A Year in Review - Building Permits and Housing Resales
While St. Albert was able to weather the downturn of the economy in 2017 and years prior, in 2018 that changed. St. Albert saw a sharp decrease in the total building permit values year-over-year (the value of building permits provides a glimpse into the performance of the building construction sectors). Total building permits in 2018 came in at $152 million as compared to $287 million in 2017, $266 million in 2016 and $220 million in 2015. That equates to a decrease of 47%. While this may seem like negative news, there are positives to it. Below is a breakdown of building permit values and some perspective behind what these numbers actually mean.
Residential:
The residential building permits totals for 2018 came in at $111 million compared to $196 million in 2017. While the value went down the number of building permits increased from 675 in 2017 to 726 in 2018. The majority of the increase was seen in semi-detached and townhouse/condo development with semi-detached increasing from 45 permits in 2017 to 64 in 2018 and townhouses increasing from 44 in 2017 to 77 in 2018. Single family homes remained flat year-over-year with 144 permits in 2017 and 145 in 2018. Even though the number of single family permits remained consistent, the value of the permits actually decreased by 10% goin
g from $73 million in 2017 to $67 million in 2018. This decrease in the value of new single-family homes and increase in semi-detached and townhouse condos reflects the changing housing market in St. Albert, which is a positive change. Lower cost housing is needed to attract and retain the young adult demographic, which wasn't highly available in our city.
Apartment buildings also help to attract a younger demographic and even though we didn't see any new building permits in 2018, in 2017 there were four building permits with a total value of $90 million. Much of the construction for the buildings was completed in 2018 which means that even though the permits went in the year prior, the money from them was injected into the economy in 2018.
Also positive in 2018 was the average resale value of single-family homes which increased from $469,051 in 2017 to $478,557 in 2018. The total number of sales was up from 761 in 2017 to 778 in 2018 and the total sales volume for resales in St. Albert was up from $436 million in 2017 to $451 million in 2018.
Commercial:
In 2018, 79 commercial projects were started with the vast majority of them renovations to existing structures. Notable developments include the Sturgeon Medical Centre, a new 40,000 square foot medical office space building neighbouring the Sturgeon Community Hospital, the St. Albert Dodge Dealership and the City Annex North-Lift Station.
Industrial:
Industrial building permits was the one category where we saw an increase in building permits this year, rising from $7 million in 2017 to $12 million in 2018. Though the number of new development permits only increased from one in 2017 to two in 2018, the value rose from just under $1 million to $10.5 million. The two new developments this year were a new storage facility on Rowland Crescent and a new recycling facility, in South Riel.

2018 Development Highlights
2018 was an exciting year for new developments in St. Albert. Below are some of the highlights for new developments in 2018.
AGLC Warehouse
Located on the south-east corner of Campbell Business Park, the Alberta Gaming & Liquor Commission's (AGLC) new warehouse finished construction in Fall 2018 and has recently begun operating as the main hub for liquor distribution in Alberta.
The $142 million, 546,000 sq.-ft structure includes 473,000 sq.-ft of dedicated warehouse space - enough to hold over 70,000 pallets of alcohol products, or 3.2 billion six-ounce glasses of wine, according to the AGLC. The old AGLC warehouse on Corriveau Avenue will continue to be used as a warehouse for slower-moving liquor products. Development near the new warehouse will continue however, with a new seven story hotel currently under construction next to Apex Casino - the hotel will include 140 suites, as well as a large convention area.
Jensen Lakes Crossings
In the north of St. Albert, adjacent to the new Jensen Lakes Residential Neighborhood, Jensen Lakes Crossings is a new commercial development that saw noteworthy tenants open to the public in 2018.
In February, Landmark Cinemas was the first business to open its doors at the site; the 35,000 sq.-ft, 8 screen theatre was the first premium all-recliner-chair theatre built by the company. Later in the summer of 2018, a Canadian Brewhouse and Brown's Social House both opened at the site.
Melcor - the developer for Jensen Lakes Crossing - plans to eventually have 9 commercial/retail buildings with over 104,000 sq.-ft of commercial space at Jensen Lakes Crossing.
Ville Giroux
Ville Giroux is a mixed commercial/residential development on the north-west edge of St. Albert, near the intersection of Giroux Road and Ray Gibbon Drive. While the multi-family residential portion of the site has been completed for some time, the commercial site - the Shoppes at Giroux - largely finished construction in 2018.
A nail salon and daycare were the first businesses to open their doors at the site in the Spring of 2018, and since then the site has welcomed a pharmacy, hair salon, dental clinic and gas station. The site still has various spaces available for lease, ranging from 955 sq.-ft to 4,772 sq.-ft with options to combine units.

2018 Economic Development Events
Every year the City of St. Albert's Economic Development department hosts several events aimed at building relationships with the business community and increasing visitors to the city. In 2018, the Economic Development department hosted five events.
The year kicked off with our annual Business Breakfast on February 21, 2018. 140 business owners, government officials and community partners came together to celebrate our city's successes and listen to presentations from Mayor Cathy Heron, Director of Economic Development Rod Valdes, department staff and Stephanie Boldt from PwC. Topics included: the state of the economy, development updates, and private corporation tax planning. Tickets are available now for the 2019 event on February 27.
In the spring, 83 residential realtors participated in our Residential Realtor Tour over the course of three days. The tour provides realtors with an opportunity to learn about upcoming residential developments, new schools and parks, and community events that assists them in selling St. Albert as the best place to live.
Also in the spring, Economic Development hosted the fifth annual Dig In Horticulinary Festival from May 1 to 6. In partnership with Hole's Greenhouses and Gardens, 1850 guests attended hands-on workshops, culinary walking and biking tours, and a five-course dinner with celebrity chef Mary Berg.
At the end of September, the department hosted the 3rd Annual Commercial Real Estate Tour. 50 commercial realtors, land developers, investors and other real estate stakeholders toured St. Albert, over the course of two days, to become familiar with ongoing and upcoming retail, commercial and industrial real estate and land developments.
Finally, in October, a Lunch and Learn opportunity was hosted to help new entrepreneurs find operational efficiencies through technology tips and tools. Sixteen local entrepreneurs were on hand to learn from another local entrepreneur, Paola Rohuede of Kre8tive Solutions. Paola shared information on apps and online tools for accounting, timekeeping, social media, marketing and point of sales systems.

ICSC 2019 Conference
The International Council of Shopping Centers (ICSC) is the global trade association of the shopping center and retail real estate industry. Their key Western Canada Conference is held in Whistler every year and m
embers from the City of St. Albert's Economic Development team attended the event this year, as they have done for the last seven years.
The event attracted over 2,300 attendees including developers, commercial realtors and brokers and is a key venue to source new retail tenants for the city.
The primary goal for our Economic Development team was to create new connections with commercial real estate developers and REITs, and to attract specific retailers with the intention of guiding them towards various real estate locations in St. Albert. Scheduled meetings were focused on the specific needs of each retailer such as space requirements, timing of availability, zoning, population and traffic counts, just to name a few. The site inventory of our active developers in the city was presented to prospective clients focused primarily on hotels, grocery stores, gyms and restaurants. This event continues to hold great value for the retail growth in the city.

This is the second roundtable discussion before the St Albert Job Fair on April 16. The roundtable is an open space for St Albert employers to discuss their challenges and successes with employing workers who may be struggling with mental health and/or addictions issues. This session will be facilitated by an expert in employee relations.

Business Spotlight On... Jack's Sandwich Shack
Last week I had an opportunity to interview Tu Le and what kept running through my mind as I talked to him was the word tenacity. Le is the co-owner of three restaurants in St. Albert - Jack's Burger Shack, Cerdo Tacos & Tequila, and Jack's Sandwich Shack which opened on January 24.
Jack's Sandwich Shack is located where Ong Hanoi Style Fried Chicken was, which Le also co-owned. When Ong wasn't doing as well as Le hoped, instead of closing his doors and giving up, he rebranded and adjusted the menu. He kept the favourite items on the menu from Ong and added additional items including soups and sandwiches knowing that people find comfort in those items. He also changed the name to something people are familiar with - Jack's from his popular burger shack.
Le doesn't believe in giving up. When Cerdo Tacos & Tequila was having a difficult time a year ago and not performing as well as hoped, Le changed the concept of it and it is now doing well. He believes that it is all about finding what works.
Le also believes in working with other businesses in the area. All of the sandwiches Jack's Sandwich Shack serves are hot, a decision Le made because he didn't want to compete with the deli across the street. He prefers to work with other businesses and each find a niche instead of competing with them. And with sandwich names such as Cheeky Philly, In Da Club, Pig Mac and Curry Tofu, Le believes he has found his niche.
