During the state legislative session, the IAA sends out a bi-weekly legislative update. In these emails you'll get an update on what's going on at the State Capitol, and in Congress, as well as actions you can take to advocate for afterschool!

Federal Policy Update
On Monday, February 12, President Trump released his budget proposal for FY19 that included no funding for 21st Century Community Learning Centers. Also zeroed out was the Corporation for National and Community Service, the agency that provides funds for AmeriCorps, VISTA, and SeniorCorps volunteers.

It is recommended that you follow discussions in both the House of Representatives and Senate appropriations committees to get a sense for what the two chambers are planning for funding the programs. The President's budget is just a proposal, and next it goes to the House and Senate for their proposals before the two chambers come to agreement on a final appropriations bill.

Legislation
House File 2073 Allows schools to use at-risk students funding to cover salary, benefits, and professional development of licensed psychologists, licensed social workers, and licensed mental health counselors. Did not pass out of Education Committee by funnel deadline.

House File 2085 Makes elementary students eligible for school transportation to or from an in-home child care setting if it is within school boundaries but more than two miles from the school Did not pass out of Education Committee by funnel deadline.
 
House File 2138  Creates a task force to create a unified educational data system. Did not pass out of Education Committee by funnel deadline.
 
House File 2176 Requires school employee training and protocols relating to suicide prevention and trauma-informed care. Did not pass out of Education Committee by funnel deadline.

House File 2204  Requires all ninth graders to complete cultural competency coursework.
Did not pass out of Education Committee by funnel deadline.

House File 2350 Requires school employee training and protocols relating to suicide prevention and trauma-informed care. Passed out of Education Committee. On debate calendar.

Senate File 455 Relates to school district finance by modifying provisions relating to the calculation of the regular program state cost per pupil and the regular program district cost per pupil, and by establishing a supplementary weighting plan for certain mandatory school district transportation costs and including effective date provisions. Passed out of committee. Placed on debate calendar. 

Senate File 2046  Requires community colleges and regents universities to waive tuition for students majoring in programs leading to in-demand career fields.
Did not pass out of Education Committee by funnel deadline.

Senate File 2113 Requires school employee training relating to suicide awareness and prevention. Passed out of committee and placed on debate calendar.

Senate File 2137 Relates to school bus route ride time
limitations. Passed out of committee and placed on debate calendar.
