Excerpts from the Regular Meeting of the Cypress School District Board of Trustees 
held on February 8, 2018 
SPECIAL ACTIVITIES
Pledge of Allegiance
Cub Scout Pack 295 led the Pledge of Allegiance. Scouts participating were Chase Pyland, Nicholas Pilger, and Royce Calder.
 
School Presentation: Frank Vessels Elementary School
Vessels students provided a preview of entries for the school's first annual Oratorical Contest scheduled for March 8. Presenting were Alyssa Graham, Audrey Lee, Patrick McGeorge, Kayla Priest, Victoria Tran, and Chelsey Williamson.
Staff Presentation: Local Control and Accountability Plan Progress Report
Tandy Taylor, Director of Instructional Services, provided the Board with an update on the district's Local Control and Accountability Plan (LCAP), including year-to-date progress toward LCAP goals, response to program needs identified by Smarter Balanced and district benchmark assessment results, and services provided to support the district's English learners, low-income students, and foster youth.
BOARD ACTIONS
Special Education Intern Agreement
An intern agreement with California State University, Dominguez Hills, was approved to fill a vacant preschool special education position at Luther School. The term of the agreement is February 9, 2018, through January 31, 2021. There will be no cost to the district.
 
Internet Access and Network Support Services Agreements
The Board approved agreements with the Orange County Department of Education for internet access and network support services for the 2018/19 school year at a total cost of $2,350.
 
Solid Waste and Recycling Services
The Board approved renewal of a five-year service agreement with Ware Disposal Co., Inc. for districtwide solid waste and recycling services at an annual cost of $80,394.12.
 
Collective Bargaining
Two public hearings were held regarding proposals for 2018/19 negotiations with the Association of Cypress Teachers (ACT). Both the ACT and district proposals included the following articles for negotiations: Wages, Hours of Employment, Health and Welfare Benefits, and Leaves. The Board subsequently voted to accept the ACT proposal and adopt the district's proposal.  
 
Student Activity Supervisor and Lead Student Activity Supervisor
Due to a change in Education Code requiring that Noon Duty Supervisors be included in the classified bargaining unit, two new job descriptions were created - Student Activity Supervisor and Lead Student Activity Supervisor. The Board approved both job descriptions with placement on ranges 7 and 8 of the classified salary schedule.
 
Dietetic Intern
The Board approved an agreement with Priority Nutrition Care, LLC to provide dietetic interns the opportunity to complete supervised practice hours at Cypress School District.
 
Developer Fee Justification Study
Developer fees are levied against construction projects for the purpose of funding construction or reconstruction of school facilities. Limits are set by government code. Because the district's currently established fees are lower than the amount authorized by law, the Board approved an agreement with Cooperative Strategies, LLC to perform a developer fee justification study. The cost for this study will not exceed $3,520.
 
Board Compensation for Missed Meeting
Per Board Bylaw 9250, the Board must take action to authorize full compensation for any Board Member who was absent from a meeting. Trustee Brian Nakamura was unable to attend the January 11, 2018, Special Board Meeting due to hardship. The Board adopted Resolution 178-11 authorizing full compensation for Trustee Nakamura for the month of January 2018.
