LEGISLATIVE UPDATE:
Hope Alive for Cigarette Tax
The 8th week of the Mississippi Legislature Regular Session ended on Friday morning and marked the halfway point in the legislative process. Both chambers finished reviewing and voting on appropriations and revenue bills that originated in their own chamber. The next step is for every bill passed from one chamber to be reviewed by the other. Everyone is working toward the 2018 Sine Die scheduled for Sunday, April 1, 2018.
 
MAFP is closely monitoring the Medicaid technical amendments bill which establishes how the Division of Medicaid is able to operate for the next several years. We also want to say thank you to all of you who called legislators regarding the cigarette tax bill last week.

Mid-week, it appeared that the possibility of a cigarette tax was gone, as all bills creating the $1.50-per-pack tax died on deadlines, but Wednesday, the Senate Finance Committee did something that kept it alive. The committee added the code section about the tax to the big Senate bond bill ( SB 3048) that passed the Senate 46-4 and was sent to the House. This action can possibly enable a tax to be added to the bill later. Article from Thursday's Daily Journal.

Opioid Public Hearing: March 7
The Mississippi State Board of Medical Licensure (MSBML) has scheduled a public hearing to discuss its  latest proposed opioid prescribing regulations. The hearing will take place Wednesday, March 7, at 1 pm at MSBML headquarters. MAFP is asking members to submit any feedback to the proposed new filing.
Collaboration Public Hearing: 
March 21
The Mississippi State Board of Medical Licensure (MSBML) has changed the regulation that nurse practitioners must practice within 75 miles of their collaborating primary care physician. Read our February 10 Newsletter for full details.

Licensees and the public may submit written responses to the collaboration regulation change by Monday, Feb. 26. A public hearing has been scheduled for Wednesday, March 21, at 1 pm at MSBML headquarters. MAFP is asking members to submit any feedback about the collaborative agreement changes so we can incorporate that feedback into our response.

Proposed Changes to Collaborative Agreement, filed Feb. 6. The  proposed regulation must be reviewed by the new Occupational Licensing Review Board before final approval.

Only 5 Weeks Left to File MIPS Data, Avoid the Medicare 4% Penalty
Do you know how much money you will lose if you don't report your MIPS data by the March 31 deadline? The penalty for not participating is substantial, and now is the time to act!

Those eligible clinicians who don't report their Merit-based Incentive Payment System (MIPS) data to CMS are subject to a 4 percent penalty for each Medicare claim beginning Jan. 1, 2019.  There is no reason to accept a 4 percent decrease in Medicare reimbursement in 2019. Four Physicians to Represent the State at  AAFP's Constituency Conference
Four MAFP member physicians will represent Mississippi in April at the AAFP's National Conference of Constituency Leaders (NCCL). Each of them will participate in caucuses and hearings within their constituency, take part in educational breakout sessions, and network with family physicians from around the nation.

Each physician will represent an under-represented part of the AAFP membership:
  • Dr. Jonathan Buchanan, a physician at Baptist Medical Center Leake in Carthage and a recent UMMC Family Residency Program graduate, will represent minority physicians.
  • Dr. Ned Miller, a physician at West Point Medical Clinic and a recent NMMC Family Residency Program graduate, will represent new physicians (in the first seven years of practice following residency).
  • Dr. Tobe Momah, a physician at UMMC in Jackson, will represent international medical school graduates.
  • Dr. Chrystal Sumrall, a physician at Laurel Family Medicine and Immediate Care, will represent women physicians.

Any physician who wants to take part in NCCL in the future should notify Beth Embry, MAFP Executive Director, of your interest.

Two WCUCOM Students Earn $1,000 Travel Scholarships to Attend ACOFP
The MAFP Foundation has awarded scholarships to two William Carey University College of Osteopathic Medicine students. The recipients are Terra Parker Cody and Anita Santpurkar, both 3rd-year students.  They will each receive a $1,000 travel scholarship to attend the American College of Osteopathic Family Physicians conference March 22-25 in Austin, Texas.  MAFP Foundation also offers other scholarships each year.

MAFP Foundation to Fund 
Two  Student Externships at UMMC
The MAFP Foundation will offer two family medicine student externships this summer in the University of Mississippi Family Medicine department, marking the first time multiple externships have been offered.

The goal of the externship program is to stimulate interest among medical students to select a career in family medicine. The externs will work for 8 weeks this summer and receive a $2,500 stipend. Generally, those who have completed the M1 year are chosen.

The externships foster a one-on-one clinic experience between a medical student and a family physician mentor. These s tudent externs will work under the tutelage of Dr. David Norris, Director of Student Programs at UMMC Department of Family Medicine.

MAFP Foundation will provide half of the funds for the externships, and the remainder is funded by a grant from the AAFP Foundation.
Participate in CMS Study on Quality Measures Burdens, Receive Credit
CMS is conducting the 2018 Burdens Associated with Reporting Quality Measures Study, as outlined in the Quality Payment Program Year 2 final rule. Clinicians and groups who are eligible for the Merit-based Incentive Payment System (MIPS) that participate successfully in the study will receive full credit for the 2018 MIPS Improvement Activities performance category.
