Sheriffs in the News
Monroe County Sheriff's Deputy Joe Resch, a Crime Prevention Officer, helped to organize a safety town event at Churchville-Chili Elementary School recently. These young students visited with Monroe County Deputies. They took part in a bike rodeo, saw a presentation from the k-9 unit, the motorcycle unit, and the mounted patrol. The students were also visited by members of the Churchville-Chili Fire Department and Churchville Ambulance.

While visiting Orleans County to honor  Orleans County Sheriff's Deputy James DeFilipps  as Deputy of the Year, Sheriffs’ Institute Chairman Sheriff Ron Spike ran into an old friend, Retired Sheriff Dave Green. Dave served as Sheriff of Orleans County from 1979 to 2003, and is proof positive that there is life after “Sheriffing”!

Broome County Sheriff Dave Harder sent two deputies to Dallas, Texas, to take part in the funeral procession for Sgt. Michael Smith, one of five officers gunned down in an ambush on law enforcement in downtown Dallas. Fifteen people in total were shot.

Broome County Sgt. Dennis Rowlands and Deputy Leon Brown participated in the funeral procession. Round trip airfare for the two was provided by Jet Blue. Click here for more photos.
New Undersheriffs
Wayne County Sheriff Barry Virts announced the appointment of Major Jeffrey Fosdick to the rank of Undersheriff in July. A 26-year veteran of the Sheriff’s Office, Undersheriff Fosdick has served as Correction Officer, Sergeant, Lieutenant and Major in charge of the Jail Facility and Court Security Divisions. 

Undersheriff Fosdick graduated from Finger Lakes Community College with an Associate’s Degree and SUNY Brockport with a Bachelor and Master Degree in Science and Education.

"Undersheriff Fosdick’s leadership of our supervision and administrative business actions..is essential in maintaining oversight, accountability and transparency for our members, the Wayne County Government and the people we serve and protect,” said Sheriff Virts.

Deputy of the Year Award

"We are celebrating a true hero," said Orleans County Sheriff Randy Bower to a crowd of more than 100 people attending the presentation of the NYSSA "Deputy of the Year" Award to Orleans County Sheriff's Deputy James DeFilipps at the Orleans County Fair.

Yates County Sheriff Ronald Spike, Chairman of the NYSSAI Board of Directors, presented the award, stating: "Deputy DeFilipps' quick actions... eliminated a threat and saved other officers and civilians injuries from the crazed man...The State Sheriff's determined that Deputy DeFilipps' actions were exceptional while in the line of duty."

Deputy DeFilipps wasn't able to attend the Sheriffs’ Institute’s annual awards ceremony in January because his wife Marie gave birth to baby Gianna on January 19. Sheriff Bower chose to have Deputy DeFilipps recognized in front of the community at the Orleans County Fair.

Meeting: Law Enforcement Focus Group

Yates County Sheriff Ron Spike, Niagara County Sheriff Jim Voutour and Sr. Investigator Ronald Messen from the Albany County Sheriff’s Office participated in the Law Enforcement Focus Group convened to discuss ways that the NYS Preparedness Training Center in Oriskany (SPTC) could be of more usefulness and value to the New York law enforcement community. Leaders from several state and municipal law enforcement agencies participated in the Focus Group.   Assistant Director of the Center, Robert Stallman, provided an overview of the SPTC including how the State Police and many other agencies are presently utilizing it. He also provided an overview of the County Emergency Preparedness Assessment and how those results relate to the SPTC.

Participants then received a tour of CityScape, a $3 million dollar training scenario building that is among the best in the country. Designed to provide reality based training, cityscape is a 44,000-square-foot indoor and outdoor city block, containing different set-ups like a courtroom, a restaurant, motels, a school corridor and a mall corridor among other things. The outdoor portion is complete with parking meters and anything else one would see on a regular city block. The building is fitted with 160 speakers to be able to play any noise that may make the training more realistic. Smoke can be pushed into any area to simulate various emergency situations, and the facility has special doors that can be used to train for forcible entrybomb blasts, etc.
