The EPN Consulting Newsletter - 088 - December 2017
Editorial
Dear Colleague,

At the beginning of last week (10-11 Dec) it was still Autumn (from the astronomical point of view) but the transport systems in some parts of Europe performed as being in deep Winter.

It snowed just a few centimetres in some European cities (London, Brussels, just to mention a couple) but this was enough to paralyse transport for days.
Heathrow and Stansted airports in London cancelled tens of flights, the Brussels-London and Brussels-Paris high-speed train services were cancelled or delayed for hours.
When I left London for Brussels on the 12 Dec afternoon my train was 45-min delayed due to the ongoing chaos on the trains circulation started the day before.

What could I say? All these problems for a few cms of snow? And what if it snowed half metre as it used to happen some decades ago? Well, someone said on the train lounge in London St. Pancras that the problems with Eurostar services arose because in Brussels the station ran over of... salt! Could anyone believe it? I don't know whether it was true, but in case it was,  we are discussing complicated electronic trains controls and the main problem with some normal bad weather in this season is based on the availability of salt?

This event that, I suppose, could be likely to occur again in next couple of months (when we will be in astronomical and meteorological Winter) should make us stop and think about which direction we are taking when we talk about transport of the future.

We are too much focused on Electronics controlling anything, anyone, anywhere, booking and paying with apps using virtual wallets, investing time and money on building Connected & Automated Vehicles (CAVs), programming algorithms deciding who should be injured in case of accident when travelling with them, etc.

It looks as we forgot the simple procedures in use decades ago (e.g. spreading salt on train tracks, mounting snowchains on buses, etc.) in favour of hyper-technological solutions that are great "per se" but turn out to be useless if vehicles/carriers cannot travel properly.

Common sense is free and probably that's why we often forget to use it.

I Wish All of You and Your Families a Merry Christmas and a Very Happy New Year!!

Public Consultation on C-ITS ending soon

Intelligent Transport Systems (ITS) means applying ICT to Transport. ITS applications and services can be very diverse, including for instance journey planners, travel information services, intelligent message signs and traffic lights, safety applications (automatic 112 calls, advanced cruise control) and traffic management.

In many respects today's vehicles are already connected devices. However, in the very near future they will also interact with each other, with the road infrastructure and possibly with other devices, and form part of an eco-system of cooperative, connected and automated mobility.

This interaction is the domain of Cooperative Intelligent Transport Systems (C-ITS). C-ITS will allow road users and traffic managers to share and use information and coordinate their actions. This cooperative element - enabled by digital connectivity - is expected to significantly improve road safety, traffic efficiency and comfort of driving, by helping the driver (and in the future automated vehicles) to take the right decisions and adapt to the traffic situation.

The Consultation will end on 05 Jan 2018.

UPS reserves 125 Tesla semi-trucks

19 Dec 2017 - The United Parcel Service (UPS) said it is buying 125 Tesla all-electric semi-trucks, the largest known order for the big rig so far, as the package delivery company expands its fleet of alternative-fuel vehicles.

Tesla is trying to convince the trucking community it can build an affordable electric big rig with the range and cargo capacity to compete with relatively low-cost, time-tested diesel trucks.

Brexit negotiations

12-20 Dec 2017 -  In the confused talking sessions between the UK and the EU about negotiating the exit of the UK from the EU club there are two documents worth reading.

One concerns a Q&A session on citizen's rights and the other is a self-explanatory slide published by the Europe's Chief Negotiator Mr Michel Barnier.

Talks on a transition period are due to start in January 2018 after a green light from EU ministers, with Britain hoping for an agreement on the main principles by March 2018.

Once agreed, negotiations can then move on to future relations for the longer term, with Britain hoping to complete a trade deal as early as possible. Mr Barnier is widely expected to demand a transition that obliges Britain to adhere to all EU rules, but without a say, during a period of around two years.

Uber faces tougher regulations after ECJ rules it is a Transport service

20 Dec 2017 - The EU's highest court has ruled that Uber is a Transport company, in a decision that opens the US ride-hailing app to tougher national regulations in Europe's 28 Member States.

In a long-awaited judgement, the European Court of Justice (ECJ) said Uber operates in the EU like a traditional taxi firm, shifting its legal status from a digital company and giving it less freedom from regulation in the EU's single market.

01 Jan 2018 - A  decade after its accession to the EU, Bulgaria will take over the rotating Presidency of the Council of the EU for the first time that will last from 01 Jan to 30 June 2018.

Bulgaria will work for a:
- Secure Europe, because the migration crisis and the terrorist acts over the past years have shown how vulnerable we are;
- Stable Europe, because the citizens want to know that the European Union is taking care of their prosperity and well-being;
- Solidary Europe, because all member states are faced with the main challenges and they can be overcome only with joint action, not at national or local level.

Bulgaria intends to achieve these goals thought Consensus, Competitiveness and Cohesion.

We are happy to publish the latest article of Ing. Roberto E. Nenzi
on " Dromedaries of the Future ".  " Centuries ago, transport of goods was based on animals (dromedaries, camels, donkeys, at al.), on ships (sailing ships, rowing ships,..) and through economic transactions (on many itineraries there were letters of credit, not coins), but..."

Roberto boasts decades of experience in EC-funded projects in Transport and Intelligent Transport Systems and he is a valuable EPN Consulting Member (1st level) since 2010.

The Website of the Month:  EU GDPR

The EU General Data Protection Regulation (GDPR) is the most important change in data privacy regulation in 20 years (key changes here).

After four years of preparation and debate the GDPR was finally approved by the EU Parliament on 14 April 2016. It will enter in force 20 days after its publication in the EU Official Journal and will be directly application in all members states two years after this date. Enforcement date: 25 May 2018 - at which time those organisations in non-compliance will face heavy fines.

The EU GDPR replaces the Data Protection Directive 95/46/EC and was designed to harmonise data privacy laws across Europe, to protect and empower all EU citizens data privacy and to reshape the way organisations across the region approach data privacy.
