Self-Help Enterprises' 2017 Annual Report
features program accomplishments and activities throughout the year. Last year, significant milestones included:
- Breaking Ground on New Self-Help Homes in Woodlake: A groundbreaking event celebrated ten families who began construction of their new, affordable homes at Valencia Heights, Self-Help Enterprises' newest subdivision in Woodlake.
- Connecting Communities to Permanent Water Sources: The Water Well Loan Program continued to provide a permanent solution to families with dry wells. In the community of Monson, a new community well and water distribution system now delivers water to over 30 homes in the community.
- Construction of Two New Apartment Rental Communities: Construction began on Palm Terrance in Lindsay and Sierra Village in Dinuba. Combined, the affordable apartment rental communities will add 94 units of affordable housing.
- Completion of Planada Wastewater Treatment Facility: A ribbon cutting celebrated the completion of the long-awaiting wastewater treatment facility in Planada. The facility safely disposes treated water and allows for future growth of the community.

EAST PORTERVILLE WATER SUPPLY PROJECT CONNECTS 755 HOMES

The East Porterville Water Supply project, a partnership of state, local, and nonprofit agencies, finished connecting 755 homes to a permanent, safe water supply.
Hundreds of homes in the unincorporated community had their private wells go dry during the drought. Many residents were forced to turn to bottled water or have water delivered to water tanks located on their property.
Three state agencies - the Department of Water Resources (DWR), the State Water Resources Control Board, and the California Governor's Office of Emergency Services - partnered with Tulare County agencies and community organizations such as Self-Help Enterprises, Community Services Employment Training (CSET), and Community Water Center - to deliver a permanent solution to East Porterville's water crisis.
 Self-Help Enterprises assisted with conducting a survey which confirmed properties with dry wells and determined eligibility for residents to connect to the City of Porterville municipal water system. This information was key to mapping dry homes as well as forming a strategy for connections near existing water distribution lines. Construction on the $48 million water supply project started in early 2016 with the installation of new water distribution lines to connect homes in East Porterville to the neighboring City of Porterville's municipal system. DWR contracted
Self-Help Enterprises to manage construction activity for Phase I, which extended pipes from the city main water lines to the property lines of the homes.
The first phase of the project connected about 300 homes that were receiving emergency water deliveries. The first connection was made on August 19, 2016 at the home of Guillermina and Leonicio Ramirez (pictured above)
and the connections were completed in March 2017. The second phase connected about 450 additional households that still had access to water in their wells, but who wished to avoid the possibility of future water insecurity. Construction will continue through 2018 to complete additional infrastructure supporting the project.

PRESERVING AFFORDABLE RENTAL HOUSING
|
 On February 23, Self-Help Enterprises celebrated the completed renovation of two apartment rental communities in Kern County: Solinas Village in McFarland and Almond Court in Wasco.
Residents in these underserved communities face over-crowding and rent burden with most farmworkers and low-income families struggling to obtain decent, affordable housing for their families.
To serve the housing needs of low-income families in the San Joaquin Valley, Self-Help Enterprises develops high quality, affordable rental communities.
The 52-unit Solinas Village apartments and the 36-unit Almond Court apartments, feature two, three, and four bedroom units.
The rental projects underwent major renovations over the last eight months t
o help sustain long-term preservation and affordability. Both properties received new energy-efficient windows and exterior lighting with LED fixtures. The kitchens, living rooms, and bathrooms in each apartment were also renovated to include new kitchen and bath cabinets, energy efficient appliances, new flooring, new plumbing, and new fixtures. In addition, the properties each received a complete landscape makeover featuring moisture irrigation sensors for more efficient water usage and new playground equipment with shade covers. At Almond Court, the roof and HVAC systems were replaced and at Solinas Village, new asphalt was put down in the driveways and parking areas.

With the remodel of the community centers, which are located within Solinas Village and Almond Court, a computer lab has been added for resident use. The onsite computer lab will offer computer literacy classes for children and adults. The upgraded community centers will also provide space for resident services available through community partnerships. This includes an afterschool program, financial management workshops, homeownership education classes, and healthy living programs, including nutritional cooking classes and health fairs.
The much-needed improvements were made possible by funding support from the National Equity Fund, Morgan Stanley, JP Morgan Chase Bank, and the County of Kern.
Funding from the Low-Income Weatherization Program (LIWP) was received to install solar PV and energy conservation measures. Solar PV has been installed to offset 100% of the electrical loads of the projects.
