the event or to find a location near you:

Regions Riding Forward Scholarship
In honor of Black History Month and those who changed history, Regions is giving students an opportunity to embrace their own legacies. Regions will award scholarships to high school seniors and college students for essays about inspiring African-Americans. The Regions Riding Forward® Scholarship Essay Contest awards is open to students now!
High School Seniors
Regions will award $5,000 scholarships to 15 high school seniors who live in states with Regions branches and will attend an accredited college in the U.S. during the 2018-2019 academic school year.
College Students
Regions will award $3,500 scholarships to 15 freshmen, sophomores or juniors who permanently reside in, or currently attend an accredited college in, states with Regions branches and will attend an accredited college in the U.S. during the 2018-2019 academic school year.
FAFSA
The 2018-2019 FAFSA opened October 1, 2017. All 21st Century Scholars must submit a FAFSA in order to be eligible for the 21st Century Scholarship. We encourage all seniors to create an FSA ID before beginning the FAFSA. The FSA ID serves as a legal digital signature, and both the student and at least one parent must have an FSA ID. The FSA ID can be created the federal student aid website.

Human Trafficking and Indiana Youth Recognizing Signs, Identifying Victims, Collaborating Support

Human trafficking is the fastest growing and tied as the second largest criminal industry worldwide, generating an $150.2 billion each year. Trafficking and exploitation can be found in communities of all kinds. In 2016, the Indiana State Police investigated more than 178 incidents of trafficked or exploited youth, with victims first trafficked as young as age seven. The Indiana Trafficking Victim Assistance Program works in collaboration with law enforcement, Department of Child Services and other service providers to help children escape sex and labor trafficking and support them in recovery and healing. This presentation will provide information about human trafficking and exploitation as it relates to our youth population.
Attendees will: * understand the definitions of human trafficking under federal and state law; * recognize risk factors that make youth vulnerable to being exploited, as well as what makes them less likely to identify as a victim and less likely to leave a trafficking situation; * be able to identify victims and how to report a suspected case; and * learn what intervention and victim services are available locally, regionally and statewide.

The conference planning committee is excited to announce that they will be accepting proposals for this year's state suicide prevention conference in Fort Wayne. Indiana Coalition Against Domestic Violence (ICADV) presents Childhood physical and sexual assault training. Carla Gaff-Clark will be here to discuss this topic and its relation to mental health issues in clients of domestic violence. Kick Butts Day is a national day of activism that empowers youth to stand out, speak up and seize control against Big Tobacco. The next Kick Butts Day is March 21, 2018. More than 1,000 events in schools and communities across the United States and even around the world are expected.
On Kick Butts Day, teachers, youth leaders and health advocates organize events to: Raise awareness of the problem of tobacco use in their state or community; Encourage youth to reject the tobacco industry's deceptive marketing and stay tobacco-free; and Urge elected officials to take action to protect kids from tobacco.

New Resource on Engaging Out-of-School Time Programs in Quality Improvement Systems
Taking a cross-sector approach can be an effective strategy to engage out-of-school time (OST) programs in quality improvement systems. Last year, NCASE engaged cross-sector planning teams in an OST collaboration on topics including: readiness and stages of change in building cross-sector partnerships; quality rating improvement system participation and incentives; leadership, technical assistance, and continuous quality improvement; and strengthening adult-child interactions and instructional quality. This practice brief was subsequently developed, featuring examples from Georgia and Wisconsin. Supporting Families Experiencing Homelessness: Requirements and Resources
The presentation and recording from a recent NCASE webinar on the topic of homelessness is one of the resources shared in the NCASE Resource Library, which is a collection of tools, information, and examples of promising practices. The webinar was co-facilitated by colleagues from the National Center on Child Care Subsidy Innovation and Accountability and the Child Care State Capacity Building Center. During this interactive session, participants explored requirements in the CCDBG Act in regard to services to families experiencing or at risk for homelessness, shared innovative state strategies to implement requirements, and identified resources available to states and child care providers. Google has an exciting new digital skills curriculum focused on helping high school aged afterschool learners develop critical job and life skills using digital tools. It's called Applied Digital Skills, and they've just launched a pilot that we've been invited to participate in. Google is seeking application for schools, districts and educators to join the pilot to use its digital literacy curriculum and provide feedback on the curriculum. If you want hands-on support in bringing digital literacy to your learners, and an opportunity to help shape the digital literacy curriculum for hundreds of thousands of afterschool learners, then apply to be part of the pilot through this form as soon as possible. Energy Assistance Program begins November 1
The Energy Assistance Program (EAP) provides financial assistance to low-income households, below 150% of the Federal Poverty Level ($36,900 income limit for a household of four), to maintain utility services during the winter heating months through funding from the Federal Low-Income Home Energy Assistance Program (LIHEAP) block grant. The program is administered through the Indiana Housing and Community Development Authority and implemented through Community Action Agencies with outreach offices in every county. These agencies provide the intake application process and utility vendor payments. Established in 2011 to support and promote the activities of organizations in the greater Indianapolis area that enrich cultural life by celebrating cultural expression and encourage understanding and appreciation for different cultures. Qualifying community organizations may apply to receive funding to support their international or cultural event in grant awards ranging from $500-$2,000. The Fund is supported by a generous grant from the Indianapolis Foundation with additional support from the Christel DeHaan Family Foundation.
Accepting applications from schools and nonprofit organizations for environmental service-learning projects through its GreenWorks! grants program, which is designed to help students make their schools greener and healthier by, for example, implementing a recycling program, conserving water and energy, improving air quality, or establishing a school garden or outdoor classrooms and integrating these projects into the curriculum.
Grants of up to $1,000 will be awarded to support environmental projects that demonstrate service-learning, exemplify student voice, and involve at least one community partner. To be eligible, projects must secure at least 50 percent in matching funds (in-kind acceptable).

Strategic Campaign Funds: (Open RFA grant opportunity) aim to fund strategic issue advocacy campaigns focused on fighting childhood obesity through state, local, and tribal public policy campaigns. The duration of these grants will vary but will generally be 1 year or less. Awards can be made up to $90,000. Applications must be specific to an individual campaign goaled to change public policy in one state, local, or tribal geographic location and must align with one of the six Voices for Healthy Kids policy priorities. Budgets must include one Campaign Coordinator position and a legal contingency of no less than 5% of the operating budget as well as matching funds on behalf of the applicant.
Rapid Response grant opportunities: aim to fund short-term, reactive projects expected to be pushing policies for passage in the next three to six months and must align with one of the six Voices for Healthy Kids policy priorities. These grants provide strategic and supplemental funding for ongoing state, local, and tribal public policy issue campaigns in order to increase public policy impact in the fight against childhood obesity. Rapid Response awards range from $15,000 to $100,000 and project duration is anywhere between two weeks to six months. Funding is for non-lobbying activities only, must include a legal contingency of no less that 5%, and cannot be used for staff salaries.
